RECOMMENDATIONS
1. Approve plans and specifications for`Various Traffic Signal Modifications, Specification
91021''.
2. Authorize staff to advertise for bids
3. Authorize the City Manager to award a contract for Various Traffic Signal Modifications,
Specification No. 91021, if the lowest responsible bid is within the Engineer's Estimate
of$107,900
4. Approve the transfer of$23,732 from the Traffic Safety Report Implementation account
to the project's construction account.
5. Approve the transfer of$86,668 from the Traffic Operations Implementation Account to
the project's construction account.
DISCUSSION
As part of the City's Annual Traffic Safety & Bi-Annual Traffic Operations Report presented to
City Council on September 15, 2009, the Council approved various congestion relief and traffic
safety mitigation strategies. This project is the implementation of various minor measures
identified in those reports. These modifications and upgrades are all strategic measures designed
to improve operations and safety at each of these locations:
o Chorro & Marsh and Osos & Pismo Intersections — Staff identified a collision pattern
involving red light violations at these intersections. The intent of the project is to
improve signal indication visibility by replacing the existing 8" vehicle head with 12"
vehicle heads and adding pedestrian heads to the intersection.
o Higuera Street and Broad Street - Staff identified a collision pattern involving permissive
left turns and pedestrians. The intent of this project is to improve pedestrian visibility by
adding pedestrian heads and replacing the existing 8" signal heads with 12" signal heads.
o Calle Joaquin and Los Osos Valley Road - Staff identified a collision pattern involving
eastbound rear-ends at this intersection. The intent of this project is to improve signal
indication visibility for Eastbound traffic by adding a nearside signal head.
o Broad & Pismo and Broad & Buchon Intersections — Staff identified an operational
inefficiency at both of these intersection involving a lack of vehicle detection causing

unnecessary delays to Buchon & Pismo streets primarily during off-peak hours. The
intent of this project is to reduce side street delay by installing video detection.
FISCAL IMPACT
The 2009-11 Financial Plan, Appendix B, Pages 3-162 to 3-164, identifies an annual allocation
of$25,000 for implementation of the Annual Traffic Safety Report. The current balance of the
Traffic Safety account is $23,732. The Traffic Safety Report Implementation is partially funded
by Measure Y sales tax revenues.
At its July 15, 2008 meeting, the Council appropriated an additional $1,642,000 in approved
State Highway Account (SHA) grant funding for eligible traffic signal upgrades. Of the SHA
grant funding, $165,000 has been allocated for implementation of the Bi-Annual Traffic
Operation Report. With the inclusion of miscellaneous design services, the current balance of the
Traffic Operations Report account is $158,911.
Staff recommends transferring $23,732 of Traffic Safety Account funds and $86,668 Traffic
Operations Report funds to the Various Traffic Signal Improvements project account. This
budget transfer will provide the Various Traffic Signal Improvements with $110,400, which is
sufficient to support construction of this project. Following the budget transfer there will be $0
remaining in the Traffic Safety Account and $72,243 remaining in the Traffic Operations Report
account. Any remaining funds following the conclusion of the project will be returned via a
Budget Amendment Request to the originating accounts.

ALTERNATIVE
Deny or Defer Construction of the Various Traffic Signa! Modifications, (91021). The
City Council may choose to deny or defer the construction of traffic signal upgrades until a
later date. However, staff does not recommend this alternative because without these
measures these locations will continue to experience high traffic congestion levels and
collisions will continue to occur. In addition, staff anticipates construction costs will continue
to increase over time. If construction is deferred, construction costs will likely increase and
compromise the ability to construct the various improvements.
