SUBJECT: REVISIONS TO WATER FIXTURE CHARGES
RECOMMENDATION
Adoption of a resolution revising water fixture charges,based on current material costs.
DISCUSSION
On June 1, 2010 the City Council conceptually approved revisions to Utilities water fixture
charges, pending final approval on June 15, 2010 with fee changes to be effective July 1, 2010.
The proposed revisions to water fixture charges are based on increases in actual material costs
and to simply update the charges to reflect the actual amount the City currently pays for these
items. Based on. Assembly Bill 1953 and effective January 1, 2010 the amount of lead in
specific plumbing fixtures was reduced from a regulated amount of no more than 8%, to a new
standard not to exceed 0.25% (essentially no-lead).
Utilities staff reviews water fixture material costs annually. Over the past two years, the material
cost for the 1.0 inch services remained level, while material costs for 1:5 inch and 2.0 inch
increased annually over the past two years. The larger fixtures would be associated with a
sizeable commercial development or for a significant landscape irrigation meter. New large
meter installations occur just a few times annually. The proposed fees take into consideration the
increased costs for the larger fixtures and the additional increased materials costs directly
associated with the"no-lead" regulation based on Assembly Bill 1953.

Cost increases for water fixtures, when compared to current City charges, range from a 30%
increase for the 1.0 inch service (.58 x .75 inch meter) adaptor up to a 70% increase for the 2.0
inch service adaptors and the 2.0 inch customer valves. The proposed fees are based on current
material costs.
In addition to the fixture charge adjustments proposed above, staff is proposing that new fees for
mission style adobe colored meter boxes and lids, be added to the Utility Services Fee Schedule.
Suppliers for the adobe colored meter boxes are currently limited to two vendors in the region.
The adobe color is mixed into the polymer concrete material to provide a high quality product
that wears well over time. Contractors are having a difficult time obtaining the adobe colored
boxes and lids due to the required in order and extended lead time for batch production
and delivery. To maintain the integrity of the City's mission sidewalk specification, the
proposed new fees will provide contractors with the ability to obtain high quality mission style
meter boxes and lids from the City's inventory, with fees charged based on actual product costs.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
SETTING CHARGES FOR WATER CUSTOMER VALVES,
ADAPTERS,AND METER BOXES AND LIDS
WHEREAS, it is the policy of the City of San Luis Obispo to review charges on an ongoing
basis and to adjust them as required to ensure that they remain equitable and adequate to fully cover the
cost of providing fixtures; and
WHEREAS, based on Assembly Bill 1953 and effective January 1, 2010 the amount of
lead in specific plumbing fixtures was reduced from a regulated amount of no more than 8%, to a
new standard not to exceed 0.25%.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The charges set forth in Exhibit"A"are hereby adopted,effective July 1, 2010.
