HomeMy WebLinkAbout12/01/2009, C 2 - ADOPT A RESOLUTION IN SUPPORT OF THE CALIFORNIA SPACE CENTER council ' °�D�� , JOT j ac En as REpoRt '�h..b� CITY O F SAN L U I S O B I S P O FROM: Jonathan Lowell, City Attorney OIL- SUBJECT: ADOPT A RESOLUTION IN SUPPORT OF THE CALIFORNIA SPACE CENTER RECOMMENDATION Adopt a resolution supporting a proposed space center facility to be located near the main gate of Vandenberg Air Force Base in Santa Barbara County. DISCUSSION The California Space Center's mission is not one specifically addressed in either the City's Legislative Action Platform or the League of California Cities' Legislative Priorities. Accordingly supporting the Space Center requires formal Council approval. At the November 17, 2009 City Council meeting Mayor Romero asked that this matter be placed on a future agenda and the Council concurred. The California Space Center is being developed by the California Space Authority, a nonprofit corporation, which is designated by the State of California as the "California Spaceport Authority," and in this capacity the California Space Authority facilitates development of California-based spaceports such as the planned California Space Center. This vision of the California Space Center is to be the premier center for space education, science and technology. Its mission statement is to expand public awareness, appreciation and access to the heritage and future of space through education. The proposed center will include a visitors' complex, containing an interpretive center, heritage exhibit, rocket park, picnic area, large format theater, launch viewing, a Native American cultural center, outdoor amphitheater, climate change exhibit, and a "Great Observatories" exhibit space. The plan includes a youth education facility to encourage students to study science, technology, engineering, math, and will include space classrooms, an experimental laboratory, statewide school and after-school programs, summer enhancement camps, and an exploratorium. Additionally, the center will include a learning facility which will provide an adult learning study area, classroom space, computer and scientific laboratory sites, and technical and space related local workforce training. There will be a conference center that will include an auditorium, meeting rooms, and a banquet facility. The center has a number of prominent supporters that have written letters, passed proclamations or resolutions and/or provided funding. A partial listing of supporters is attached. 0a- 1 Support of California Space Center Page 2 Overall, the Space Center complex is expected to produce a total economic impact of $2.37 billion over 12 years, with the creation of a potential of 2,994 jobs. The center is expected to generate $234.95 million dollars in taxes within the next 12 years. Highlights of the economic impact study of the space center are attached. (2009 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO IN SUPPORT OF THE CALIFORNIA SPACE CENTER WHEREAS, the California Space Authority is a non-profit corporation representing commercial, civil and national defense/homeland security interests of California's diverse space enterprise community in industry, government, academia and workforce; and WHEREAS, the California Space Authority is designated, by the State of California, as the "California Spaceport Authority" and in this capacity the California Space Authority facilitates development of California-based spaceports; and WHEREAS, the California Space Authority is engaged in development of the California Space Center; and WHEREAS, the California Space Center will provide the public with access to an education facility including a viewing site for launches from Vandenberg Air Force Base, an amphitheater, a visitor center, a conference support facility, and a business park; and WHEREAS, the California Space Center will be dedicated to inspiring students to study science, technology, engineering and math, and educate the public about the robust space enterprise in California; and WHEREAS, the California Space Center plans to significantly increase public awareness of critical contributions that space enterprise has made statewide and nationwide in the past, present, and for the future; and WHEREAS, the center will highlight the work being done at Vandenberg Air Force Base, as well as celebrate the role of the original inhabitants, the Santa Ynez Band of Chumash Indians, whose history is deeply rooted in astronomy; and WHEREAS, the establishment of this center will provide the Central Coast with a major tourist attraction, providing thousands of jobs and creating a positive economic impact for surrounding areas. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that: SECTION 1. The City Council does hereby express its unanimous and dedicated support for the California Space Authority's concept for a multi-purpose California Space Center located on a 71-acre site that fronts Highway 1, near the main gate of Vandenberg Air Force Base.
