HomeMy WebLinkAbout03/16/2010, C2 - NAMING OF THE SANTA ROSA PARK MULTI-USE COURT IN HONOR OF KEN HAMPIAN council m j, 3 /(o /v acEnda Pepont N CITY OF SAN LUIS OBISPO FROM: Betsy Kiser, Parks and Recreation Director SUBJECT: NAMING OF THE SANTA ROSA PARK MULTI-USE COURT IN HONOR OF KEN HAMPIAN RECOMMENDATION Approve naming the Santa Rosa Park Multi-Use Court the Hampian Hockey Rink and Multi-Use Court in honor of Ken Hampian's contributions to the City of San Luis Obispo during his tenure as City Manager. DISCUSSION Background Currently, the existing Santa Rosa Park multi-use court is being demolished and replaced with a new state-of-the-art multi-use court that is designed first and foremost to serve the roller hockey needs of the community. Weather permitting, the facility should be completed in time for a late spring dedication. At the January 19, 2010 Council meeting, the City Council, under Communication, directed staff to return to them with an agenda item naming the new facility at Santa Rosa Park the Hampian Hockey Rink, in honor of the recently retired City Manager Ken Hampian. To remain consistent with the City Policy for the Naming of Parks and Recreation Facilities, Council members requested that the Parks and Recreation Commission (PRC) be involved in this decision. The policy stipulates that naming nominations are reviewed by the Parks and Recreation Commission and forwarded to the City Council for approval (see Attachment 1). Consistency with Naming Policy Council's desire to have the facility named in honor of Mr. Hampian is based on and supported by the following provisions of the City Policy for the Naming of Parks and Recreation Facilities: Policy #1 - Naming of facilities may be made for individuals or groups who have made significant contributions or service to the City of San Luis Obispo and its citizens. Without a doubt, Ken Hampian has made significant contributions to the City and its citizens. In January, Ken retired from the City after serving 20 exceptional years as the City Manager and Assistant City Manager. Throughout his career, Ken was a dedicated and committed leader, extremely well-liked and respected by staff and the community alike, and ever-supportive of the mission of the Parks and Recreation Department. The multi-use court/hockey rink is a particularly appropriate facility to be named in Ken's honor in that Ken was instrumental in working with the YMCA to establish the roller hockey program for the youth of San Luis Obispo ccz__/ Renaming Santa Rosa Park Hockey Rink Page 2 and provided leadership for the conversion of the Santa Rosa Park multi-use court into a facility that could be used for roller hockey also. Since Council's recommendation for a name focused on the hockey portion of the facility only, staff suggests that the name reflect the multi-use nature of the facility and be approved as the "Hampian Hockey Rink and Multi-use Court." Policy #7 - While the policy primarily deals with new park sites, the renaming of existing facilities or unnamed portions of facilities is not precluded When such a request is received, the current site name will be researched to see that the request is not contrary to a previous naming. Such naming changes are seen as being appropriate for parks with generic names. The multi-use court at Santa Rosa Park has never been formally named and therefore meets the criteria established in the City Policy for the Naming of Parks and Recreation Facilities. The park will remain Santa Rosa Park, however, the facility will be designated the Hampian Hockey Rink and Multi-Use Court. Parks and Recreation Commission Review and Recommendation On February 3, 2010 the PRC reviewed the nomination and recommended that the City Council approve the naming of the roller hockey rink in honor of former City Manager Ken Hampian (see Attachment 2 for PRC minutes). Next Steps and Recognition Upon Council's approval of this naming, staff will coordinate the installation of the appropriate signage at the Hampian Hockey Rink and Multi-Use Court. The installation will most likely occur with the re-opening of the facility. Staff will coordinate the appropriate ribbon cutting and recognition ceremony for Council, Mr. Hampian, and members of the community to attend and celebrate. FISCAL IMPACT There will be some cost associated with properly signing the facility to reflect the new name, however the fiscal impact will be minimal and can be absorbed either by the construction budget for the renovation or within the Parks and Recreation operating budget. ALTERNATIVES Do not approve the name change. This is not recommended, given the contributions of Ken Hampian to the City of San Luis Obispo during his tenure as City Manager. ATTACHMENTS 1. NOW,THEREFORE, be it resolved that the City Council of the City of San Luis Obispo does adopt this policy concerning the naming of park and recreation facilities, with the following provisions: 1. Naming of facilities may be made for individuals or groups who have made significant contributions or service to the City of San Luis Obispo and its citizens. 2. Naming may commemorate significant financial contributions to a specific project 3. Naming is also appropriate for significant natural or historic resources associated with a particular location. 4. Naming need not be posthumous. 5. Those wishing to make nominations shall submit a letter to the Parks and Recreation Commission detailing why the naming should be considered. 6. Those nominations judged to be worthy of consideration shall be forwarded to the City Council for approval. Naming of Santa Rosa Park Multi-Use Court—Kiser Recreation Manager Linda Fitzgerald provided background information to Commissioners. To be consistent with the City Policy for the Naming of Parks and Recreation Facilities, the Council wanted the Parks and Recreation Commission to be involved in the decision. Recreation Manager Fitzgerald gave examples of the significant contributions made by Ken Hampian and that he was instrumental in working with the YMCA to establish the roller hockey program for SLO youth. Commissioners discussed briefly and inquired about past examples of commemoration. MOTION.
