DISCUSSION Background The 2010 election brings many changes to the City of San Luis Obispo. Two Council Members, with over 45 years of experience as elected officials between them, decided not to seek re- election. Staff is seeking to provide an avenue for past Council Members to stay involved with the City and apply their vast knowledge in the role of an Ambassador for the City. If approved, the Community Ambassador pilot program would provide for such a role. The Program The Community Ambassador program allows past Mayors and Council Members the opportunity to serve as community relations representatives of the City of San Luis Obispo. The Community Ambassadors will work to accomplish the organizational values and objectives set forth by the Council. Community Ambassadors act on behalf of the City and do not establish or endorse City Council policy. Volunteers are selected on an application basis. They must meet several requirements of participation including: 1. To have served as Mayor or as a City Council member for a minimum of four years. 2. Spend a minimum of three hours each month with events, activities, outreach, and tours.. 3. Provide quarterly reports to the City Manager or designee regarding input or information from the community during their outreach efforts. Community Ambassadors will assist in increasing communication and education about City programs. Ambassadors may also work with individual departments to expand opportunities in resource development for municipal programs and services. Areas of involvement will include events, outreach, and tours (Attachment 1). The program will function on a trial basis for two years, and be administered by the City Manager or designee. At the end of the two-year trial period, staff will provide an evaluation to Council on the overall effectiveness of this program. Council can decide at that time if they C2-1 I I I Community Ambassador Pilot Program Page 2 would like to continue the program and if it should be expanded to a larger population of volunteers. FISCAL IMPACT The City will pay for registration and fees related to events that occur within San Luis Obispo County up to $200 per volunteer per fiscal year on a reimbursement basis. The Community Ambassador will have pre-arranged responsibilities at these events. These expenditures shall be pre-authorized in writing by the City Manager or designee prior to the event taking place. Ambassadors are expected to pay for any costs beyond this $200 limit. There is sufficient funding in the City Council budget (Trips & Meetings 100-10200-7537)to cover the costs for the two-year pilot period. ALTERNATIVES 1. Approve the pilot Community Ambassador program, but do not provide any fiscal support. Volunteers would be expected to pay their own fees and registrations for events that they attend on the City's behalf. 2. Do not approve the pilot Community Ambassador program. MISSION The Mission of the Community.Ambassador Program is to serve as community relations representatives of the City of San Luis Obispo and assist with increasing communication and education in the community. ORGANIZATION The Ambassador Program is made up of volunteers working to accomplish the organizational values and objectives set forth by the San Luis Obispo City Council. Community Ambassadors act on behalf of the City and do not establish, endorse, or convey City Council policy.;This program is administered by the City Manager or designee. AREAS OF INVOLVEMENT Events -Various events are scheduled throughout the year that include but are not limited to ribbon cuttings, meet & greets, special events, delivery of Proclamations, etc. Ambassadors are requested to attend events to help in a variety of ways including assisting with implementation of event activities, networking, etc. . Outreach—There are ongoing opportunities to distribute accurate and current information about the City to the various service clubs and the general public. Ambassadors will receive training and materials about the information prior to any presentation. Tours—There are occasions for City tours with the media, Community Academy, school groups and public groups throughout the City. Ambassadors will receive information about the areas in .which they will conduct the tour. TERMS Ambassador terms are for two years. There is no limit to the number of terns an Ambassador may serve provided that participation requirements continue to be met. Staff would like to take some additional time to evaluate the program in light of these Charter provisions. As a result, staff is recommending that the item on tonight's agenda, C-2, be pulled for further consideration. The entire Charter section is printed below for reference: Section 409. Council Member to Hold No Other Office.
