RECOMMENDATIONS 1. Approve plans and specifications for the Microsurfacing Summer 2010 Project, Specification No. 90986. 2. Approve plans and specifications for the Street Reconstruction Summer 2010 Project, Specification No. 90985 3. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid for the Microsurfacing Summer 2010 Project is within the Engineer's Estimate of$991,471. 4. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid for the Street Reconstruction Summer 2010 Project is within the Engineer's Estimate of$892,245. DISCUSSION The City's Pavement Maintenance Plan (PMP) was adopted by the City Council on April 14, 1998. The key elements of the PMP include establishment of eight pavement maintenance areas within the City and a maintenance plan in which each of these eight areas will receive maintenance over an eight-year period. A ninth area, the downtown, is designated to receive maintenance on an annual basis. On October 6, 2009 Council gave new direction for the PMP to give a higher priority to arterial and downtown streets. In the 2010-11 fiscal year, the Street Reconstruction and Microsurfacing projects will overlay and microsurface portions of Broad, Prado, Johnson, and Tank Farm Road. The remaining portion of Los Osos Valley Road that was not recently reconstructed on an accelerated schedule after suffering severe damage from winter stones,will also be microsurfaced near Higuera Street as part of the annual microsurfacing work. Marsh and portions of Higuera Street in the vicinity of the downtown are also currently under contract for microsurfacing work. All these streets are classified as arterial streets by the City's Circulation Element. In addition to these projects, two additional Capital Improvement Plan Projects are under design and will involve reconstructing Monterey from California to Highway 101 and Higuera Street from Marsh to South Street. Microsurfacing &Street Reconstruction Summer 2010 Projects Page 2 In anticipation of the 2010-11 fiscal year's microsurfacing project, the City's Street Maintenance staff has performed isolated pavement repairs and crack sealing on the streets included within the scope of the specified microsurfacing project. This preparatory work is now complete and will increase the long-term effectiveness of the microsurfacing application and reduce the construction costs. Microsurfacing is a polymer modified cold-mix paving system that uses a quick set emulsion and can be ready to support traffic in a few hours. Included in the annual microsurfacing project is also the modification of storm drain grates located within the project's work limits. Three grates on Sacramento Drive were identified as roadway obstacles for the bicycling community because the open grid of the grate can catch a narrow bicycle tire. These grates will be modified to prevent this from occurring. Existing roadway striping will be modified on Sacramento Drive to implement a portion of the City's Bicycle Transportation Plan. Bike lanes on each side of Sacramento Drive will be installed and some parking will be removed. Attachment 2 of this report shows the location in which parking will be eliminated. Residents and businesses owners of the affected areas have been notified of the proposed striping modifications, and adjustments in the original proposal have been made to address their concerns. On Johnson Street several hundred feet of curb and gutter will have to be removed and replaced. Trees have lifted the curb and gutter resulting in poor street drainage.Neglecting repairs of the curb and gutter could result in water ponding and could significantly reduce the service life of the roadway. The existing striping on Johnson Street will be removed and replaced with similar striping. In the future, if approved by the neighborhood, striping modifications could be made. However, the condition of the existing pavement on Johnson is such that postponing this maintenance pavement overlay could result in a more costly full depth reconstruction if not addressed in this current project. The median near the intersection of Los Osos Valley Road and South Higuera will also be modified as part of the 2010-11 Microsurfacing project. A recent study has found Los Osos Valley Road's levels-of-service (LOS) to be close to exceeding service standards established by the City's Circulation Element (LOS D). Modifying the median will widen the roadway and allow for two through lanes in that section of the road. This modification is anticipated to improve traffic flow and provide more capacity for vehicles. The change will not affect the trees currently in the median,but will reduce the landscaped width by about three feet. CONCURRENCE A notice of exemption has been filed through the Community Development Department for both the Microsurafacing Summer 2010 project and the Street Reconstruction Summer 2010 project. FISCAL IMPACT Funding for street reconstruction and resurfacing projects have been allocated in the 2009-11 Financial Plan, Appendix B, pages 3-142 through 3-145. Currently there is $1,927,953 available in the Street Reconstruction & Resurfacing Master Account. Additional funding has been C � —OL Microsurfacing&Street Reconstruction Summer 2010 Projects Page 3 allocated for the 2010-11 fiscal year. After July 1, 2010, additional funding of$1,400,000 will be added to the Master account,brining the total funding available to $3,327,953. Presently, there is $97,000 available from the Bicycle Facility Improvement project to fund the revisions to the inlet grates and the installation of"No Stopping" signs throughout the new bike lanes on Sacramento Drive. The Traffic Safety Report Improvement project has funds available to support this request in the amount of$16,950. This funding will provide for the modifications to the median on Los Osos Valley Road. Water and sewer utility improvement budget is currently available in the water fund and sewer fund Master accounts. This funding supports the adjustment of water and sewer facilities to the new pavement elevations. This funding support will come from the Water Distribution System Improvements Master account and the Collection System Improvements Master account as detailed in the table below. Currently, there is $1,122,396 available in the Water Distribution System Improvements Master account and $2,213,718 in the Collection System Improvements Master account. This extensive project will largely be funded through Measure Y, the half-cent sales tax measure approved by the City's residents. $2,195,235 or 97% of the project were directly allocated from Measure Y.
