Approve plans and specifications for the Monterey Street Rehabilitation Project, Specification No. 91008. 2. Approve the transfer of $360,000 from various Master accounts to the Monterey Street Rehabilitation project account: $294,000 from the Street Reconstruction & Resurfacing Master account, $44,000 from the Water Distribution System Improvements Master account and $22,000 from the Collection System Improvements Master account. 3. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of$1,400,000. DISCUSSION Monterey Street from California Blvd to Highway 101 serves as a "City Gateway" where visitors get their first and last impressions of the City. This location has been identified as an arterial street in need of repair. This portion of Monterey Street contains several hotels and restaurants, and is an area of town frequented by tourists. The 2009-10 Mid-Year Budget Review document contains a project entitled "Gateway Paving: Upper Monterey Paving and Mission-Style Sidewalk Installation"which recommends this paving project to be constructed in the 2010-11 fiscal year. Upper Monterey Street businesses are located within the Tourism Business Improvement District (TBID). In January 2010, staff met with TBID board members to provide information regarding the Monterey Street Rehabilitation project. During this meeting, staff requested feedback from the board members regarding the best time of year for the construction of the project. The recommendation from the TBID board members was for construction to be scheduled during the winter and/or spring of 2011. This recommendation is based on the time of year as being "off-peak" and least impacting to the businesses located within the project area. Thus, staff has proceeded with this schedule in mind and has completed the design of the project so that construction can begin in January 2011. Monterey Street is an old concrete street which was first constructed approximately 100 years ago. In the early 1970's, Monterey Street, along with several other streets in the downtown area, was overlaid with asphalt concrete as a means of smoothing the rough ride of the aging concrete surface. The asphalt surface has now deteriorated to where the street is in need of rehabilitation, but the underlying concrete street is in good structural condition. The pavement rehabilitation strategy for this project is to grind the existing asphalt material from the concrete street surface, and to replace it 0kl-1 Monterey Street Rehabilitation (91008) Page 2 with two layers of new asphalt and a reinforcing grid between the asphalt layers. Pavement reinforcing grid has been found to be effective in minimizing reflective cracking in concrete streets which are paved over with asphalt, and has been used throughout the City on similar projects, most recently in the downtown paving of Higuera Street in 2007. The Americans with Disabilities Act (ADA) requires curb ramps to be upgraded as part of a paving project. As such, this project includes the replacement of four existing curb ramps on Monterey Street—two at Grove Street and two at Grand Avenue. This project is funded primarily through a Federal grant of $1,191,000 obtained through the American Recovery and Rehabilitation Act(ARRA)of 2009. With this availability of grant money dedicated to the project, and with the project located within the Mission Style Sidewalk District,the project scope includes sidewalk replacement with Mission Style Sidewalk from Grove to Buena Vista. Typically within the Mission Style Sidewalk District, sidewalk upgrades are performed in conjunction with a private development project adjacent to the sidewalk. As a result, sidewalk upgrades are done in small increments and take a long time to be completed over a large area. Utilizing a portion of the available grant funding for the Mission Style upgrade provides the City an opportunity to upgrade a larger area of Mission Style Sidewalk at one time, resulting in a more uniform appearance of the upgraded sidewalk. The two-block portion of the project between Grove Street and Buena Vista Avenue contains a high concentration of businesses. As such, it has been indentified as the portion of the project which would most-benefit from a Mission Style Sidewalk upgrade. The sidewalk replacement is included in the scope of the contract as an "additive alternate" in that it would be included in the construction contract only if the lowest construction bid is low enough to include the sidewalk replacement and still be within the available project budget. Public Works staff has performed a field review of the sidewalk replacement area, and identified approximately twenty proposed locations for new street trees. The project scope includes the installation of new tree wells at these locations, but does not include the actual tree planting. Following the completion of the project, City staff will proceed with the planting of new street trees at the locations where tree wells have been installed. CONCURRENCE A Notice-of-Exemption has been filed with the Community Development Department per the requirements of the California Environmental Quality Act (CEQA). Additionally, a Categorical Exclusion has been filed by the State of California Department of Transportation (Caltrans) as the lead agency in processing the equivalent federal document per the requirements of the National Environmental Policy Act(NEPA). As stated earlier in this report, the scheduling of the project during the winter and spring of 2011 is consistent with the recommendation of the TBID board representatives. C�-a- J Monterey Street Rehabilitation (91008) Page 3 FISCAL IMPACT The majority of the project is funded through a federal grant of$1,191,000. Remaining project funding sources are the water and sewer utility improvement accounts and the City's Street Reconstruction and Resurfacing account, which is funded through Measure Y, the half-cent sales tax measure approved by City residents. The Council-approved 2009-10 Mid-Year Budget Review established the project budget which included the $1,191,000 of federal grant funding as well as $500,000 of general funds. The 2010-11 Financial Plan Supplement revised the project budget in eliminating the $500,000 of general funds. In order to maximize the use of the available federal funding, staff has structured the project with a total cost estimate of$1,400,000, and is requesting a project budget which will utilize available funds in the Street Reconstruction and Resurfacing account to cover project costs which exceed the amount of the federal grant. Water and sewer utility improvement budget is currently available in the water fund and sewer fund Master accounts. This funding supports the adjustment of water and sewer facilities to the new pavement elevations. Staff recommends utilizing funding in the amount of$44,000 from the Water Distribution System Improvements Master account and $22,000 from the Collection System Improvements Master account as detailed in the table below. Currently, there is $1,743,000 available in the Water Distribution System Improvements Master account and $2,967,000 in the Collection System Improvements Master account. There is sufficient funding to support this request.
