Al.. APPOINTMENT OF INTERIM CITY MANAGER. (LOWELUDIETRICK)
RECOMMENDATION: If Council desires interim City Manager services, appoint Ken
Hampian Interim City Manager for the period of January 4 through January 13, 2010,
subject to his execution of an employment contract with the City. Authorize the Mayor
to execute a contract, subject to City Attorney approval.

SUBJECT: APPOINTMENT OF INTERIM CITY MANAGER

RECOMMENDATION
If Council desires interim City Manager services, appoint Ken Hampian Interim City Manager
for the period of January 4 through January 13, 2010, subject to his execution of an employment
contract with the City. Authorize the Mayor to execute a contract, subject to City Attorney
approval.
DISCUSSION
The City's current City Manager, Ken Hampian, will be retiring on December 30, 2009. The
new City Manager will not start in the position until January 19, 2010 and the current Assistant
City Manager will not be returning from a medical leave until January 4, 2010, and possibly on a
part time schedule for a short period thereafter. In order to ensure a smooth transition in
leadership and City Manager coverage at the January 5, 2010 City Council meeting, some council
members have individually expressed a desire to extend Mr. Hampian's employment with the
City. Council will meet in closed session to discuss the possible retention of Mr. Hampian for
the interim period and to provide direction to staff regarding the negotiation of terms of a
potential contract to accomplish such an extension of services, if it is determined that such
services are desired by a majority. If such services are desired, Council is asked to make the
appointment of Mr. Hampian contingent on his execution of an employment agreement to be
negotiated by staff and executed by the Mayor on behalf of Council.
CONCURRENCES
The Human Resources Director concurs with this recommendation.
FISCAL IMPACT
The City Manager position was budgeted at the total compensation rate for the current City
Manager. If council desires to appoint Mr. Hampian on an interim basis, staff would pursue
contract terms that would result in a lower than budgeted cost to the City for Mr. Hampian's
services.
ALTERNATIVES
Do not appoint Mr. Hampian. This alternative is not recommended because it would result in a
more difficult transition and, potentially, a lack of administrative coverage at the January 5, 2010
council meeting.
