SUBJECT: NAMING OF THE CORPORATION YARD IN HONOR OF MAYOR
DAVID F. ROMERO
RECOMMENDATION
Adopt a resolution renaming the City's Corporation Yard the "David F. Romero Corporation
Yard" in honor of Mayor David Romero's contributions to the City of San Luis Obispo during
his tenure with the City.
DISCUSSION
Background
David F. Romero has devoted over 50 years to improving and enhancing the City of San Luis
Obispo. He served 35 years as Public Works Director, eight as Councilman, and eight as Mayor.
Mayor Romero has worked closely with other City officials, County Supervisors, Cal Poly State
University, and numerous State and Federal.legislators with the well being and quality of life of
his community always in his mind.
Mayor Romero is known for common sense and honesty, always making decisions with the best
interests of San Luis Obispo uppermost in his heart. As Mayor, his extensive experience,
reputation, and qualifications continued to serve the City well. During his terms as Mayor, the
Council made major progress in addressing the City's housing needs, obtaining a reliable long-
term water supply, revitalizing downtown, improving bike and transit facilities, protecting and
improving neighborhoods, and supporting an aggressive program to improve City. streets and
relieve traffic congestion. Mayor Romero has committed his life to public service having helped
guide the City of San Luis Obispo toward an even brighter future..
Consistency with Naming Policy
While the City does have a policy for the naming of Parks and Recreation facilities, staff is not
aware of a policy concerning the naming of other City facilities. However, the Council may find
the criteria established for the naming of Parks and Recreation facilities instructive in considering
this recommendation. The Parks and Recreation Naming Policy,Resolution 8621 - 1997 Series, as
relevant in this case, state the following:
Policy #1 — Naming of facilities may be made for individuals or groups who have made
significant contributions or service to the City of San Luis Obispo and its citizens.
Without a doubt, Mayor Romero has made significant contributions to the City and its citizens. In
December, he will retire from the City after serving more than 50 exceptional years as the Director
of Public Works, Council Member, and Mayor. Throughout his career,he has been a dedicated and

committed leader, respected by staff and the community alike, and ever-supportive of the mission
of the Public Works Department. Having served 36 years as the Director of Public Works (which
included the Utilities function during his tenure), the City's Corporation Yard is a particularly
appropriate facility to be named in his honor. It was through his efforts that this consolidated,
forward-thinking facility was built after many years of having maintenance crews operating out of
multiple sites.
Policy #7 — While the policy primarily deals with new park sites, the renaming of existing
facilities or unnamed portions of facilities is not precluded. When such a request is received,
the current site name will be researched to see that the request is not contrary to a previous
naming. Such naming changes are seen as being appropriate for parkslbuildings with generic
names.
The City's Corporation Yard and Operations Center has never been formally named and therefore
meets the criteria established in the City Policy for the Naming of Parks and Recreation Facilities.
Accordingly, it is staff s recommendation that the Council approve the dedication of the City's
Corporation Yard as a fitting honor to Mayor Romero, whose personal and professional legacy in
the community will continue far beyond his retirement.
Next Steps and Recognition
Upon Council's approval of this naming, staff will coordinate the installation of the appropriate
signage at the entrance monument. Staff will coordinate an appropriate recognition ceremony for
Council,Mayor Romero, and members of the community to attend and celebrate.
FISCAL IMPACT
There will be some cost associated with properly signing the facility to reflect the dedication.
However, the fiscal impact is expected to be minimal and can either be absorbed by the Public
Works Department operating budget or Administration's Ventures and Contingencies (V&C)
funding.
ALTERNATIVE
Deny the dedication. The City Council could chose to deny the dedication and subsequent
renaming of the City's Corporation Yard, This alternative is not recommend, given the
contributions of Mayor Romero to the City of San Luis Obispo during his more than 50-year
tenure.

A POLICY FOR THE NAMING OF PARKS AND RECREATION FACILITIES
WHEREAS, it is appropriate that parks and recreation facilities,and portions of
those facilities,be named in honor of citizens of the City of San Luis Obispo,and
WHEREAS,such naming should be made for persons or groups who have made.
significant contributions to the City,and
WHEREAS,naming can also be made for other appropriate reasons,and
WHEREAS, such naming nominations shall be reviewed by the Parks and
Recreation Commission and forwarded to the City Council for approval.
NOW,THEREFORE,be it resolved that the City Council of the City of San Luis
Obispo does adopt this policy concerning the naming of park and recreation.facilities,
with the following provisions:
1. Naming of facilities may be made for individuals or groups who have made
significant contributions or service to the City of San Luis Obispo and its citizens.
2 Naming may commemorate significant financial contributions to a specific
project
3. Naming is also appropriate for significant natural or historic resources associated
with a particular location.
4. Naming need not be posthumous.
.5. Those wishing to make nominations shall submit a letter to the Parks and
Recreation Commission detailing why the naming should be considered.
6. Those nominations judged to be worthy of consideintion shall be forwarded to the
City Council for approval.

SAN LUIS OBISPO CORPORATION YARD IN HONOR OF SAN LUIS
OBISPO CITY MAYOR,DAVID F.ROMERO
WHEREAS, Mayor David F. Romero was hired as the City Engineer for the City
of San Luis Obispo in 1956; and
WHEREAS, David F. Romero distinguished himself in a 35-year career with the
City, where he retired in 1991 as the Director of Public Works; and
WHEREAS, David F. Romero continued to show his dedication to the City and
was first elected to the City Council of the City of San Luis Obispo in 1992; and
WHEREAS, David F. Romero was first elected to serve as Mayor of the City of
San Luis Obispo in 2002; and
WHEREAS, Mayor David F. Romero's leadership commanded the respect and
admiration of the City organization, and the community; and
WHEREAS, Mayor David F. Romero set a high bar for professionalism and
excellence that will have a lasting effect on the City of San Luis Obispo; and
WHEREAS, Mayor David F. Romero has faithfully served the entire San Luis
Obispo Community through his position as Public Works Director, Councilmember, and
Mayor; and
WHEREAS,Mayor David F. Romero's support and guidance were instrumental
to the successful development of the City's City's housing needs, long-term water supply;
revitalization of the downtown, improvement of bike and transit facilities, improving
neighborhoods, streets and traffic congestion; and
WHEREAS, Mayor David F. Romero is a beloved husband, father; grandfather,
friend, colleague, community member; and role model, both professionally and
personally; and
WHEREAS, David F. Romero's personal and professional legacy will benefit
our community and the City of San Luis Obispo far beyond his retirement.
NOW,THEREFORE,BE IT RESOLVED by the Council of the City of San Luis
Obispo:
SECTION 1. In recognition of Mayor David F. Romero's outstanding leadership
and committed service to the City of San Luis Obispo, the City of San Luis Obispo
Corporation Yard shall hereafter be dedicated as the "David F. Romero Corporation
Yard."
