SUBJECT: SUPPORT FOR THE CITY'S PARTICIPATION IN THE GOOGLE
"FIBER FOR COMMUNITIES"PROJECT
RECOMMENDATION
Adopt a resolution supporting the City's participation in Google's "Fiber for Communities" project
and authorizing the City Manager to complete the City's response to Google's "Request for
Information."
DISCUSSION
Background
Google, the Internet-based service and product provider, is planning to build and test ultra-high
speed broadband networks in one or more communities across the nation. This network will provide
Internet speeds more than 100 times faster than what most Americans have access to today by
providing one gigabit per second fiber-to-the-home connections. This service will be offered to at
least 50,000 and potentially up to 500,000 people.
While telecommunications and cable vendors do offer broadband Internet access via DSL or cable
modem services, Google's proposed network will provide speeds that are much faster than current
offerings. As community use of the Internet expands and as multi-media functions become more
prominent, higher speeds will become increasingly important to residents and businesses.
Selection Process
Google is interested in deploying the fiber network quickly and efficiently, and wants to work with
communities where it can bring significant benefits to residents and develop useful proofs-of-
concept that can have a broader impact. Google is looking for opportunities to experiment with
deployment techniques that can inform and accelerate broadband deployment elsewhere as well.
Google has launched a "Request for Information" (RFI) process that it will use to identify interested
communities and to assess local factors that will impact the efficiency and speed of the deployment,
such as:

1. Level of community support
2. Local resources
3. Weather conditions
4. Approved construction methods
5. Local regulatory and cost issues
6. Broadband availability and speeds already offered
After the RFI process is complete, Google plans to consult with local public agencies, conduct site
visits and meet with local officials before announcing its decisions later this year.
Provided in Attachment 1 is more information about Google's proposed process; and provided in
Attachment 2 is the 26-page RFI response document that must be submitted to Google by March 26,
2010.
Why Should the City Participate?
Industries such as education and health are very interested in high speed Internet access to enable
and enhance their processes and products. For example, Cal Poly students could collaborate with
classmates around the world while watching live 3-D video of a lecture now only available on
campus. Or doctors at local hospitals could observe streaming 3-D medical imaging while
discussing a unique medical condition with specialists anywhere in the world.
Consumers would benefit as well. They could download a high-definition, full-length feature film in
less than five minutes. New web-based applications, illustrated by the above industry examples,
could provide new capabilities into private homes that only corporations can afford today.
Additionally, Google has committed to an `open access" network, giving consumers choices of
service providers.
Why Should Google Select Us?
San Luis Obispo offers Google the following advantages:
1. As noted above, we believe that the presence of a major university in our community that has a
large technology focus is a significant "plus."
2. We have a highly technologically literate community, which is reflected in the significant
community interest in participation that has already been evidenced and continues to grow.
3. Local technology companies can offer advanced Internet applications and use of the proposed
Google fiber networks.
4. A hallmark of San Luis Obispo is the high proportion of people who are drawn here by the
quality of life. These creative class people create many businesses, often beginning as home-
based businesses. With over ten percent of all businesses licensed as home-based businesses,
there exists a built-in demand for high quality internet access.

5. The local citywide fiber network established between the City and Cal Poly has the potential to
provide some"in place" technology infrastructure that may be of value to Google.
6. Both current and planned e-government services require the use of the Internet where higher
speeds will increase the functionality of these services. This includes many things from
downloading Council Agenda Reports to City social media tools.
7. The Chamber of Commerce has identified city-wide support for the Google Fiber effort. Spurred
on by Cal Poly students and business leaders that support this community-wide effort, many
voices in the community have been raised in support of Google Fiber.
What Are the Possible Downsides?
At this very early stage, it is not possible to fully assess all of the potential unintended consequences
if the City is selected to participate in Google's "proof of concept" pilot program. However, we can
expect significant impacts during construction as outlined below:
1. Installing fiber to all homes and businesses in the City is likely to cause significant disruption to
City streets: unless boring is feasible or very high-speed wireless (wi-fi) connections are used, it
will mean trenching all 128 miles of City streets, both for mainlines and lateral connections to
individual homes and businesses. On the other hand, since Google is asking for information
about utility pole availability, it may be planning on the use of wi-fi connections for at least part
of its proposed network. (On the other hand, Google's only interest may be in utility poles for
overhead fiber installation. The City does not own any such poles and will identify the owners
of the poles in the application.)
2. Along with disruption during construction, this will have two other impacts: trenching is the one
of the leading causes of reduced street life (and this impact will occur throughout the
community at the same time); and added inspection resources will be needed to ensure that
trenching and pavement repair are done in accordance with City standards. Our encroachment
permit fees are likely to mitigate these costs. On the other hand, as discussed below, we
recommend that our RFI response indicate willingness to reduce City regulatory fees.
On balance, however, we believe the benefits of participating in the project far offset the likely
downsides.
Public Engagement
Google shares the City's commitment to community engagement and requests within the RFI that
City residents and businesses respond to a simple 10-question survey that details Internet users'
current service and asks why they think San Luis Obispo is the right community for this project.
City staff is currently collaborating with the Chamber of Commerce, Cal Poly and Cuesta to obtain
responses to this survey—which encourages users to respond creatively using YouTube and other
online social networking tools=and will take steps to ensure that community members are

meaningfully involved in securing San Luis Obispo's selection as a site for the Google Fiber
project.
Policy Considerations
There are three resource areas where staff recommends that the City demonstrate flexibility in
responding to Question 5 of Google's application which requests information about facilities and
resources that will assist in the rapid, smooth deployment of a residential fiber optic network:
1. Street Light Pole "Rental' Costs. As noted above, Question 5 asks about the availability of
Utility poles, potentially including City-owned street lights. (This question is what leads us to
believe that Google is possibly considering wi-fi for at least part of its system.) The City
currently owns 2,300 street lights that are widely distributed throughout the community, making
this an excellent in-place infrastructure for a wi-fi system. Google also asks in this question
what the City would charge for use of these poles. The City does not currently have any such
fees in place nor have street lights been used in this way. As such, to strengthen our application,
staff recommends replying that during the term of the pilot program, the City would consider
making street light poles available at no cost if the City was selected, depending on the outcome.

2. Availability of City Conduit. Question 5 also asks about the availability and cost of City
conduit. The City has two types of conduit that could potentially be offered: City fiber conduit
and the conduit that connects the 2,300 street lights noted above. Again, the City does not
currently have any such fees in place. Never-the-less, to strengthen the City's application, staff
recommends replying that during the term of the pilot program, the City would consider making
conduit available at no cost if the City was selected, depending on the outcome of all terms and
conditions that might ultimately be agreed upon.
3. Right-of-Way Fees. Question 5 also asks about right-of-way fees, including application and
inspection costs. Under the City's current fee schedule, encroachment permit fees are $527 plus
$2 per linear foot of trenched or bored excavation. Assuming 128 miles of street (676,000 feet)
plus laterals for 11,000 single family residences (330,000 feet, assuming 30-feet from the center
line of the street right-of-way to the owner's property line), this results in a fee of about $2
million. As noted above, the City will certainly incur costs in managing and inspecting conduit
installation but it is unlikely that it would cost this much. Stated simply, this is a much larger
project than,was assumed in our fee analysis and does not reflect the economies-of-scale that
would likely result. Accordingly, staff recommends that we indicate the City's willingness to
consider fee reductions if selected for the pilot program, depending on the outcome of all terms
and conditions that might ultimately be agreed upon. The fee reduction would be contingent on
the City recovering actual direct costs of service unless a further policy determination directs
otherwise.

CONCURRENCES
The Chamber of Commerce supports the City's participation in this project and concurs with this
recommendation. To date, over 2,500 individuals have joined the Facebook page set up to support
this effort as well.
FISCAL IMPACT
At this time, the fiscal impact to the City is not known other than staff time involved in crafting a
response to the RFI. Additionally, as noted above, staff recommends responding to the RFI that the
City would consider reducing permitting fees if selected by Google to participate in this project; and
that the City would also consider offering available infrastructure at no cost during the term of the
pilot program if the City was selected, depending on the outcome of all terms and conditions that
might ultimately agreed upon.
Google has stated that it will offer this service "at a competitive price" but that price is not known.
The financial benefit of ultra-high speed Internet access to local businesses, residents and public
agencies is potentially very significant, particularly if San Luis Obispo is one of the "early adopter"
communities. If Google selects the City as one of its pilot program communities, staff will return to
Council with a more thorough discussion of the fiscal impacts of the specific project.
ALTERNATIVES
Google's high profile plan is aimed at spurring competition among potential cities for securing
access to the Google fiber pilot program. Few details are given about the specific financial legal
and logistical terms that will eventually be part of any agreement between Google and selected
communities. If these elements were clearly established, the Council might choose not to
participate in the RFI process and wait until Google and/or other companies establish a business
model for ultra high-speed cable. However, not participating in the RFI would preclude this
opportunity for the City to be one of the first communities in the nation to offer this potentially
"game changing"technology.
Stated simply, there are no obligations or commitments in responding to the RFh if subsequent
analysis and negotiations with Google should indicate that this is not on balance in the City's best
interest, the Council can make that decision at that time. But to get to that stage of analysis, we
need to submit a response to the RFI.

this and more possible. We've urged the FCC to look at new and creative ways to get there in its National
Broadband Plan—and now we're announcing an experiment of our own.

two options:
• Full community response by a local government interested in having its community serve as a
trial location
• Other interested parties and non-governmental respondents,explaining why the trial should be
held in the respondent's community.
If any.item in the Local Government RFI is unclear,a written request for clarification may be sent to
Google. Such requests must be sent only through the website by selecting the contact link in your
response.

The completed response to the RFI(local government or by other interested parties)must be submitted
through the website.The interactive response forms are designed to allow you to begin your response,and

We have not yet determined the size of the trial,which will be based in large part on the availability of
appropriate locations. We expect that we will provide this service to a minimum of 50,000 people and up
to as many as 500,000 people,most likely in multiple communities.
Can I submit on behalf of a non-city municipality?
Yes,we will accept responses from any type of municipality including counties,military bases,
reservations,etc. Please use the "local governments" link if you are a government or municipal official;
otherwise please use the"residents and community groups" link.
Who is allowed to submit a response on behalf of a municipality?
Respondents should clearly state the position in which they represent their city. We encourage responses

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
SUPPORTING THE CITY'S PARTICIPATION IN THE GOOGLE
FIBER FOR COMMUNITIES PROJECT
WHEREAS, Google has announced the intent to build and test ultra-high speed broadband
networks in one or more locations across the country;and
WHEREAS, this project would deliver Internet speeds more than 100 times faster than what
most Americans have access to today over one gigabit per second, fiber-to-the-home connections;
and
WHEREAS; participation in the project would benefit local businesses; public agencies and
citizens by providing high-speed Internet access;and
WHEREAS, Google is interested in deploying the fiber network quickly and efficiently, and
wants to work with communities where it can bring significant benefits to residents and develop
useful proofs-of-concept that can have a broader impact.
WHEREAS, the Chamber of Commerce supports City participation in this project and is
spearheading individual applications in support of the City's participation.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
that it hereby endorses participation in the Request for Information (RFI)process to bring the Google
Fiber for Communities project to the City of San Luis Obispo and pledges to work with Google to
achieve the goal of deploying the network efficiently and quickly, and to this end, grants authority to
the City Manager to serve as the City's point of contact to coordinate interactions with Google:
