SUBJECT: SLO TRANSIT CAPITAL PROJECTS
RECOMMENDATIONS
1. Appropriate$209,561 in approved Safety and Security State Grant and Public
Transportation Modernization Improvement and Service Enhancement Account
(PTMISEA) funding for the SLO Transit Radio Replacement Project.
2. Authorize staff to advertise for bids for the SLO Transit Radio Replacement Project and
authorize the City Manager to award a contract if costs are within the approved project
budget amount of$209,561.
3. Adopt a resolution to specifically include PTMISEA funding language for the project.
DISCUSSION
SLO Transit Safety& Security Grant
On April 20, 2010 the City Council authorized a California Transit Security Grant Program
(CTSGP) application for replacement of SLO Transit two-way radio communication equipment
in the amount of$209,561. (Attachment 1)
The Safety & Security Grant has been approved and staff seeks to appropriate funding in the
amount of$209,561 to provide for the replacement of outdated two-way radio communications
equipment with 26 new units: 20 mobile, one base station at the transit facility and five handheld
units. The SLO Transit Radio Replacement project will also provide for a second base station to
be installed in the City's Communication Center located at Fire Station No.1 on Santa Barbara
Street.

During the application review process, State officials noted that the original grant Resolution No.
10163 (2010 Series) approved on April 20, 2010 needs to include language specific to the
Proposition 1B PTMISEA grant program. The subsequent resolution is included as Attachment
2.
FISCAL IMPACT
The SLO Transit Safety & Security Grant Application was approved and will utilize funding
available through the California Emergency Management Agency(Cal EMA) and Proposition 1 B
PTMISEA funding apportionments. The total radio replacement project award is $209,561. The
City has been awarded $174,750 in Safety & Security Grant discretionary funding in addition to
$9,122 in prior year Safety& Security Grant apportionments and $25,689 in PTMISEA grant.
There is no fiscal impact realized by the General Fund in the adoption of staff recommendations
and this resolution. It is also important to note that these funds are only available for Capital
projects and cannot be converted to backfill SLO Transit operational funding shortfalls at the
Federal or State level.
ALTERNATIVES
Deny invitation forbids. The City Council could chose not proceed with the invitation for bids.
However, staff does not recommend this alternative as this would result in the eventual return of
grant funding already awarded and available to be expended.

SUBJECT: TRANSIT SYSTEM SAFETY, SECURITY & DISASTER
RESPONSE ACCOUNT APPLICATION AND RESOLUTION
RECOMMENDATIONS
1. Authorize the City Manager or her designee to execute for and on behalf of the City of
San Luis Obispo, a public entity established under the laws of the State of California, the
actions necessary for the purpose of obtaining financial assistance provided by the
California Emergency Management Agency.
2. Adopt a resolution authorizing the submittal of this and future Prop 1 B and Safety &
Security grant applications.
3. Authorize staff to continue to pursue and submit applications for funding opportunities
that may be available to supplement existing funding.
DISCUSSION
Proposition 1 B was passed by California voters in November 2006 to help provide sorely needed
funding for various infrastructure improvements. Voters approved $20 billion in bonds which
included a $1 billion bond act for the California Transit Security Grant Program (CTSGP). Of
that amount, $60 million was allocated based upon the established State Transit Assistance
(STA) population-based formula. The result was a supplemental Proposition 1 B Safety and
Security grant in the amount of$4,561 annually to be used for San Luis Obispo (SLO) Transit
capital security and safety projects.
The Office of Homeland Security (OHS) required as a condition of receiving CTSGP funding,
that a Governing Body Resolution and Agent Authorization form are formally adopted and
approved by the area's regional transportation planning agency, San Luis Obispo Council of
Governments (SLOCOG). SLOCOG approved this Governing Body Resolution on June 4,
2008, thereby appointing.Executive Director Ronald DeCarli and Administrative Director Peter
Rodgers as authorized agents to administer CTSGP funding.
California Emergency Management Agency(Cal EMA).
The Grants Management Directorate (GMD) provides timely grant reimbursements to sub-
grantees of the Homeland Security Grant Program (HSGP), Transit Security Grant Program

(TSGP), Infrastructure Protection Grant Unit (IPGU), and all other sub-grantees receiving
homeland security funding. The GMD was created to enhance and improve the overall customer
service of the Governor's OHS, which merged with the Office of Emergency Services(OES) in
2009 to become California Emergency Management Agency(Cal EMA).
Transit System Safety, Security &Disaster Response Account
Funds shall be available for capital projects that provide increased protection against a security
and safety threat, and for capital expenditures to increase the capacity of transit operators,
including waterbome transit operators, to develop disaster response transportation systems that
can move people, goods, and emergency personnel and equipment in the aftermath of a disaster
impairing the mobility of goods, people, and equipment. SLO Transit is eligible to receive
funding from the Transit System Safety, Security & Disaster Response Account. Grant
applications must include a resolution, approved by the City Council authorizing submittal and
authorizing the City Manager or her designee to execute for and on behalf of the City, the actions
necessary for the purpose of obtaining financial assistance provided by the Cal EMA.
Interconnectivity with the City radio System
The radio replacement project will allow for direct communications during an actual emergency
or drills with other City departments such as Police, Fire, Public Works, or Utilities. The Public
Safety dispatchers will be able to monitor the transit frequencies and coordinate on critical
elements such as evacuations and movement of the City's "carless/special needs" population.
The transit radio project might also be able to realize some economies of scale if this project uses
the same vendor award for the new City Dispatch Center during the procurement process, but it
is not part of the existing dispatch center project currently underway. Transit staff will closely
coordinate with IT staff to ensure equipment compatibility and coordinated purchase if possible.
SLO Transit Safety & Security Grant Application
The Safety & Security Grant application will provide funding to replace SLO Transit's outdated
two-way radio communications equipment with twenty six (26) new units: twenty (20) mobile,
one (1) base station at the transit facility and five (5) handheld units. The SLO Transit Radio
Replacement project will provide for a second base station to be installed in the City's
Emergency Operations Center (EOC) located in Fire Station No.l on Santa Barbara Street. The
transit project will utilize funding from the CTSGP available through Cal EMA and City
apportionments. The total radio replacement project is estimated to cost $209,561 and will be
funded by the Safety and Security grant and City local matching funds which include both
discretionary and fiscal year apportionments as well as Proposition 1B funding. The City local
match is estimated at approximately 17% of the total project cost, or$34,811

There are no associated negative fiscal impacts realized by the General Fund in the adoption of
staff recommendations and this resolution. It is also important to note that these funds are only
available for Capital projects and cannot be converted 'to backfill SLO Transit operational
funding shortfalls at the Federal or State level. Staff will return to Council for authorization to
appropriate grant revenues and expenditures once the grant has been awarded.
ALTERNATIVE
Don't adopt the resolution. The City Council could chose not to adopt the resolution to apply
for the City's allocation of Proposition 1B Safety and Security funds. Staff is not recommending
this alternative as if not approved; this funding will be made available to another agency.
Council has previously directed staff to pursue all funding opportunities that would be available
to supplement existing funding.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
AUTHORIZING THE EXPENDITURE OF PROP 1B, PUBLIC TRANSPORTATION
MODERNIZATION, IMPROVEMENT, AND SERVICE ENHANCEMENT ACCOUNT
(PTMISEA) FUNDING
WHEREAS, the City of San Luis Obispo (referred hereinafter as the City) operates the San
Luis Obispo (SLO) Transit; and
WHEREAS, The City of San Luis Obispo and SLO Transit are eligible applicants for
California Proposition Fund Program Policies and Procedures; and
WHEREAS,the City has allocated a portion of Proposition 1B, Public Transportation
Modernization, Improvement, and Service Enhancement Account (PTMISEA) funding to be
used for SLO Transit capital projects; and
WHEREAS, the City of San Luis Obispo is requesting up to $25,689 in 2009/10 funding
year cycle from the PTMISEA program for the SLO Transit radio replacement project; and
WHEREAS, a grant of State assistance will impose certain obligations upon the City of San
Luis Obispo and may require the City of San Luis Obispo provide the local share of project
costs;
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of San Luis
Obispo as follows:
SECTION 1. The City Manager or her designee is authorized to execute for and on behalf
of the City, a public entity established under the laws of the State of California, any actions
necessary in the submittal of this or future applications for the purpose of obtaining financial
assistance provided by the Proposition 1B, Public Transportation Modernization,
Improvement, and Service Enhancement Account(PTMISEA).
