Walter, Director of Public Work4 `'6� Prepared By: Jake Hudson, Senior Traffi Engineer.-- SUBJECT: SAFE ROUTES TO SCHOOL IMPROVEMENTS, SPECIFICATION NO. 90877. RECOMMENDATION 1. Approve plans and specifications for the Safe Routes to School Improvements Specification No. 90877. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of$161,000. DISCUSSION Background As part of the State of California Safe Routes to School (SR2S) grant program, City staff, working with San Luis Coastal Unified School District officials, has identified eligible improvements at Hawthorne Elementary, Sinsheimer Elementary and San Luis Obispo High school. Major elements of the project include signing/striping improvements and ADA (American with Disabilities Act) curb ramps at Hawthorne Elementary, signing improvements at Sinsheimer Elementary and curb extensions and ADA curb ramps at San Luis Obispo High school. The original SR2S grant application was approved by Council in April 2003. Funding was not approved by the State at that time; however staff continued to resubmit the SR2S grant application annually and ultimately received notice of award in November 2007. In July of 2008 the State authorized the grant expenditures and subsequently funding was appropriated by Council on July 15, 2008. Plans and Specifications have now been completed and the project is ready to advertise for construction. FISCAL IMPACT On July 15, 2008 the Council appropriated $255,150 in approved Safe Routes to School (SR2S) grant funding and allocated $26,000 of general fund for the required local match. To date $16,000 has been spent on design services. The Engineer's Estimate for the project is within budget and funding has already been allocated for construction management services, therefore no additional funds are necessary at this time. The project estimate is approximately $72,000 less than the grant allocation; this is due to a change in the design of the flashing beacon systems from what was originally estimated when the grant was submitted. Staff will evaluate any potential improvements which may qualify for the remaining grant funding as a secondary project. n►_t Safe Routes to School, Specification No.90885 Page 2 Engineer's Estimate: $209,300 Construction Allocation: $161,000 15%Contingencies: $24,150 15%Construction Management $24,150 Project Subtotal: $209,300 Miscellaneous(PGE Permitting,Printing,etc.): N/A 'total Project Cost: $209,300 Funds Available to Date: $265,150 ALTERNATIVES The Council may defer construction until a later date. Staff does not recommend this alternative as the project is 90% grant funded. If construction is delayed, the State's grant funding will be jeopardized. In addition, staff anticipates construction costs will only continue to increase over time, which might compromise the ability to construct the improvements that have been proposed. ATTACHMENTS 1.
