DISCUSSION SLOCOG is responsible for developing a Regional Transportation Plan that provides the basis for state funding and infrastructure improvements on a regional level. In 2008, SB 375 enacted changes that require regional agencies to coordinate with local agencies to develop a Sustainable Communities Strategy (SCS) as part of the Regional Transportation Plan. The California Air Resources Board has been involved in this process because SB 375 assigns responsibility to the Board to develop emissions reductions goals. The intent of the SCS is to reduce greenhouse gas emissions from automobiles and light trucks in a region by more closely aligning transportation funding with land use decisions and modal choice opportunities. SB 375 also changes the required Housing Element and Regional Housing Needs Allocation process to align with the eight-year cycle of the SCS. SLOCOG is required to include an SCS in its 2012 Regional Transportation Plan. SLOCOG staff is updating the 2010 Regional Transportation Plan and preparing a preliminary SCS in order to start the analysis of how existing land use patterns and adopted policies and programs would affect the region's ability to achieve reductions in emissions related to autos and light trucks. If the region cannot accomplish the emissions reductions through an SCS, an Alternative Planning Strategy must be developed. SLOCOG initiated a process to evaluate development potential of each jurisdiction under their respective adopted general plans and modeled traffic patterns and counts associated with those development scenarios. This modeling also included analysis of scenarios such as development of the sphere of influence areas and included information provided by the jurisdictions regarding approved developments. The Community Development Director and Councilperson Marx have been participating on a policy team with the staff from SLOCOG in this effort. During the study session, Steve Devencenzi, Planning Director of SLOCOG will be presenting an update on this process to the City Council followed by an opportunity for Council members to ask questions and provide comments. SLOCOG Presentation Page 2 FISCAL IMPACT There are no fiscal impacts associated with the presentation. In the future, if the City's land use and circulation policies and programs do not support the adopted Sustainable Communities Strategy or the Alternative Planning Strategy, funding for circulation improvements that serve the City could be jeopardized.
