SUBJECT: Appointments to the Mass Transportation Committee
RECOMMENDATION
As recommended by Council Subcommittee Members Christine Mulholland and Andrew Carter,
make the following appointments to the Mass Transportation Committee(MTC):
1. Appoint Kathy Howard as the Alternate Member with a term expiring March 31, 2010.
2. Appoint Robert Wolf to the position of Senior Representative with a term expiring March
31, 2009.
3. Appoint Elizabeth Thyne as the Alternate Member with a term expiring March 31, 2010.
DISCUSSION
Two vacancies exist for alternate positions on the MTC. Staff has been unable to fill one
alternate position that has been vacant since the March 2008 recruitment period. The second
alternate position was vacated by Christina Batteate on September 7`h,when she moved out of the
area.
Kathy Howard has served as the Senior representative on the MTC. However, she has been
unable to attend the meetings on a regular basis due to health concerns. Ms. Howard has been a
valuable contributing member on the MTC and desires to maintain her membership. As a result,
she has expressed an interest in and willingness to serve as an alternate member. The Council
Subcommittee and MTC Chair have concurred with staff's recommendation that she be
reassigned to that position.
In anticipation of the reassignment of Kathy Howard, staff advertised for the senior vacancy
position as well as for the two alternate positions in accordance with statutory requirements.
Three applications were received. On October 17, 2008, the Council Subcommittee interviewed
the three applicants.

The Council Subcommittee is recommending Robert Wolf be appointed to fill the Senior
Representative position being vacated by Ms. Howard for a term expiring on March 31, 2009.
The Council subcommittee is also recommending the appointment of Elizabeth Thyne to fill the
second Alternate position, with a term expiring March 31, 2010.
