Walter, Director of Public Works `s LW_ Prepared By: Manuel Guzman, Engineer II SUBJECT: WATER RECLAMATION FACILITY (WRF) & WATER TREATMENT PLANT (WTP) SLURRY SEAL SUMMER 2010 PROJECT, SPECIFICATION NO. 90901 RECOMMENDATIONS 1. Approve plans and specifications for the WRF & WTP Slurry Seal Summer 2010 Project, Specification No. 90901. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of$262,000. DISCUSSION During the 2008-09 Mid-Year Budget Review, Council approved a Capital Improvement Plan (CIP) Project to slung seal both the Water Treatment Plant (WTP) and the Water Reclamation Facility (WRF) asphalt surfaces. In the last two years, projects have been completed at the WTP and WRF to repair asphalt surfaces. This project will repair additional pavement distress areas that have developed since then. A full depth asphalt patch is used to repair pavement distresses such as alligator cracking, depressions, rutting, and any other areas where the base was exposed to water. Such work is important to properly repair the roads and increase the life of the pavement. Also as part of this project, a slurry seal coat will be used to coat the joints between the newly repaired asphalt surface and older asphalt, seal cracks, and provide a uniform surface. Slurry seal is a coating consisting of fine crushed aggregate, emulsified asphalt and water that's applied to roads and parking lots. The application of slurry seal will extend the life of existing pavements by keeping the asphalt from become brittle, breaking apart, and allowing water to infiltrate into the base section. Relationship to Short-Term Actions in Fiscal Health Contingency Plan The City's Fiscal Health Contingency Plan was recently activated and as a result all CIP projects are currently under review for possible deferral or deletion. A report is planned for Council review in June 2010 that will identify and recommend project deferrals and deletions. While this review is underway and not yet completed, Staff recommends going forward with bidding for this project at this time for the following reasons: 1. This is a maintenance-related project, and as such, it is unlikely that it would be a candidate for deletion or deferral. The project funding comes from enterprise accounts, which are less likely to be subject to CII'deferrals. C�- 1 WRF &WTP Slurry Seal, Specification No. 90901 Page 2 2. Plans and specifications have already been prepared, and the City should capitalize on this investment. 3. Even if the project became recommended for deletion or deferral,this is only approving the bid package and authorizing inviting bids.: the City could subsequently decide not to award the bid. CONCURRENCE A notice of environmental exemption has been filed through the Community Development Department for this project. FISCAL IMPACT This project was originally approved for solely the Water Reclamation Facility as part of the 2007-09 Financial Plan, Appendix B, pages 3-152 to 3=155 in the 2008-09 project list. Thereafter, the WRF Slurry Seal was deferred based on changes in WRF project priorities and funding levels. As part of the 2008-09 Mid-Year Budget Review process, funding was approved for the Water Treatment Plant Slurry Seal to allow for the slurry seal for both locations to be combined into one project in order to take advantage of "economies of scale". The WRF and WTP Slurry Seal project is identified in the 2008-09 Mid-Year Budget document on pages C-7 to C-9, with funding approved in the amount of$220,000 for the WRF and $80,000 for the WTP, for a total project budget of$300,000 for construction.. Taking into account expenditures to date, there is currently$290,722 available in the project account to support this request.
