Walter, Director of Public Works Prepared By: Dave Smith, Public Works Administrative Services Manager David Yun, GIS Supervisor SUBJECT: STUDY SESSION ABOUT GEOGRAPHIC INFORMATION SERVICES RECOMMENDATION Receive an informational presentation by Public Works staff about the function and benefits of the Geographic Information Services (GIS) Program. DISCUSSION During the 2009-11 Financial Plan process, the question of "What is GIST' was posed by Council. A study session for the fall was proposed to brief Council members about this valuable service program. GIS is largely an internal service program that plays a key role behind the scenes as a resource for developing map-based information, analyzing extensive raw data, and maintaining geographic-based information affecting employees and computerized data management systems in multiple departments. The GIS work product is often presented in various print media such as maps, charts, books and pamphlets. Equally important is the value that GIS staff brings to providing analysis of data and support for a wide client base on a daily basis. The City organization heavily relies on GIS staff resources for internal support to develop and promote a wide range of projects for Economic Development, Natural Resources(attachment 1), Fire, Police, Planning, Transportation, Parks & Recreation, Storm Water Management and the Utilities department. In addition, the public, has access to thirteen online applications (attachment 2) such as Parcel Viewer (attachment 3) and there are numerous GIS produced and maintained documents on the City's website such as Transit system and City maps (attachment 4). Moreover, GIS data is integrated into existing asset management applications used intemally by City staff such as LandUse(attachment 5) and Street Light Maintenance(attachment 6). The GIS program was created in 1995 as part of a recommendation in the Information Technology Master Plan adopted in June of that same year. Originally based in the Community Development Department, the GIS program was moved to the Public Works Department. In 1999 a GIS Implementation Plan was adopted by Council. GIS staff is currently in the process of updating the plan but the original document is available in the Council Reading room. The City's GIS program currently consists of three full-time equivalent (FTE) staffing positions. In the 2009-11 Financial Plan, there is one regular FTE GIS Supervisor and two FTE GIS Specialists (one full-time and two part-time). The GIS program also has limited part time temporary employee funding in which staff regularly utilizes student assistance from Cal Poly to help complete various projects and initiatives. 5S I—1 CAR Study Session about GIS Page 2 The demand for GIS applications and data is increasing as more people become aware of the benefits of GIS technology. Use of spatial data is becoming interwoven in hardware and software that is quickly developing as commonplace at home and work. Google Earth and GPS devices in cars are good examples of how GIS-based information is an integral a part of everyday life. In the study session, GIS staff will provide information about the program to Council through a slide show and discussion intended to highlight the merits and benefits of the program and how it serves the City organization and public. San Luis Obispo Soils Search by address to view the soil texture and soil drainage class.Visit the Water Conservation Page to learn more about soils and water conservation. Laguna Lake Commemorative Trees Search Commemorative Trees by person's name,organization,or event.(Acknowledgement) Heritaae Trees A photo and brief description of the City's Heritage Trees.Trees with historical value or significant arboricultural interest are designated as Heritage Trees.
