SUBJECT: REQUEST FOR PROPOSALS—DISPATCH CENTER CONSOLE
FURNISHINGS
RECOMMENDATION
Approve the request for proposals (RFP) for the new dispatch center console furnishings and
authorize the City Manager to award the contract if within the budget of$140,000.
DISCUSSION
The new Public Safety Communications and Emergency Center (dispatch center) requires
specialized furnishings to accommodate the bank of audio and visual displays necessary for this
highly technical and around-the clock operations center. Based upon the extensive conversations
between the City's dispatch staff and the architectural consultants, the specifications for these
furnishings have been developed and are ready to be released to request proposals.
Workscope Summary
Dispatch console installations require special considerations due to the nature of the operations at
the dispatch center. Dispatchers must hear and respond effectively to emergencies, and perform
at a peak level during their entire shift, 24/7. Therefore, the equipment described in this request
for proposal has been developed to facilitate the efficiency and effectiveness of dispatch
operators in completing their day-to-day emergency communications tasks. Ultimately, the goals
are to reduce response times to emergency calls and to minimize operator stress. As detailed in
the RFP, key console features include:
1. Nine workstations: six for dispatchers, two for supervisors and one shared workstation for the
communication manager and watch commander.
2. While the dispatch, supervisors and watch commander workstations are slightly different, the
workstations must be able to house:
a. Up to six LCD monitors, foot pedals, audio controls and related hardware
b. Two keyboards, audio mixer/controller and two speakers
c. Printer and related hardware
d. Two computer central processing units
3. Independently adjustable work surfaces to allow dispatchers to comfortably operate
equipment whether seated or standing.

4. Compliance with ergonomic performance criteria of the National Human Factors Engineering
of Workstations as well as Cal-OSHA guidelines.
5. Seismic secure installation.
6. Integrated cable management systems.
Evaluation and Section Process
Proposals will be evaluated by a review committee composed of representatives from Police,
Information Technology, the architect(RRM Design Group) and the construction manager,based
on the following criteria as set forth in the RFP:
1. Understanding of the work required by the City.
2. Quality, clarity and responsiveness of the proposal.
3. Demonstrated competence and professional qualifications necessary for successfully
performing the work required by the City.
4. Recent experience in successfully performing similar services.
5. Proposed approach in completing the work.
6. References.
7. Background and related experience of the specific individuals to be assigned to this project.
8. Proposed compensation.
As reflected above, cost is one factor among many that will be considered in evaluating proposals
that provide the best overall value to the City.
Next Steps
Upon approval of the RFP, the City will issue it to the bidders list on file in the Council office
well as advertise in the local newspaper. Key dates in this process are:
1. Issue RFP 6/17/2009
2. Receive proposals 7/15/2009
3. Evaluate proposals 7/22/2009
4. Conduct finalists interviews (if needed) 7/29/2009
5. Check references and award the contract 8/05/2009
FISCAL IMPACT
The current project budget includes $140,000 for dispatch center consoles and other furnishings.
