CM RECOMMENDATION As recommended by the Cultural Heritage Committee(CHC), adopt a resolution that removes 1415 Morro Street from the Contributing Properties List of Historic Resources DISCUSSION Advisory Body Recommendation At its March 22, 2010 public hearing, the CHC voted unanimously to recommend the City Council remove property located at 1415 Morro from the Contributing Properties List (Attachment 1). Adding or removing properties from the Contributing Properties List of Historical Resources requires a public hearing before the CHC, recommendation to the City Council and Council approval. Based on the property's historic documentation, advisory body recommendations, and public testimony, the City Council should decide whether the Contributing Properties list should be updated with the recommended change. If Council concurs with the CHC recommendation, it should adopt the attached resolution, Attachment 2, updating the Contributing Properties list. Background One of the Cultural Heritage Committee's responsibilities is to maintain the Contributing Properties and Master List, which, taken together, comprise the City's Inventory of Historic Resources. Contributing properties are buildings at least 50 years old that have retained most or all of their original architectural character, and that contribute to the historic character of their neighborhoods. These lists are published in the Historic Preservation Program Guidelines and on the City's website. The CHC is in the process of updating the Historic Preservation Program Guidelines, including the development of historic district descriptions. While conducting research on listed properties in the Old Town Historic District, staff identified a property which, from its exterior appearance, did not appear to contribute to the historic character of the District or meet eligibility criteria for historic listing, as explained below. C - � City Council Staff Report,Update to Contributing Properties List Page 2 of 2 1415 Morro Street 1415 Morro Street is listed as a Contributing Property in the Old Town Historic District. It is a four-story residential building with stucco exterior walls, low slope hip roof, and aluminum slider windows. Building permit records indicate the building was '— constructed in 1959, well outside of the VIM "°`II� _ District's period of significance of 1880 to 1920, a time when most of the District's historic homes were built. The building's 1, exterior appearance is of a "Modern" architectural style. Its design includes contemporary features like low-sloping roof and aluminum slider windows that do not The Vista Grande Apartments, 1415 Morro reflect the architectural style, materials or Street, Morro Street View scale of the District's historic buildings. Although it is over 50 years old, the building has not achieved historical significance in terms of architectural style, craftsmanship or association with persons or events important in the City's history. That this property is on the Contributing Properties List is something of a mystery. The property was historically listed in 1987; however there is no historic inventory or record of it in the 1983 Historic Resources Survey on which the Contributing List was based. No structures appear to have been moved from the property, and no other documentation suggesting historic significance has been identified. It appears likely that this property's listing was a result of a typographical error, since no contributing or potentially contributing resource was found at any variation of "1415 Morro" or on adjacent properties. Because no historic resource is or has been associated with this address, the CHC recommended Council remove 1415 Morro Street from the Contributing Properties List. Staff and the CHC are also reviewing properties in the other four historic districts to verify historic documentation. Council and the CHC have identified a need to update Citywide historic surveys, and the CHC's current work to prepare a historic preservation ordinance and updated preservation guidelines will help the City qualify for competitive State grants to undertake such surveys. ALTERNATIVE 1. Return the item to CHC for additional information or study, and specify the additional information or analysis needed. There is no mandated deadline for action on this item. (2010 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO TO REMOVE PROPERTY LOCATED AT 1415 MORRO STREET FROM THE CONTRIBUTING PROPERTIES LIST OF HISTORIC RESOURCES WHEREAS, in 1983 the City Council adopted Resolution No. 5197 establishing the "Master List of Historic Resources" and "Contributing Properties List" (collectively referred to as "Historic Resources"),along with procedures for adding and removing properties to the List; and WHEREAS, on March 23, 2010, following such procedures, the Cultural Heritage Committee held public hearings to consider recommending to the City Council an update of the Contributing Properties List due to its finding that the property located at 1415 Morro Street did not contribute to the historic and/or architectural character of the Old Town Historic District; and WHEREAS, at said meeting; the Cultural Heritage Committee considered public testimony, staff reports and background information on the property at 1415 Morro Street and recommended that the City Council remove it from the Contributing Properties List. NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis Obispo that based on the Cultural Heritage Committee's recommendation, documentation as described in the Historical Resource Inventory for the property, on file in the Community Development Department, the staff report, and on the City's Historical Preservation Program Guidelines the following: SECTION 1. Findings 1. The Cultural Heritage Committee is responsible for maintaining the Contributing Properties List and Master List of Historic Resources. Contributing properties are buildings at least 50 years old that have retained most or all of their original architectural character, and that contribute to the historic character of their neighborhoods or historic districts. These lists are published in the Historic Preservation Program Guidelines and on the City's website. 2. 1415 Morro Street is listed as a Contributing Property in the Old Town Historic District. It is a four-story apartment building with stucco exterior walls, low slope hip roof, and aluminum slider windows constructed in 1959. 3. The building was constructed outside of the District's period of significance, namely 1880 to 1920. 4. Based on the building's exterior architectural style and appearance, and on a review of City historic files and other information, the Council has determined that the building does not contribute to the District's historic character; it does not exhibit historical significance in terms of architectural style or craftsmanship, nor is it associated with persons or events important in the City's history. Attachment 2 SECTION 2. Environmental Review. The City Council hereby determines that this action is not a "project" under Section 21065 of the CEQA Guidelines since it will not cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment and consequently, does not require environmental review. SECTION 3. Publish Revised Contributing Properties List. The Community Development Director is hereby directed to amend the Contributing Properties List to delete 1415 Monro Street and to publish revised historic resource listings for public distribution.
