Walter, Director of Public Works JDW Prepared By: Daniel Van Beveren, Senior Civil Engineer SUBJECT: BOB JONES TRAIL ENHANCEMENTS, SPECIFICATION NO. 90888 RECOMMENDATIONS 1. Approve the Plans and Specifications for the Bob Jones Trail Enhancements, Specification No. 90888. 2. Authorize staff to advertise for construction bids. 3. Authorize the City Manager to award a construction contract if the lowest responsible bid is less than the Engineer's Estimate of$290,000. DISCUSSION Background On July 5, 2005, a concept plan for the area adjacent to the Water Reclamation Facility (WRF) was approved by City Council. This concept plan identifies specific improvements on the City-owned property between Highway 101 and San Luis Obispo Creek. These improvements focus on enhancing the natural wildlife habitat of the property and also consider the opportunity for improving the appearance of this City entrance gateway as viewed from Highway 101. One of the key features of the concept plan is a new wetland to be constructed adjacent to the Bob Jones City-to-Sea Trail, around which the concept plan is organized. The first phase of the Bob Jones City-to-Sea Trail was completed in 2008. The Bob Jones Trail Enhancements project will implement additional features of the concept plan including additional trails and a newly created wetland with an elevated boardwalk, a kiosk and interpretive outlook adjacent to the wetland. On July 29, 2009 a contract was awarded to CJP Productions, Inc., a local landscape architect, for the design of the Bob Jones Trail Enhancements project. The design has been completed with assistance from Wallace Group who provided structural engineering design of the elevated boardwalk, and by GeoSolutions Inc., who performed soils engineering and geotechnical recommendations for the footing design for the boardwalk. CONCURRENCES The Bob Jones Trail Enhancements project has received a Notice of Exemption from the Community Development Department per the requirements of the California Environmental Quality Act (CEQA). �3 - 1 CAR- Bob Jones Trail Enhancements Page 2_ The Council Approved Concept Plan is endorsed by the Park and Recreation Commission, the Architectural Review Commission and the Promotional Coordinating Committee. The Public Works Department has applied for a building permit through the Community Development Department for the construction of the project. The issuance of the building permit is pending. FISCAL IMPACT On January 8, 2008 Council authorized staff to apply for grant funds from the Environmental Enhancement and Mitigation Program to fund this project. The grant was successful and a budget of$350,000 was established for this project. To date, $24,846 has been encumbered or expended. The project has a remaining balance of$325,154.
