Approve the plans and specifications for the "Sewerline Replacements 2010-2011" project, Specification No. 90787. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of$533,190. DISCUSSION Replacement of wastewater collection pipes is part of an ongoing program to replace aging, deteriorating, or otherwise troublesome sewer iinfrastructure. This program has several objectives. Among them are: 1) Replace aging,deteriorated, deficient,or otherwise troublesome sewer infrastructure 2) Reduce or eliminate periodic maintenance requirements and emergency repairs 3) Reduce infiltration and inflow of storm,water 4) Ensure uninterrupted sewage flow without health hazard or effluent leakage This project will accomplish these objectives for part of the City wastewater collection system. The scope of this project includes replacing sewerlines at sections of Pacific, Pismo, Santa Rosa and Toro Streets. The existing sewerlines in Pacific, Pismo and Santa Rosa Streets are failing due to age. They also require high levels of maintenance and are at capacity. These lines will be replaced and upsized to 10" diameter pipe to better accommodate existing service requirements. The existing 6" sewerline in Toro Street also requires frequent maintenance, but will be replaced with a new 6"pipe as service requirements for that line are not projected to increase. CONCURRENCE The Community Development Department has given this project a categorical exemption from environmental review. W - Sewerline Replacements 2010-11 (90787) Page 2 FISCAL IMPACT Sewer Fund The replacement locations are identified in the 2009-11 Financial Plan, Appendix B, page 3-113. The section of Osos Street from Pacific to Marsh identified for construction is included in the downtown project currently under construction. These sewerline replacements will be funded from the Wastewater Collection System Improvements Master account. Currently, there is $2,213,700 in the Master Account which is sufficient funding to support the project costs. Staff recommends transferring funding from the Master Account to the project account at time of contract award, based on construction bid amounts. Construction Management and Inspection Services The Sewerline Replacements 2010-11 project budget does not include funding for construction management services. Based on the expected workload for current City inspection staff during the summer months and the suitability of this project for contracted construction management, staff is recommending adding funds from the Wastewater Collections System Improvements Master account in the amount of $52,000 to fund construction management and inspection services for this project. The construction scheduled for this summer and fall is the product of the 2007-09 and 2009-11 Financial Plans which funded an aggressive Capital Improvement Program. As the work from these Capital Improvement Projects are completed, the need for contract construction management should be reduced. As workloads return to prior levels, construction management will be largely manageable by regular staffing resources.
