SUBJECT: FIREMAN'S FUND GRANT APPLICATION
RECOMMENDATION
1. Authorize staff to submit a grant application of$10,500 to Fireman's Fund Insurance
Company Grant Program to fund Tiller Driving Training class.
2. Appropriate $10,500 in the Fire Training budget if grant is awarded.
3. Authorize the City Manager to accept and execute all grant related documents.
DISCUSSION
The Fire Department has identified the need to provide additional staff with training to
operate the new tiller ladder truck. In June 2010, twelve personnel from Station 1 were
trained on the operation of the new truck; however it has become apparent that an
additional twelve employees will need to be trained in order to provide the necessary
backup of qualified drivers to cover the Station 1 staffing needs. The Fire Department
has been notified that grant funding for training is available through the Fireman's Fund
grant program and has verbally received indications that the City's probability of
receiving the grant is very high.
The Department has identified that these additional training needs are above and beyond
the current training budget. This grant will provide one onsite Tiller Drivers Training
Class to additional suppression staff. The class provides hands on training for the
operation of the new Pierce Aerial Ladder Truck and is conducted over a six day period.
The Department proposes to use the same company that provided the previous Tiller
Drivers Training Class. Two instructors from Los Angeles City Fire Department will be
brought to San Luis Obispo for a six day period to provide the training. Travel and
Overtime cost for Fire suppression staff will be avoided with this onsite course.
FISCAL IMPACT
The total cost of the additional training is $10,800, of which the grant funding would pay
$10,500. No matching funds are required for the grant however an additional $300 of
currently budgeted training funds will be used to cover the total cost. There would be no
additional impact to the General Fund.

ALTERNATIVE
The Council could decide not to pursue the grant monies. This is not recommended as
fire service grant opportunities are limited and the grant funds would only serve to
enhance the effectiveness of the Fire Department.
