PUBLIC HEARINGS
1. INTRODUCTION OF THE URBAN STORM WATER QUALITY MANAGEMENT
AND DISCHARGE CONTROL ORDINANCE. (WALTER/LYNCH — 1 HOUR)
RECOMMENDATION: 1. Introduce an ordinance repealing Chapter 12.08 Rain Water
Drains of the Municipal Code and adopting a new Chapter 12.08 entitled Urban Storm
Water Quality Management and Discharge Control of the Municipal Code. 2. Adopt a
resolution establishing a new Creek and Flood Protection fee schedule.

RECOMMENDATION: Introduce an ordinance revising Chapter 12.24 Tree
Regulations of the Municipal Code.

C1. MINUTES OF TUESDAY, FEBRUARY 16, 2010. (STANWYCK/CANO)
RECOMMENDATION: Waive oral reading and approve as presented.
C2. CANCELLATION OF CITY COUNCIL MEETINGS. (STANWYCK/CANO)
RECOMMENDATION: 1. Cancel the Regular City Council Meetings of Tuesday,
August 3, and December 21, 2010. 2. Cancel the Regular City Council Meeting of
Tuesday, November 2, 2010, due to Federal, State, and Municipal Elections and
reschedule to November 9, 2010.

C3. REVOCATION OF GREEN-GO TAXI LLC CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY. (WALTER/WEBSTER)
RECOMMENDATION: Authorize the City Manager or her designee to revoke the
Certificate of Public Convenience and Necessity and Taxi Permit issued to Green-Go
Taxi LLC on March 17, 2009.
C4. WATER RECLAMATION FACILITY: CLARIFIER 5 AND FACILITY
MAINTENANCE PAINTING PROJECT: SPECIFICATION NO. 91001.
(WALTER/FRASER)
RECOMMENDATION: 1. Approve the plans and specifications for "Water Reclamation
Facility: Clarifier 5 and Facility Maintenance Painting Project, Specification No. 91001"
and authorize staff to advertise for bids. 2. Authorize the City Manager to award the
contract if the lowest responsible bid is within Engineer's Estimate of$250,000.
C5. AMENDMENT NO. 4 TO MACRO CORPORATION FOR RADIO SYSTEM
CONTRACT MANAGEMENT SERVICES. (STATLER/SCHMIDT)
RECOMMENDATION: Approve Amendment Number 4 to the radio system design
services contract with Macro Corporation in the amount of$74,580, which is not to
exceed price, and authorize the City Manager to execute the amendment.
C6. AMENDMENT NO. 2 TO AGREEMENT WITH MARWAL CONSTRUCTION.
(STATLER/SCHMIDT)
RECOMMENDATION: Approve Amendment No. 2 for construction management and
inspection services with MarWal Construction Inc. (MorWal) for the public safety
dispatch center and radio system upgrade projects in the amount of$72,625 and
authorize the City Manager to execute the amendment.
PUBLIC HEARING
3. INTRODUCTION OF REVISED ORDINANCE = SMOKING PROHIBITION IN
CERTAIN AREAS. (STANWYCK/ELKE — 1 HOUR)
RECOMMENDATION: As recommended by the Community Task Force repeal and
replace Chapter 8.16 of the City of San Luis Obispo Municipal Code to introduce
comprehensive no-smoking regulations in San Luis Obispo.

4. INTRODUCTION OF UNRULY GATHERING ORDINANCE.
(LINDEN/DEPRIEST— 1 HOUR 30 MINUTES)
RECOMMENDATION: Introduce an ordinance adding Chapter 9.13 to the San Luis
Obispo Municipal Code prohibiting unruly gatherings on private property.
COUNCIL LIAISON REPORTS(not to exceed 15 minutes)
Council Members report on conferences or other City activities. Time limit-3 minutes.
COMMUNICATIONS (not to exceed 15 minutes)
At this time, any Council Member or the City Manager may ask a question for clarification, make an
announcement, or report briefly on his or her activities. In addition, subject to Council Policies and
Procedures, they may provide a reference to staff or other resources for factual information, request staff
to report back to the Council at a subsequent meeting concerning any matter, or take action to direct
staff to place a matter of business on a future agenda. (Gov. Code Sec. 54954.2)
