Walter, Director of Public Works IDW Prepared By: Daniel Van Beveren, Senior Civil Engineer SUBJECT: ROSEMONT PUMP STATION REPLACEMENT RECOMMENDATIONS 1. Approve the Plans and Specifications for the Rosemont Pump Station Replacement, Specification No. 90450. 2. Authorize staff to advertise for construction bids. 3. Authorize the City Manager to award a construction contract if the lowest responsible bid is less than the Engineer's Estimate of$235,000. DISCUSSION The Highland Water Tank is located at 12 Highland Drive, a City-owned property near the top of Highland Drive. The tank is approximately 50 years old and is in poor condition. As residential development progressed in the northern portion of the City and the water system expanded and included the construction of the Ferrini Water Tank and the Rosemont Tank, the Highland Water Tank is no longer a necessary component of the City's water distribution system. In the mid 1990's, the Rosemont Tank was constructed approximately 1500 feet northwest of the Highland Tank along with two small pumps located adjacent to the Highland Tank, which deliver water to the Rosemont Tank. The existing pumps are undersized, are not housed in a secured building, and provide only minimal flows into the zone served by the Rosemont Tank. In the event of a fire, the existing pumps would limit the delivery of water to fire hydrants in the upper Highland Drive area. This project includes two phases. The first phase of this project is the abandonment and demolition of the existing Highland Tank. This will remove the aged water tank from the City's water distribution system and eliminate potential problems associated with keeping the existing tank in service. The second phase of this project is the construction of a building— a municipal pump station which will increase the flow into the zone served by the Rosemont Water Tank. This new pump station will be constructed on the property currently occupied by the Highland Water Tank. In June 2008, the City Manager awarded a contract to Boyle Engineering for the design of the new Rosemont Pump Station. The design is now complete with the project ready for public bidding. eq— CAR-Rosemont Pump Station Replacement Page 2 CONCURRENCES The project has been reviewed by the Community Development Department, which has performed an architectural review of the new pump station. The conditions of the architectural review have been incorporated into the project scope. The Community Development Department has issued a Notice of Exemption per the requirements of the California Environmental Quality Act (CEQA). The Public Works Department has applied for a building permit through the Community Development Department for the construction of the project. The issuance of the building permit is pending. FISCAL IMPACT This project is identified in the 2005-07 Financial Plan, Appendix B — Capital Improvement Plan, page 74, with $350,000 budgeted for this project. These funds are located in the Water Distribution Master Plan Implementation account, which has a current available balance of $1,711,389. A budget amendment request will be prepared to transfer the appropriate budget amount into the Rosemont Pump Station project account at the time the construction contract is awarded.
