SUBJECT: July 7,2009 Communication Item: Laguna Village Shopping Center Request.
Attached is a letter from the representative of the Laguna Village Shopping,Center, Randy Pold.
In his letter, Mr. Pold asks the City Council to direct staff to schedule for a future Council
meeting their request for a new traffic signal at Madonna Road and Pereira Drive (and other
traffic improvements).
If Council is inclined to accommodate this request, staff recommends that the meeting date of
September 15, 2009 be chosen so that the shopping center's concerns can be considered within
the context of the Annual Traffic Safety Report. As you know, this report outlines traffic safety
issues and data on a community-wide basis, allows public input on traffic issues and is used by
Council to set priorities for the coming year. Therefore, it will offer a very appropriate backdrop
for the consideration of this new signal request, especially since there are other areas of town
with signal interests, too. However, staff will prepare a separate staff report on the Laguna
Shopping Center request.
In terms of any comments/connections relative to the Prefumo Creek Commons project, the EIR
for that project will be considered by the Planning Commission on July 8, 2009 and by the City
Council on August 4. Mr. Pold and those he represents have been advised that the place for
advocating a connection between their traffic concerns and that project is during those EIR
hearings.

Re: Request for City Council Public Hearing regarding request for Traffic Light at
Madonna Road at Pereira Drive/Laguna Village Shopping Center Driveway and
other Traffic Mitigation Improvements near the Intersection of Madonna Road at
Los Osos Valley Road
Dear Mayor Romero, City Council Members and Mr. Hampian:
Kristie and Rudy Molina, the owners of Laguna Village Shopping Center(LVSC) hereby
request that the City Council direct staff to schedule a City Council hearing to consider
their request for the subject new traffic light and other traffic mitigation measures set
forth in plans that they have previously delivered to and discussed at length with the
Public Works Department.
As you know, the cumulative increase in traffic at the intersection of Madonna Rd @ Los
Osos Valley Road(LOVR) has been caused primarily by the development of the regional
shopping center nearby on Los Osos Valley Road (Phase 1-125,000 sf Home Depot,
Phase 11-140,000 sf Costco, Phase III-140,000 sf Irish Hills Plaza Shops) and these traffic
problems will be intensified by the proposed development of the 188,658 sf Prefumo
Creek Commons (Phase IV). When complete, the four phases of the Irish Hills
Plaza/Prefumo Creek Center will total 595,658 sf. (By comparison, LVSC is a 102,500
sf neighborhood shopping center.)The intensity and cumulative impact of traffic from
this regional shopping center causes traffic to back up on Madonna Road and block the
major driveway in and out of LVSC; it caused the closure of left-turn access from
northbound Madonna Road into LVSC; it makes it very difficult to turn left out of LVSC
on to either Madonna Rd or LOVR, especially during rush hour; and it creates addition
safety concerns for pedestrians. These are significant problems for the Pereira/Laguna
neighborhood and for LVSC. Accordingly, we respectfully request that this matter be
placed before the City Council as soon as possible.
Mr. and Mrs. Molina feel that the approval and construction of the subject new traffic
light and related improvements should be addressed as part of the Prefumo Creek
Commons (Phase IV Irish Hills Plaza) review process and required as a condition of
approval with the cost paid substantially, if not completely,by Prefumo Creek Commons.
Although, as we understand it, it is possible that (at the discretion of the City) Traffic
Impact Fees ("TIF") are sometimes applied towards these types of traffic mitigation

improvements and sometimes other property owners share is some of the expenses.
During our recent meetings and discussions with Clint Pearce,the developer of Perfumo
Creek Commons,he advised us that he would support the use of their TIF Fees towards
the construction of the new traffic light and related improvements at the Madonna Road
and Pereira Drive intersection. On the other hand, we all understand the City's current
budget constraints.
We are committed to working together with all interested and involved parties to resolve
and mitigate these traffic problems, in a timely manner, so that Prefumo Creek Commons
Project can proceed on schedule. We request your support in our efforts to cooperatively
address these significant traffic problems, which will only continue to get worse with
further shopping center development near the Madonna/LOVR intersection.
