Al. APPOINTMENTS TO THE ARCHITECTURAL REVIEW COMMISSION (ARC),
BICYCLE ADVISORY COMMITTEE (BAC), AND HUMAN RELATIONS COMMISSION

RECOMMENDATION: In accordance with the recommendation of the Council Subcommittes,
make appointments to the City's advisory bodies as follows: Architectural Review
Commission (Subcommittee Members Romero and Settle)—Appoint Michelle McCovey-
Good and Ken Curtis to the Architectural Review Commission (ARC) effective October 5, 2010,
and expiring on March 31, 2011. Bicycle Advisory Committee (Subcommittee Members
Marx and Ashbaugh) —Appoint Bill Bradlee to the Bicycle Advisory Committee (BAC) effective
October 5, 2010, and expiring on March 31, 2013.. Human Relations Commission
(Subcommittee Members Marx and Ashbaugh) —Appoint Hillary Trout to the Human
Relations Commission (HRC) effective October 5, 2010, and expiring on March 31, 2012.

PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total)
The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City Clerk prior to
the meeting. At.this time, you may address the Council on items that are not on the agenda or items on the Consent Agenda. Time
limit is three minutes. State law does not allow the Council to discuss or take action on issues not on the agenda, except that
members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public
testimony rights (Gov. Code Sec. 54954.2). Staff may be asked to follow up on such items. Staff reports and other written
documentation relating to each item referred to on this agenda are on file in the City Clerk's Office in Room 4 of City Hall.
CONSENT AGENDA
The Consent Agenda is approved on one motion. Council Members may pull consent items to be considered
after Business items. The public may comment on any item on the Consent Calendar.

RECOMMENDATION: Waive oral reading and approve as presented.
C2. ADOPTION OF ORDINANCE RELINQUISHING THE.PLAN LINE SETBACK ON
BROAD STREET BETWEEN HIGUERA STREET AND.MARSH STREET (O 132-081.
(WALTER/HANNULA)
RECOMMENDATION: Adopt Ordinance No. 1529 (2010 Series) amending San Luis Obispo
Municipal Code Section 17.74.130 to reflect changes to the Building Setback Line (Plan Line
Setback).
C3. ADOPTION OF ORDINANCE AMENDING TITLE 17 OF THE MUNICIPAL CODE.
(ZONING REGULATIONS) (GPI 3-10). (MAN DEVILLE/LEVEILLE)
RECOMMENDATION: Adopt Ordinance No. 1553 (2010 Series) amending Title 17 of the
Municipal Code.
C4. MONTEREY STREET REHABILITATION, SPECIFICATION NO. 91008.
(WALTER/VAN BEVEREN)
RECOMMENDATION: 1. Approve plans and specifications for the Monterey Street
Rehabilitation Project, Specification No. 91008. 2. Approve the transfer of$360,000 from
various Master accounts to the Monterey Street Rehabilitation project account: $294,000 from
the Street Reconstruction & Resurfacing Master account, $44,000 from the Water Distribution
System Improvements Master account and $22,000 from the Collection System Improvements
Master account. 3. Authorize staff to advertise for bids and authorize the City Manager to
award the contract if the lowest responsible bid is within the Engineer's Estimate of
$1,400,000.

PUBLIC HEARINGS
1. CONTINUED PUBLIC.HEARING TO CONSIDER THE CULTURAL HERITAGE
COMMITTEE RECOMMENDATION TO.UPDATE THE_HISTORIC PRESERVATION
PROGRAM GUIDELINES AND CREATE A_HISTORIC PRESERVATION ORDINANCE
(GPI 72-09). (MAN DEVI LLE/MU RRY— 90 MINUTES)
RECOMMENDATION: Consider the updated Historic Preservation Program Guidelines and
provide direction to staff for any desired edits.
2. HUMAN RELATIONS COMMISSION'S RECOMMENDED PRIORITIES FOR THE 2011
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND GRANTS-IN-AID (GIA)
PROGRAMS. (MANDEVILLE/ COREY— 30 MINUTES)
RECOMMENDATION: As recommended by the Human Relations Commission, approve
Community Development Block Grant and Grants-In-Aid funding priorities for 2011.
3. SLO TRANSIT FARE MODIFICATIONS. (WALTER/WEBSTER— 15 MINUTES)
MASS TRANSPORTATION COMMITTEE (MTC) RECOMMENDATION: Adopt a resolution
approving the following fare modifications effective November 1, 2010: 1. Keep the transit
base fare of $1.25 as is, and implement a base Transfer fare of$.75 per transfer and $.40
Senior/Disabled. 2. Raise the 31-day Senior/Disabled pass by $2.50 (from $12.50 to $15.00).
3. Increase the base Trolley Fare by $.25 (from $.25 to $.50). 4. Establish a new $.25 Trolley
half fare for Senior/Disabled passengers to meet ADA requirements as identified in the
Triennial audit. 5. Implement new fare structure effective November 1, 2010.
RECOMMENDATION: Adopt a resolution establishing a new $.50 base trolley fare and $.25
trolley half fare for Senior/Disabled passengers to meet ADA requirements as identified in the
Triennial audit, and defer consideration of the remaining MTC recommended fare increases
until the 2011-13 Financial Plan process.
BUSINESS ITEM
4. REQUEST TO AMEND THE AFFORDABLE HOUSING PLAN APPROVED FOR THE
ROCKVIEW CLOSE PROJECT TO FACILITATE ITS COMPLETION (3301
ROCKVIEW; PD 155-02). (MANDEVILLE%CODRON —30 MINUTES)
RECOMMENDATION: Adopt a resolution amending the Affordable Housing Plan approved
for the Rockview Close project, as follows: 1. Rescind the $68,000 Affordable Housing Fund
award made to the Rockview Close project for the provision of an "extra" affordable dwelling
unit. 2. Allow the new owners of the project to pay the affordable housing fee ($73,787) in-lieu
of building one affordable dwelling unit on-site.

At this time, any Council Member or the City Manager may ask a question for clarification, make an
announcement, or report briefly on his or her activities. In addition, subject to Council Policies and Procedures,
they may provide a reference to staff or other resources for factual information, request staff to report back to the
Council at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of
business on a future agenda. (Gov. Code Sec. 54954.2)
