Walter, Director of Public Works how Prepared By: Barbara Lynch, City Engineer SUBJECT: LOS OSOS VALLEY ROAD ROAD PAVEMENT REPAIR, SPECIFICATION NO. 91004. RECOMMENDATIONS 1. Authorize staff to advertise for bids for the repair of the pavement on the Los Osos Valley Road and authorize the City Manager to award the contract if the lowest responsible bid is less than or equal to the Engineer's Estimate of$120,000. . 2. Approve the transfer of $151,500 from the Street Reconstruction master project account to the project accounts to fund design support and construction. 3. Approve a sole source purchase order with Dokken Engineering in an amount not to exceed $15,000 to prepare project plans and obtain State of California Department of Transportation encroachment permit for this work. DISCUSSION Recent rains have aggravated road conditions in some areas of the City. The most noticed of these is the stretch of Los Osos Valley Road between the Highway 101 northbound and southbound on and off-ramps. While the bridge structure and maintenance is the responsibility of Caltrans, the pavement on top of the bridge and on the approaches is the responsibility of the City, per the maintenance agreement in place with Caltrans. Maintenance by local agencies of the pavement surface on Caltrans structures is a normal practice. The worst areas on Los Osos Valley Road are in the immediate vicinity of both the north and southbound ramps. This, coupled with the narrowness of the bridge crossing has made repairs difficult. The condition of the pavement is such that holes are continuing to grow as the pavement overlay delaminates from the bridge deck. Staff has attempted on a couple of occasions to place temporary patch material in the large holes that have developed, but the material has not stayed in place. Drivers have been uncooperative during flagging operations, resulting in danger to themselves, other drivers, and staff. Investigative work is planned by the consultants for the Los Osos Valley Road interchange project and they have an encroachment permit from Caltrans for a southbound ramp closure to occur at night. Staff originally thought the City might be able to complete some work at night during the closure for the investigative work, but neither the duration nor the extent of the closure are long enough to achieve the needed work. Staff is now pursuing a short turn-around Los Osos Valley Road Pavement Repair, Specification No. 91004 Page 2 project to be completed by a contractor. Because of the high degree of disruption to the area to complete repairs, staff is planning a full restoration project for this short stretch so that additional closures will not be needed during summer paving operations. This work was planned to occur_ this summer, but staff feels that because of the deteriorating condition, combined with the high traffic volumes, this work should occur as soon as possible. CONCURRENCE Community Development has issued a Notice of Exemption for this project. Staff is anticipating a request from Caltrans to do the work at night. If such a request is made, engineering staff will work with the Community Development Department on obtaining permission for night work, or negotiating with Caltrans for other hours. FISCAL IMPACT This project will be funded from the master Capital Improvement Project account for Street Reconstruction and Resurfacing(R&R), the same account that would be used when the work was to occur this summer. Dokken Engineering is currently under contract with the City to complete the design of the interchange project in the same location. They have already developed plan layouts of the area and have an encroachment permit with Caltrans for investigative work. Staff is proposing that a small portion of the funding be used to have Dokken Engineering provide a simple construction plan and obtain permission under their existing encroachment permit with Caltrans for the necessary ramp closures and traffic control. Staff believes this will substantially expedite the process. The 2009-11 Financial Plan, Appendix B, pages 3-143 through 3-145, identifies $1,825,000 in the 2009-10 fiscal year for Street R&R construction projects. This amount, in addition to previous year carry-over funding, brings the current total available in the master account to $2,483,492. There is sufficient funding in the master account to support this project request. LOVR Pavement Repair(91004) Buftef! This could reduce the cost by bidding the work as a part of a larger project. This would result in continued pavement deterioration and complaints until repairs were made. Maintenance staff has attempted repairs in the past and cannot rely on the patch material to stay in place. .
