RECOMMENDATIONS
1. Approve the plans and specifications for the "Higuera-Margarita Recycled Waterline"
project, Specification No. 90915.
2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if
the lowest responsible bid is within the Engineer's Estimate of$460,620.
DISCUSSION
The City's Water Reuse Master Plan was approved in 2004 and was implemented to expand the
use of recycled water for non-potable uses. Its primary objectives are as follows:
1. Increase the City's safe annual yield by utilizing recycled water for non-potable purposes,
thereby offsetting the use of potable water.
2. Make beneficial use of a dependable water supply to meet a portion of the City's non-
potable demand.
3. Facilitate and fund existing user site improvements, as appropriate.
4. Provide recycled water to meet future non-potable demands.
Prior to implementing the master plan, in 2001 a recycled water main was constructed in South
Higuera Street to provide recycled water to future or existing landscaped developments. In July
2010, a private developer will be extending the existing recycled water main on Higuera from
Prado northerly about 350 feet as part of frontage improvements. The Higuera-Margarita
Recycled Waterline project includes extending the recycled water main from the end of the
private developer's section north to Margarita, then to Calle Jazmin. The new recycled water
main on Margarita will serve future developments proposed along the Prado Expansion area.
Additionally, the existing irrigation system in the Margarita medians will be disconnected from
its current water source and connected to the new recycled water main. These improvements will
help meet the goals of the City's Water Reuse Master Plan.

CONCURRENCE
The Community Development Department has given this project a categorical exemption from
environmental review.
FISCAL IMPACT
The water reuse improvements specified in this project are identified in the 2009-2011 Financial
Plan, Appendix B, page 3-82 through 3-85. The Water Reuse Master Plan account allocates
$250,000 annually to increase recycled water use and expand the distribution system. With the
2010-11 fiscal year allocation of $250,000 and previous year's carryover funding; there is
$833,347 available in the Water Reuse Master Plan account. This is sufficient funding to support
this project request. Staff recommends transferring funding from the Water Reuse Master
account to the project account at time of contract award,based on construction bid amounts.
