RECOMMENDATIONS
1. Approve plans and specifications for "Water Treatment Plant Roof Repairs, Specification No.
91003".
2. Authorize staff to advertise for bids.
3. Authorize the City Manager to award a construction contract if the lowest responsible bid is
less than the Engineer's Estimate of$135,000.
DISCUSSION
The roofs of the Chemical Feed, Filter Control and Ozone buildings at the City's Water Treatment
Plant are in need of replacement. All three buildings have the original roofs and after inspection by
a qualified roofing contractor, it was determined that all three roofs had deteriorated to varying
degrees. Replacement is necessary to prevent further damage to office space below and protect
vital water treatment equipment inside the buildings.
The roof repairs include the removal of a plywood screen wall and unused mechanical equipment,
and remodel of the front fagade of the ozone building, and the reroofing of all three buildings.
CONCURRENCES
This project has the concurrence of the Utilities Department and has been determined to be
Categorically Exempt under the California Environmental Quality Act (CEQA) by the Community
Development Department.
FISCAL IMPACT
The 2009-I1 Financial Plan, Appendix B, pages 3-92 to 3-95, identifies $200,000 for
construction of Water Treatment Plant (WTP) Major Facility Repairs in the 2009-10 fiscal year.
Of this allocation, $150,000 has been designated for the repairs and replacement of the roofs for
these buildings. Staff will transfer funding by budget amendment request from the master
account to the construction phase of the WTP Roof Repairs account if the bids received are
within the Engineers' Estimate. At this time, there is sufficient funding in place to support the
construction phase of the WTP Roof Repairs project.

ALTERNATIVE
Deny approval for advertising. The City Council could choose to deny the approval for advertising.
Staff does not recommend this alternative. Should the approval to advertise be denied or deferred,
roof repairs for the three Water Treatment Plant buildings will be delayed and subject to additional
water leakage into the buildings during the rainy season, resulting in water damage to the building's
contents, lost work productivity of the staff and continued use of maintenance staff for repair and
cleanup.
