Walter, Director of Public Works 9DW Prepared By: Christine Cornejo, Engineering Technician SUBJECT: CDBG CURB RAMP INSTALLATION AND MODIFICATION Specification No.90833 RECOMMENDATION 1. Approve Specifications for "CDBG Curb Ramp Installation and Modification, Specification Number 90833". 2. Authorize staff to solicit bids and authorize the City Manager to award a contract if the lowest responsible bid is less than or equal to the Engineer's Estimate of$505,087. DISCUSSION This project is part of an ongoing program to construct sidewalk ramps. These projects are paid in part with Community Development Block Grant funds (CDBG), as they meet one of the basic criteria of CDBG funding — to provide access to disabled persons. The ramps, in addition to providing or improving access, are part of the City's effort to implement the Americans with Disabilities Act (ADA). In accordance with the City's pavement management plan, sidewalk, drainage and curb ramp construction has been designed for Areas 2 and 3. Curb ramps included in this project will be installed prior to paving and slurry sealing programs which will start later this year in Area 2. 47 curb ramps will be constructed at corners where curb ramps do not currently exist. 16 corners that have existing ramps that do not meet current ADA requirements will have new replacement curb ramps installed. 29 comers that have existing ramps that meet current ADA requirements with the exception of the lack of truncated domes will have truncated domes installed. A total of 92 existing street comers in pavement management areas 2 and 3 will be retrofitted with new curb ramps or truncated domes to meet ADA requirements. Attachment 1 is a site plan of the various intersections throughout pavement areas 2 and 3 where work will be completed as part of this project. CONCURRENCES Ten of the curb ramps included in this project reside within the 500-year flood zone and as such are subject to NEPA (National Environmental Protection Act) flood zone review which lengthens the typical NEPA review timeline. This project is now in the process of obtaining environmental clearances from the Community Development Department and the County Environmental Coordinator who oversees the CDBG program. NEPA guidelines allow for the project to C q— I CDBG CURB RAMP INSTALLATION AND MODIFICATION Page 2 advertise and bid prior to full NEPA clearance; however the project will not be awarded until environmental clearances are obtained. The expected date for clearance is January 25, 2009. Staff recommends proceeding as quickly as possible with the project in order to complete the curb ramp construction prior to paving in Area 2. For this reason staff is recommending advertising now and delaying award, if necessary, for the NEPA clearance. FISCAL IMPACT This project is included in the 2007-09 Financial Plan, pages 3-260 to 3-262 with $500,000 budgeted for the 2008-09 fiscal year. The master account for Sidewalk Accessibility Improvements (99868) currently has a balance of$555,600 of CDBG curb ramp funding carried over from previous years. This funding can be made available to support the CDBG Curb Ramp Installation and Modification project request.
