Approve plans and specifications for construction of the Bill Roalman Bicycle Boulevard Project, Specification No. 90195. 2. Authorize staff to advertise for bids and the City Administrative Officer to award the contract to the lowest responsible bidder under the Engineer's Estimate of$361,711. . 3. Approve the transfer of $10,000 from the design phase of the project to the construction phase. 4. Approve the transfer of $36,171 from Capital Improvement Project Reserve account to this project account to fund construction management services. 5. Approve the transfer of$265,461 from the Street Reconstruction Resurfacing and Sealing main account to this project account to fund construction services. 6. Approve the transfer of$3,600 from the Water Distribution System Improvements and $2,000 from the Wastewater Collection System Improvements main accounts to this project account to fund construction services DISCUSSION In 2000, the San Luis Obispo City Council approved improvements for Santa Barbara Street; the installation of a new traffic signal at the intersection of Upham Street and Santa Barbara Street, the closing of Morro Street at that intersection and the creation of an improved bicycle corridor into downtown utilizing Morro Street. In November of 2002, the City Council approved the Bill Roalman Bicycle Boulevard project and corresponding improvements. A bicycle boulevard is a street that discourages through ,vehicle traffic with stop controls on the side streets to give preference to bicycles and other modes of alternative transportation.. To date the City has competed several elements and the firs two phases of the Bill Roalman Bicycle Boulevard plan including the closure of Morro Street at Santa Barbara, installation of a new bicycle traffic signal at the Santa Barbara/Upham/Railroad Transportation Center intersection; and signing and striping modifications to Morro Street. The third phase of the project includes a slurry seal over the street segment and improvements at three key intersections, which include curb extensions (bulb-outs) at Morro and Pismo and diverters at Morro and Buchon and Morro and Leff(Attachment 1). The goal of these improvements is to further reduce vehicular traffic and speeds on Morro Street. 03 - 1 /I Morro Street Bicycle Boulevard, Spec. No. 90195 Page 2 As mentioned the proposed improvements to the Bill Roalman Bicycle Boulevard in this phase include road base repairs and a slurry seal from Pacific to Santa Barbara (see vicinity map Attachment 1), curb extensions (bulb-outs) at Morro and Pismo, and diverters at Morro and Buchon and Mono and Leff (Attachment 2). The curb extensions and diverters have been designed such that passenger vehicles can negotiate all permitted movements unobstructed and such that emergency vehicles can negotiate all conceivable movements unobstructed or by mounting the diverter which has been designed for such purpose (Attachment 3). The design of the diverters will create a circulation pattern (Attachment 4) that permits through movements exclusively for cyclists on Mono Street at Buchon and at Leff in addition to restricting through vehicle movements. The purpose of these restrictions is to relocate all vehicle traffic currently accessing downtown via Morro Street to Osos street, thereby improving access for bicycle traffic into the downtown and reducing traffic speeds and volumes for residences fronting Morro Street. Construction Contract Management and Inspection The City's Fiscal Health Contingency Plan was activated in June 2008 and as a result all CIP projects were under review for possible deletion or deferral. A report was presented to Council on September 30, 2008 that identified projects for deferral or deletion among other short-term actions to rebalance the 2008-09 budget. The report recommended a combination of expenditure reductions in operating programs, CII'projects and the use of reserves. Council approved the short-term budget actions proposed in the report and deferred approximately $2,378,200 in Capital Improvement Projects. Even with these CIP reductions, implementation of Measure Y priorities continues to be a vital. In effort to remain consistent with the strategy approved by the Council during the 2007-08 mid- year budget review, staff continues to asses the need for supplemental funding for consultant construction management services on a case-by-case basis as projects come forward for approval of plans and specifications. While the 2007-09 Financial Plan addressed this increased workload by providing additional funding for contract design and construction, it did not account for needed funding of construction management and inspection services. Given the high volume of projects already underway and the current City inspection staff workload, the true impact of recent CIP reductions are not expected to be realized for several months following Council's decision. Therefore staff recommends contracting for the construction management services for this project and transferring $36,171 from the CIP Reserve account for this purpose. This amount is based on current market rates for contract construction management at 10% of total project construction costs. FISCAL IMPACT This phase for curb-extension (bulb-out) and diverter portion of work was originally identified as part of the 2005-07 Financial Plan Appendix B, pages 200 to 201. Currently, there is $128,821 remaining in the overall project account with $10,000 allocated for design and $118,821 for � 3 -a Morro Street Bicycle Boulevard, Spec. No. 90195 Page 3 construction of the bulbouts and diverters. Now that project design is complete, staff is proposing to reallocate the design funds of$10,000 for construction. The construction funding of$128,821 is significantly less than the Engineer's Estimate of$361,711. Additionally, a portion of this project includes road base repairs and a slurry seal coat over the street segment which will improve the condition of the pavement surface. This portion of the work was not addressed in the 2005-07 Financial Plan. While the Street Reconstruction, Resurfacing and Sealing (SRRS) Master Account provides funding for various street reconstruction projects, this portion of work was not included in original funding estimations. Following a 20%reduction in the City's paving programs, as imposed by the September 30, 2008 Short-Tenn Budget Actions, the current balance of the SRRS Master Account is $1,617,786. Staff is recommending a transfer of$265,461 from the SRRS Master Account to fund the slurry portion of work and the budget shortfall. While there is sufficient funding in the master account to support this project, a further reduction of funds may reduce the scope of the next street paving project in 2009. Construction management is estimated to cost an additional $36,171. Staff is recommending funding construction management and inspection services from the CIP Reserve account. There is currently sufficient funding of$393,559 in the CIP Reserve account. Following the transfer of funds, the CIP Reserve account balance will be $357,388. Subsurface utility improvements resulting from this project were not previously identified as part of the project scope. However, the water and sewer lines designated for upgrades consistent with City standards as part of this project are eligible for funding from the Water Distribution System and the Wastewater Collection System Improvement main accounts. Currently there is $850,188 in the Water Distribution System Main Account and $ 1,588,335 in the Wastewater Collection System Improvement Main Account. The Fire Department has indicated that although curb extensions and diverters are not preferred, because this project is not on a primary response route and because the improvements have been designed to accommodate emergency vehicles, the project is acceptable to the Department. ALTERNATIVES 1. Defer or eliminate project. The Council could direct staff to defer the project until a later date. However, staff does not recommend this because this phase of the project is a key element for further reducing volumes and speeds along the bike boulevard. It is highly likely that construction and materials costs may outpace the current project budget. Deferring this project may lend itself to higher construction and materials costs and the City may not realize a cost savings by project deferral. In addition construction costs are likely to increase over time. Additionally, the City's Circulation Element and Bicycle Transportation Plan goals will not be achieved and the Bill Roalman Bicycle Boulevard project will remain incomplete if this project phase is deferred and/or eliminated. 2. Authorize staff to advertise for bids for construction of the diverter at Morro and Buchan only and authorize the CAO to award to the contract to the lowest bidder under the engineers estimate of$16,500. The Council could direct staff to complete the most critical element of the project, the diverter at Morro and Buchon, and return to council as part of the FY 2009-11 financial plan with a proposal to complete the remaining elements of the project. No. 90195 Page 5 recommending this alternative because other than construction management costs the project is currently within budget, paving costs continue to increase with time and additional funding will be necessary if portions of the project are deferred, the Bicycle Boulevard project will remain incomplete, and the City's Circulation Element and Bicycle Transportation Plan goals will not be achieved. 3. Direct staff to amend the project to include complete repaving of the entire length of the project This option would require substantial additional design work due to the Federal requirements for ADA upgrades to be included within any repaving project. This project contains approximately ten handicap ramps which would require upgrades. This option is not recommended due to the additional funding that would be required. ATTACHMENTS 1. It is imperative that this project be finished to include repaving the street, safety features such as bulb outs, diverters to discourage speeding and new pavement re-striping. These essential elements will ensure that the Bicycle Boulevard is safe for cyclists, pedestrians and drivers.As an active member of the community, I strongly encourage the City Council to fund projects that are forward thinking and include infrastructure for ways to get around without our-cars. Making the Bicycle Boulevard a priority will send a clear message that the City Council encourages and supports alternative transportation. Our family lives in the sinsheimer neighborhood. I take every opportunity possible to bike to downtown. My biking has increased since the bike boulevard was instituted. In particular, when I am riding downtown with my small children, I am much more comfortable taking them on the boulevard. For the most part, I have observed cars travelling along the boulevard respecting the bicyclists space. The area that I have seen as still dangerous is where cars approaching the boulevard from perpendicular streets are unsure as to the right-of-way. Often cars will hesitate and then pull out. I'm never sure and so I always slow way down and confirm with eye contact before passing before a car pulling on to morro. There are definitely further improvements to the street that would make it a safer place for bike riders and pedestrians headed to downtown. Of course I'm a cyclist, so it interests me, but I wanted to add a different angle to my argument for it. I'm sure there are arguments against the blvd from residents who live on the street or nearby and are concerned about how it will affect their ability to drive. I_think_a lot of this is just because of their fear of change. Sure, they will have to change their driving pattern, but how bad it that really. And weigh this against the advantages they don't see - a nice calm street on which to walk their dog, walk themselves, or for their kids to play around. Traffic calming in select areas is a great thing. More people should go to visit cities with a lot of planned streets like this and see how pleasant it really is. I just came back from Vancouver, Portland and Seattle which are all places that uses these types of facilities a lot in their neighborhoods, and it is truly a nice thing to experience. If we don't begin the pilot programs (which we might call this Bike Blvd) with "progress"or "evolution", how will we ever evolve or improve the SLO life? Thanks for reading! I find that this street is a very pleasant part of living here in SLO, but I have recently noticed more motorists taking advantage of "the street with no stop signs" as opposed to allowing it to be used as it was intended:for bicycle travel. My vote is to finish the job and make this a usable bicycle boulevard which has fewer cars and clear markings notifying motorists that this is a.special street devoted to cyclists. As an experiment I believe the idea was sound but further marking and barriers are required to complete the experiment. As you know we humans are ready to adapt and make things work in our favor, and I believe this is what has happened to the boulevard. In conclusion: good job so far, now keep the faith that cyclists will use it if you build it, keep the cars out and make a safe environment for cycling commuters into (and out of)the downtown area. These improvements have helped bicycle circulation. L`c&XK But while great progress has been made, it needs to be finished so that the boulevard is fully functional and safe. City traffic counts from July 2007 show that vehicle volumes have doubled for speeds between 30-34 mph due to cut through traffic. First and foremost, a diverter (which was part of the original plan concept) is needed at Morro and Buchon streets to prevent cut throughs (Please see the attached photo of how the diverter could look). The second priority of the project is a diverter at Leff Street to prevent turn around traffic at the southern end of Morro Street. Several residents there complain that motorists are using the end of the street to make U-tums. Original design concepts for the project also include bulb outs at Morro and Pismo streets in order to make the bike boulevard safer for pedestrians as well as bicyclists. While we'd be disappointed to see the bulb outs delayed, we understand that the bulb outs come at a considerable cost in comparison to the diverters. We would rather delay construction of the bulb outs than see the project not go forward. The diverters, however, are a real MUST due to safety concerns from the cut through traffic. Now is the time to finish the Bill Roalman Bicycle Boulevard. When the project was originally conceived, Morro Street was billed as the alternative for bicyclists traveling between downtown and points southward. Since then staff has explained to us in more detail what the possibilities and challenges are. No concrete plans have emerged over how to safely get families on the Bob ]ones Trail across the interchange. We find this concerning as well as the fact that no funding for bicycle or pedestrian transportation has been included in the . project plan. We do, however, understand the problems of building a grade-separated facility without knowing where the trail alignment on the south side will go. We therefore agree with the staff recommendation to include widened sidewalks on either side of the interchange to allow flexibility when determining how to extend the trail south of the project. Since the completion of the Jennifer Street Bridge and the new bike traffic signal at the intersection of Santa Barbara Street and Morro Street,we have used,the.Morro Street Bicycle Boulevard nearly every day for errands and trips Into downtown. We think that the Morro Street Bicycle Boulevard is a great addition to the bicycle Infrastructure in our community. We would like to see the remaining elements of the Bicycle Boulevard(traffic diverters, bulb-outs,and re-paving) completed,so that the concept of providing a fast,easy and safe route for bicycles into downtown can be fully realized. Although traffic diverters and bulb-outs may be inconvenient for automobile users,it seems to us that they are an essential part of persuading people to make more of their trips by bicycle or walking,which is one of the City's stated goals. Too much of conventional transportation planning is based on the premise of making everything as convenient as possible for automobiles users,to the detriment of bicyclists and pedestrians. It is undeniably easier to just hop in your car instead of getting on a bike and pedaling,so we think it is very important to provide special routes and advantages to bicyclists in order to'level the playing field"and encourage people to choose to make their trips by bicycle, which benefits them and the whole community. On that same note,we would encourage you to retain the underpass under Los Osos Valley Road for the Bob Jones City-to-Sea Trail. Although an underpass may cost a little more, it seems to me that the marginal cost cannot be that great,when you are building a bridge there already. We think underpasses and overpasses will greatly enhance the experience of riding on the City-to- Sea Trail,and will encourage everyone to use it more,especially families. When completed,we believe the City-to-Sea Trail will be a wonderful asset to the City of San Luis Obispo,for residents and visitors alike. Providing an underpass will show that the City values bicyclists and pedestrians just as much as automobile users,and will make the crossing safer and more convenient.for all users(including automobile users). I have lived here for the last 12 years and after two weeks of moving here from Los Angeles and growing up in a car, I began using my feet and bicycle as my means of transportation. I could only have done this because the city is so conducive to this. All throughout the state and country projects like these are becoming are being completed because of issues like this and what they offer in the long term. In the past the city council and along with city staff has shown great commitment to making.SLO better through projects like these. It would be a shame to not continue this commitment. Please devote the resources necessary to increase safety by installing the barriers to control the speeding cars. The oppositions to the barriers are those typical questions of"who owns the road?" I think the cars also appreciate not needing to worry for the safety of the cyclists. I look forward to the final improvements on Bike Blvd; the traffic calming devices to discourage the few speeding cars which abuse the stretch and repaving to create a smooth ride for cyclists and drivers alike. I think these improvements will encourage more cyclists to use Bike Blvd and cars to be responsible without police intervention. I look forward to these improvements. I am, however, concerned that the road might be paved without the addition of traffic calming devices. I think that would be a mistake. Paving alone would encourage drivers to take the road with greater frequency without discouraging speeding. This would make the situation dangerous for cyclists, drivers, and pedestrians alike. Why doesn't the city spend the money they are going to spend on traffic diverters (and then the other money they are going to spend taking them back out) on doing something useful for everyone, like cleaning up the downtown or planting a tree or something. I live on the bike boulevard and appreciate the ability to travel safely on it on a bicycle. Having the boulevard makes it easier and safer for cyclists to get downtown, and it reduces the need for cyclists to travel on Osos, which is a faster moving and higher traffic road. As a resident on the boulevard, I see many cyclists using it every day:families, college students, the elderly. Where I live, on the corner of Osos and Church, I also see a lot of cars speeding up the boulevard, thinking they can get to Osos at Upham. I see them whipping around at that corner and cutting back to Church. I'm guessing they do this because there are no stops between Pismo and Osos on the bike boulevard and car drivers see that as an opportunity to go faster. Putting in the traffic control devices will probably fix this problem and the boulevard will feel safer for cyclists and pedestrians. So as a resident and cyclist, I am grateful to the City for this added safety bonus. Please do not change your mind about this! Put the devices in! I would hate to see an accident on that street simply because car drivers don't fully realize that Morro Street is for bicyclists. I think the bulb outs will be a great accent to the neighborhood streets and more safety for the cyclist. I myself ride my bike to work and I have felt safer just seeing the pavement markings. I like that Morro was closed off at Santa Barbara; however that just forced cut-through traffic on Church and Morro. The cyclists are still in danger, as people don't stop at the new church and Morro stop signs from both directions. I am hoping there is a chance to reduce the speed of traffic on church and Morro with bulb-out in that area too. Since there is no right turn allowed by the fire station anymore, (Broad and Santa Barbara) people race down to church and cut across to save time. We have lived in our home for over 30 years and since the no right tum on Santa Barbara and Broad (on a red light )went in, we have seen more cut through traffic. There are many children on our street and many cyclists come down Church to get on Santa Barbara and Morro. Our backyard is on the historic railroad district boundary and I believe that bulb-outs on Morro at Church would be very beneficial to the cyclist and a way to maintain the quaintness of the area.They not only allow for more people gathering but offer more safety to the cyclists from the cut through traffic. The removal of bicycle lanes on Santa Barbara Street have made it nearly mandatory for bicyclists to divert to Morro Street Instead of using Osos Street. I have noticed an increase in automobile traffic(and an increase in speed)on Morro Street since the stop signs for traffic on Morro Street were removed. I implore the City Council to finish the construction of the Bicycle Boulevard by approving the installation of traffic diverters and bulb-outs.This will make the Bicycle Boulevard safer for the cyclists using it, hopefully inspiring others to ride a bike instead of choosing to drive a car. As recommended by the Bicycle Advisory Committee,the Cultural Heritage Committee and the Architectural Review Commission, adopt a resolution naming the bicycle boulevard on Morro Street,"The Bill Roalman Bicycle Boulevard". 2. Approve the following transfers and appropriations to the Morro Street Bicycle Boulevard project bu dget: a. Transfer of$57,500 from the Downtown Access Improvements Project budget. b. Transfer of$120,000 from the Morro-Santa Barbara Traffic Signal Installation project budget. e. Appropriation of$108,000 in Bicycle Transportation Account(BTA)grant revenue d Appropriation of$120,000 in Urban State Highway Account(SHA)grant revenue DISCUSSION The Bell Roalman Bieyde Boulevard At the request of the City Council, Council Member Mulholland met with the Bicycle Advisory Committee(BAC)and Architect u it Review Commission(ARC)to develop an idea for a memorial to former Council Member Bill Roalman who recently passed away. Council Member Mulholland, Amena Atta(widow of former Council Member Bill Roalman),the BAC,and the ARC all support the naming of the Morro Street Bicycle Boulevard in Bill's memory as a fitting tribute. Bndgef Design for the Morro Street Bicycle Boulevard project is nearing completion, and Public Works should be ready to advertise for bids on a construction contract within the next few months. As the design consultant begins to prepare the construction cost estimate, it will be helpful to lmow the approximate construction budget available. Even though this project has been identified as an important City goal during the current financial plan, no specific budget for the total project has Previously been developed. Instead, it has always been anticipated that as the project design proceeds and is eventually bid, budget appropriations ficin other project accounts would be . f Council Agenda Report:Morro Street Bicycle Blvd.Name and Budget Page 2 transferred into the project to establish the total available construction amount At this point funding for the design of the bicycle boulevard has been appropriated for the project,however, no money bas been formally appropriated for construction. For this reason,Public Works is proposing various budget transfers and appropriations that will create a$396,000 total construction budget The City has been diligently pursuing and has received a number of giants (ie. improvements to downtown access,Morro-Santa Barbara traffic signal,bicycle boulevar(,and bicycle improvement grants) to assist in the funding of this project Consolidating these fiords into the Morro Street Bicycle Boulevard project budget now allows better tracking of costs and finding as well as comparisons of construction estimates to the total budget available. The Morro Sheri Bicycle Boulevard project includes the following components: • Closure of Morro Street at Santa Barbara Street to vehicular traffic. • Construction of Marro Street cul-de-sac and the extension of the residential driveway at 1841 Morro Street • Construction of new bike path and sidewalk connection between new Morro Street tail-de- sac and Santa Barbara Street • Installation of landscaping at closure. • Installation of traffic signal at reconfigured Santa Baxbara/Upham/RTC intersection. • Construction of sidewalk bulbouts, landscape planters and tree wells on Monro Street between Santa Barbara and Pacific Streets. • Repositioning of stop signs at Morro/Buchon,Morro/I *,and Morro/Church ia�sections • Installation of pavement stencils and signage identifying the bicycle boulevard route. (The installation of pedestrian scale lighting has been approved by the Architectural Review Commission as a component of the project,however no finding has been allocated for lighting.) Actual cost estimates for construction have not yet been established The project has slowly evolved from a basic project consisting of a signal and resigning of Morro Street to the scope of improvements listed above. Staff does not believe that the project when fully designed will cost the full$396,000 proposed in the budget shown. When final engineer's estimates are received and the project is brought to the Council for approval of bid documents,the Council will be able to transfer excess finding.to other projects at that time or choose to await the end of construction for such transfers to take place. CONCURRENCES With positive recommendations from the Bicycle Advisory Committee and the Cultural Heritage Committee, the Architectuml Review Commission approved the Morro Street Bicycle Boulevard project on September 3, 2002. Each Committec/Commission also recommended that the City Council name the bicycle boulevard on Morro Street,"The Bill Roalman Bicycle Boulevard". The original purpose for this project was to -build small projects to enhance bicycle and pedestrian access in the downtown". Consequently, using this money for the Bicycle Boulevard Project is appropriate. Transfer from the Morro-Sarna Barbara Traffic Signal Project Budget. Once all grant funds are expended, TIF monies will be used on the project with any remaining fiords being returned to the unappropriated balance of the TIF Fund to be used for other projects. New Appropriation of State BTA Grant Revenue. The State of California has programmed $108,000 of State BTA giant revenue for the Bicycle Boulevard project, specifically the traffic signal portion. This grant requires a local match of$12,000. New Am mpriation of State SHA Grant Revenue. The San Luis Obispo Council of Govemments (SLOCOG)has also programmed$120,000 of prior year State SHA grant mmrue for minor bicycle improvements in tate City. SLOCOG has approved the use of this money for the Bicycle Boulevard project.Any SHA monies left over after construction action of the project will be used on futm bikeways projects. Attachments: 1. (2003 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO NAMING THE BICYCLE BOULEVARD ON MORRO STREET`"THE BILL ROALMAN BICYCLE BOULEVARD" WHEREAS, the City Council of San Luis Obispo wishes to create a memorial to former Council Member and recently deceased Bill Roalman;and WIEREAS, on June 20, 2002 the Bicycle Advisory Committee reviewed several ideas for memorials to former Council Member Roalman and recommended the Monro Street Bicycle Boulevard as a fitting tribute;and WHEREAS, on July 22, 2002 the Cultural Heritage Committee reviewed the Bicycle Advisory Committee's recommendation and referred the project to the Architectural Review Commission with a recommendation that the new bicycle boulevard be dedicated in the memory of former Council Member Bill Roalman;and VM3REAS,on September 3,2002 the Architectural Review Commission supported both the Bicycle Advisory and the Cultural Heritage Committees' recommendation that the bicycle boulevard be named after former Council Member Bill Roalman;and WHEREAS, the City Council has considered the recommendations of the Bicycle Advisory Committee, the Cultural Heritage Committee, the Architectural Review Commission, and any public testimony regarding the naming of the bicycle boulevard after former Council Member Bill Roalman. NOW,THEREFORE,BE IT RESOLVED by the Council of the City of San Luis Obispo that the bicycle boulevard on Morro Street is hereby named, "The Bill Roalman Bicycle Boulevard".
