We have a problem and are hoping you may be able to help us. As a business in the Creamery
on Higuera St. we have very little, if any, street access for signage regarding our business. The
driveway for the Creamery is located between two of its buildings and not conducive to
signage. Due to the large trees in front of the building signs placed on the building are not
easily seen.
In the past we have placed a sandwich board in the tree planter(in order to not block public
access)during business hours (basically 10am to 6pm daily). We have received numerous
comments from customers that they would not have seen our business except for the sandwich
board. Last year, we were told the sandwich board was not allowed on public property and we
would need to remove it. Our business as dropped approximately 20-40% since the sign was
removed. Potential customers phone us saying their GPS says they are at our location but they
cannot find us. This is not good for our business.
We are hoping you will consider issuing us a special permit on a limited term, so that we can
have the sandwich board in front of our building, the Creamery. The conditions of this sign use
would be that our business has no access to the main street that it is located on, and that the
sign will only be used during business hours. We realize this sets a new precedent for signage,

Dear Council Members:
As a business in the Creamery on Higuera St,we have very little, if any,street access for
^signage regarding our business. The driveway for the Creamery is barely visible between
two of its buildings. Due to the large trees in front of the building,any signs placed on the
building are not easily seen.
In the past,some of the Creamery merchants have placed a sandwich board in the tree
planter (in order to not block public access) during daily business hours. Last year, these
merchants were informed that the sandwich board was not allowed on public property and
it would need to be removed. These merchants feel their business dropped about 20-40%
as a result of this. Since we opened in October,customers will often phone us saying they
cannot find us by our street address. This is of concern,especially considering the current
economic conditions faced by small businesses such as ours.
We are requesting that you will issue a special permit allowing us to again place the
sandwich board in front of the Higuera Street side of our building,the Creamery. The
justification for this request is that our business has no storefront access to the main street
that it is located on. We realize this sets a new precedent for signage,but feel that
considering on our situation it is a fair one.

I would like to start my request by stating for the record that I appreciate and understand
the job of the new transportation manager. Bottom line,he is doing his job.However,that
being said,most of the current confusion could have been avoided by going through the
previous manager's past e�ight years of files.
Earty in 2006, Ride On Transportation discontinued their evening service.Only they
know what the actual reason was for their action.
I proceeded to purchase a 2005 and 2006 Ford E35012 seat passenger vans to fill the
void in a very necessary service for the local college students. These vans were to operate
Thursday thio Saturday evenings from 9 PM to 2 AM at a rate of $4 per person in town
and$10 per person out of town. The need for this service was fully acknowledged by the
city attorney and transportation manager . There was no other service to dispute what I
was doing. In fact the city police worked with me to establish taxi stands to facilitate this
evening student offering.12 passenger vans do not need a commercial license as d9 15
passenger and higher.Originally the vans did not have meters since they were only to be
used in the fashion stated above.
One of my drivers was denied his taxi permit because he did not fully report his
background on his permit application. That is the reason he was driving a non metered
vehicle.
Currently the new transportation manager has asked me to prove that my vans have a
seating capacity of less than 12 passengers. I have had my vans certified by coynty
weights and measures as fully metered vehicles. Also note both vans have been safety
inspected by the approved SLO city inspectors each and every year of the operation.
Most of the SLO city taxi municipal codes have not been reviewed or.updated since
1956 and 1971. This may be a good time to conduct such a review.
I have given superior service since 2001,most of which as the sole service provider. 1
have every intention to continue with this excellent track record.
Regarding the CP and CP2 vans, I have been instructed to get SLO.city.council-approval
to allow the use of these vehicles and to have them operate at the nates of$4 per person in
town and$10 per person out of town with a$4 convenience fee for credit cards. I am
enclosing the new rate schedule.
As a personal request I would like the new transportation manager to review all previous
records to prevent any further confusion.
The earliest possible city council meeting date would be very appreciated in.order to
bring this issue to a speedy resolution.

I appreciate your concerns and effirts.Bottom line the late might service should not be
disturbed. Getting the students home safely is my companies concern.This service was
instituted to fill the void left by Ride.On abruptly canceling their student shuttle a few
years ago.
Both of my shuttle vans,CP(06)and CP2(05)have been inspected and passed. The
inspector and I removed the inspection stickers from the vans per your direction.
On Monday February 16,2009-,I will tape oW a paw of seats in both vans thereby
reducing their passenger capacity to 8 passengers. Since the seats are designed to by
removed this is not altering the vehicle but modifies it to the reduced capacity you desire.
I also-plan to prepare a lettes to the SLO city council outlining the-benefits•andl need for
my Thursday,Friday and Saturday night service for students. This has been a valued
service to the student community for several years now.With the pending issues
_ regarding late night buses,one;would think the vans would be in the city's best interest as
wall as the4tudents.A review of the preview transportation managers files should reveal
a past acknowledgement of the virtue of my offering.
In any event,look for my letter to the city council within seven working days.

seriously because I believe such violations are detrimental to the public and are taking

Certificate of Public Convenience and Necessity and Taxi Permits to New Owner; Request for
Additional Certificates of Convenience
My name is Amy Simpson and I am the owner of 234-Taxi, LLC. I have operated a taxi
company with my husband, Leland Simpson in San Luis Obispo County for 9 years. 234-Taxi,
LLC was issued a permit to operate 6 vehicles in the city of San Luis Obispo April 1, 2008
on a one year trial basis. Such permit became permanent in April of 2009. Throughout our
years of operation we have worked diligently to abide by all laws and regulations for the
safety of the public. Pursuant to San Luis Obispo Municipal Code Section 5.20.080, 234-
Taxi, LLC currently has an application for an additional 10 permits to operate taxis in
the city of San Luis Obispo. Under Section 5.20.080 such application shall be granted
unless an objection is filed by other certificate holders within 10 days of notification
by the Public Works Department. It appears no such objections have been made and
therefore such permits shall be granted.
It has come .to the attention of 234-Taxi, LLC that the owner of Green-Go Taxi, Deven Wek,
purchased Beach Cities Cab Company as of June 22, 2009. (See Attachment 1 of Council
Agenda Report for July 21, 2009. ) As a part of such purchase Deven Wek is seeking to
transfer 20 taxi certificates from Jeff Goldenberg to himself. Mr. Wek plans to operate
Green-Go Taxi and Beach Cities Cab Company as separate companies. As the owner of 234-
Taxi, LLC I object to the transfer of such certificates at the current time. Mr. Wek does
not have a sufficient history or record in the taxis business to justify him managing an
additional 20 taxis. As stated in the Council report and by Mr. Wek's own attorney, Mr.
Wek has no experience in the taxi business prior to March of 2009. (Council Agenda Report
for July 21, 2009, Pg 3, Letter from Harold Mesick, Attachment 2 to Council Agenda Report
for July 21, 2009. )
In March of 2009 Green-Go Taxi, LLC was granted a permit to operate one vehicle in the
city on a one year trial basis. Since the issuance of this permit, Green-Go Taxi, LLC, has
encountered many problems with the running of just one cab. In the Council Agenda Report
for July, 21, 2009, Jay Walter, Director of Public Works writes, "There have been several
significant obstacles since Green-Go Taxi, LLC startup in May 2009, some of which involved
citations issued by the San Luis Obispo Police Department.." (Council Agenda Report for
July 21, 2009, Page 3. ) It appears that additional information regarding these
"significant obstacles" should be provided to the City Council before a decision is made
to transfer the certificates. It has also come to the attention of 234-Taxi, LLC that Mr.
Wek may have criminal convictions that may disqualify him from obtaining a city permit
under municipal code section 5.20.055 and 5.08.030 and which would definitely preclude him
from being a driver for the company. Further it appears that Mr. Wek plans on selling one
of the taxis businesses which would require an additional request for transfer in the
future. (See attachment 1, ad from Craigs List for Central Coast Cab Company posted June
26, 2009. )
An additional issue relevant to the granting and transfer of permits involves Beach
Cities Cab Company' s suspension from operation at the San Luis Obispo County Airport. At
the current time Beach Cities Cab Company has been suspended from operation at the
Airport. Since they have been suspended 234-Taxi, LLC business has increased at the
Airport and additional taxi permits are needed by 234-Taxi, LLC to serve patrons at the
airport who want to be dropped off in the city of San Luis Obispo.
It appears that before the council can make an informed decision about whether such
transfer is in the public's interest, further information should be provided to the
council regarding violations of the law and regulations by Green-Go Taxi, LLC and Beach
Cities Cab Company. More investigation is needed to determine that Mr. Wek has good moral

taxis when he has failed to properly manage one taxi. (San Luis Obispo Municipal Code
Section 5.20. 120) Additional Information regarding Green..-Go Taxi, LLC and Beach Cities
Cab Company recent violations would properly inform the council about what the city
council and public can expect from these two companies in the future.
At the current time, the council is being asked to transfer 20 permits from Mr. Goldenberg
to Mr. Wek and 234-Taxi, LLC has requested an additional 10 permits. Should the Council
find that there is not a need for additional taxi' s in the city of San Luis Obispo, 234-
Taxi, LLC requests that you issue permits to 234-Taxi, LLC and reject Mr. Wek's request to
transfer permits to him. It is clearly in the public' s interest to grant permits to 234-
Taxi, LLC rather than Mr. Wek at this time. 234 Taxi, LLC has been in business for many
years and has a strong compliance and safety record. In contrast Green-Go Taxi, LLC is a
new company, with little experience in the taxi industry and a growing record of legal
violations. During his short time in business, Mr. Wek has not run his taxi in such a way
as to inspire confidence in his ability to appropriately manage 20 additional taxis.
Therefore I respectfully request that 234-Taxi' s application for 10 additional
taxi's be granted and Mr. Wek's request to transfer 20 certificates from Beach Cities Cab
Company to Green-Go Taxi, LLC be postponed until further investigation can be done into
Mr. Wek' s performance as manager of Green-Go Taxi, LLC.
