RED FILE The major outcomes of the meeting are as follows: - MEETING AGENDA DATE/o /_0JDATEM/_0J ITEM # &**ucxampN 1. Comprehensive inspections for mussels are scheduled to start March 31, 2010. 2. A Watersheds Advisory Committee is going to be created.. Stakeholders will be Monterey County, Monterey County Water Resources Agency, San Luis Obispo County, and the Nacitone Steering Committee. 3. The Nacitone Steering Committee is going to be engaged in resolving the issue of mussel inspection and decontamination of watercraft.. 4. SLO County Flood Control District now has a seat on the MCWRA Reservoir Operations Committee. 5. By the end of 2009 we should see significant activity on educating the public on Quagga infestation prevention. Both counties will be involved. 6. The next elected officials meeting is tentatively scheduled for December 9. Overall the meeting went well. Frank Mecham is investing significant effort into mussel prevention. He is engaging the community around Lake Nacimiento. He and Bruce Gibson recently met with Supervisor Simon Salinas and another Monterey County Supervisor regarding the importance of preventing mussels from getting into Lake Nacimiento. It was evident at this meeting that Supervisor Salinas was well-educated on the Quagga issue. Salinas was strong in holding Monterey County Water Resources Agency (MCWRA) accountable to take action on preventing Quagga mussel infestation. All officials were of one accord and made it clear to staff that action, not talk, is expected immediately. A matrix provided by SLO County with necessary actions, solutions, milestones timeline, and responsible parties related to actions required to prevent mussel infestation was approved. There is a lot of work on the horizon to prevent mussel infestation. It will cost both counties money, but it will cost so much more if Quaggas get in the Lake. Staff from MCWRA and SLO County Flood Control District committed to working together to take action. Council Memorandum Page 2 Quagga Mussel Report Additionally, San Luis Obispo County (the City is a participant in this study) has hired a consultant to develop an action plan to address quagga mussel infestation in Lakes Lopez, Santa Margarita, and Nacimiento. Some preliminary findings include super-chlorinating and labor intensive physical removal of the mussels from infrastructure - all of which have significant fiscal impact. Staff will provide more information once the study is complete. council memoRanaum Date: October 6, 2009 TO: City Council RECEIVED VIA: Ken Hampian, City Manager OCT 0 6 2004 FROM: Jay Walter, Public Works Director SLO CITY CLERK SUBJECT: Communications Item On October 14"', Mayor Dave Romero, City Manager Ken Hampian and Public Works Director Jay Walter will be traveling to Roseville for a meeting with officials from Union Pacific Railroad to discuss the easement needed for the Railroad Safety Trail. As the Council is aware, significant amounts of grant funding and City funding (over $2,000,000) are committed to the implementation of these projects, which are crucial to developing an alternative path for pedestrians and cyclists within the City. Key elements to the projects include safety fencing and separate bridges from the UPRR bridges which are designed to minimize the trespassing along the rail corridor that is commonplace today. City officials will be working to secure an agreement for an easement along the tracks which will allow the bike path projects to be constructed within the current grant deadlines. Additionally, in 2001 Council adopted Resolution No. 9189, directing a review of compensation for Planning Commissioners and Architectural Review Commissioners in conjunction with its periodic review of Council compensation, as set forth in the Council Policies and Procedures. Normally, the staff would get the process started toward the end of the"odd number"calendar year, in order to appoint a committee by the following January. However, in light of the national economic situation, and our own local issues(including "zero year"agreements with our bargaining units), it is possible that the Council may wish to defer the process during this two-year period. If this is the case, then staff will bring forward a report later this year to formalize a deferral of this process. Otherwise, staff will proceed with the usual process to form a Compensation Committee. My belief is that we ought to direct staff to return to Council with an action for deferral. t+�ri� Co �-►�,qZ�.
