DOWNTOWN MAINTENANCE AND BEAUTIFICATION UPDATE. (WALTER/HORCH —45 MINUTES) RECOMMENDATION: 1. Receive an update on the progress of the Council's "Other Important Objective" for Downtown Maintenance and Beautification. 2. Give direction to staff on the desired approach to making.physical improvements at.locations in the Downtown. 2. FOXPRO APPLICATION REPLACEMENT. (STATLER/MESSNER— 30 MINUTES) RECOMMENDATION: Approve the Request for Proposals (RFP) for the replacement of FoxPro applications and authorize the City Manager to award the contract if within the project budget of$1,150,000. goCity Council regular meetings are televised live on Charter Channel 20. Council Agenda Tuesday, February 23, 2010 3. 2009-10 MID-YEAR BUDGET REVIEW. (LI CHTI G/STATLER/MALI COAT— 1 HOUR) RECOMMENDATION: 1. Review and discuss the City's financial condition and status of City goals at the mid-point of 2009-10; 2. Approve revenue and expenditure changes presented in the accompanying Mid-Year Budget Review document; and 3. Authorize implementing Fiscal Health Contingency Plan short-term actions as outlined in the accompanying Mid-Year Budget Review. 4. CALPERS RETIREMENT COSTS: WHERE WE'VE BEEN AND WHERE WE'RE HEADED. (IRONS/STATLER— 45 MINUTES) RECOMMENDATION: Review and discuss City retirement costs and trends under its participation in the California Public Employees Retirement System (CaIPERS). ADJOURN. 2
