Walter, Director of Public Works 9VW Prepared By: Sergio Reyes, Engineering Technician III --. SUBJECT: POLYBUTYLENE SERVICES REPLACEMENT PROJECT, SPECIFICATION NO.90871 RECOMMENDATION 1. Approve plans and specifications for the "Polybutylene Services Replacement Project, Spec. No. 90871". 2. Authorize staff to advertise for bids and authorize the City Manager award the contract if the lowest responsible bid is within the engineer's estimate of$641,870. DISCUSSION Polybutylene plastic water pipe came into use in the 1970s and the City of San Luis Obispo, along with many other agencies, used the material for its water service systems. However, by the mid 1980s service failures in the piping system began to occur. The pipe lines had become brittle and were failing. Although the City no longer allows the use of this material, an estimated 4,000 polybutylene water service lines were installed during the referenced time period. In order to systematically address the problem, the City has established an annual replacement program that is scheduled to last approximately two more years. Each year the City's water supply system is researched to determine which services are in need of immediate replacement. Funding for the polybutylene water service replacement program is allocated on an annual basis. The level of funding is appropriate to allow for a cost-effective and productive project size. Past experience has demonstrated that multiple smaller projects result in higher cost per service. The proposed project will replace approximately 225 polybutylene services, the vast majority of which are located in Paving Area 3 (Attachment 1). CONCURRENCES The Community Development Department has given this project a Categorical Exemption. FISCAL IMPACT This project was budgeted for in the 2007-2009 Financial Plan, Appendix B, pages 3-96 through 3-98. Funds in the amount of $350,000 have been allocated in the 2008-09 fiscal year to the (° _ I Polybutylene Services Replacement Spec No. 90871 Page 2 Polybutylene Master Account, Specification No. 90063. With the addition of carryover funding, there is currently $811,000 available in the Master account to support this project. A budget amendment request will be processed at time of contract award.
