SETTLE
RECOMMENDATION
Approve naming a trail at Laguna Lake Park in honor of Allen Settle in recognition of his
numerous contributions to the City of San Luis Obispo during his 30-year tenure as
Councilmember and Mayor.
DISCUSSION
Background
Currently, the Laguna Lake Park open space trail network has an unnamed trail (Attachment 1)
whose "trailhead" is adjacent to the City "dog park". In response to a Councilmember request to
name this trail in honor of Councilmember Settle staff is bringing forward the naming.
The naming of this particular trail will honor Allen Settle's thirty plus years of service to the City
of San Luis Obispo both as Mayor and Council Member. Throughout his career with the City
Councilmember Settle has consistently supported activities at Laguna Lake Park. Additionally
Councilmember Settle was essential in the establishment of the City's Natural Resources and
Ranger Programs both of which are key to the development of the City's open space trails
networks.
Consistency with Naming Policy
To remain consistent with the City Policy for the Naming of Parks and Recreation Facilities
(Attachment 2); the Parks and Recreation Commission (PRC) will consider this requested
naming on Wednesday, December 1st. The policy stipulates that naming nominations are
reviewed by the Parks and Recreation Commission and forwarded to the City Council for
approval. The PRO's recommendation will be redfiled to Council in the form of draft meeting
minutes following the December 151 meeting.
Council's desire to have the facility named in honor of Councilmember Settle is based on and
supported by the following provision of the City Policy for the Naming of Parks and Recreation
Facilities:
Policy #1 - Naming of facilities may be made for individuals or groups who have made
significant contributions or service to the City of San Luis Obispo and its citizens.

Without a doubt, Allen Settle has made significant contributions to the City and its citizens. In
December, Mr. Settle is retiring from the City after serving 30 exceptional years as the City
Councilmember and Mayor. Throughout his career-, 'Mr. Settle was a dedicated and committed
leader, extremely well-liked and respected by his colleagues, City staff, and the community alike.
He was supportive of all City departments. However, his constant support for Laguna Lake Park
and City open space deserves special recognition.
Next Steps and Recognition
Upon Council's approval of this naming, staff will coordinate the installation of the appropriate
signage at the Allen Settle Trail along with the appropriate ribbon cutting and recognition
ceremony for Council, Mr. Settle, and members of the community to attend and celebrate.
FISCAL IMPACT
There will be some cost associated with properly signing the facility to reflect the new name;
however the fiscal impact will be minimal and can be absorbed within the Parks and Recreation
and Administration departments' operating budgets.
ALTERNATIVES
Do not approve the name change. This is not recommended, given the contributions of Mr.
Settle to the City of San Luis Obispo.

A POLICY FOR THE NAMING OF PARKS AND RECREATION FACILITIES
WHEREAS, it is appropriate that parks and recreation facilities, and portions of
those facilities,be named in honor of citizens of the City of San Luis Obispo,and
WHEREAS, such naming should be made for persons or groups who have made
significant contributions to the City,and
WHEREAS,naming can also be made for other appropriate reasons, and
WHEREAS, such naming nominations shall be reviewed by the Parks and
Recreation Commission and forwarded to the City Council for approval.
NOW, THEREFORE, be it resolved that the City Council of the City of San Luis
Obispo does adopt this policy concerning the naming of park and recreation facilities,
with the following provisions:
1. Naming of facilities may be made for individuals or groups who have made
significant contributions or service to the City of San Luis Obispo and its citizens.
2. Naming may commemorate significant financial contributions to a specific
project.
3. Naming is also appropriate for significant natural or historic resources associated
with a particular location.
4. Naming need not be posthumous.
5. Those wishing to make nominations shall submit a letter to the Parks and
Recreation Commission detailing why the naming should be considered.
6. Those nominations judged to be worthy of consideration shall be forwarded to the
City Council for approval.

7. While the policy primarily deals with new park sites, the renaming of existing
facilities or unnamed portions of facilities is not precluded. When such a request
is received, the current site name will be researched to see that the request is not
contrary to a previous naming. . Such naming changes are seen as being
appropriate for parks with generic names.
8. Any expenses associated with a facility naming are not necessarily the
responsibility of the City.

The Parks and Recreation Commission (PRC) met on December 0, 2010 to consider naming of

Commissioners are unanimously recommending to Council that the trail be so named. The Draft

CALL TO ORDER: Chair Craig Kincaid called the meeting to order at 5:31 p.m.
ROLL CALL: Commissioners: Craig Kincaid, Gary Havas, Steve Davis, Ron Regier, David
Hensinger, Kylie Hatch and Jeff Whitener

2. Volunteer of the Month
The December Volunteer of the Month is Maureen Titus. Maureen has been a volunteer with the Jack
House since 1992. Several years ago, Maureen visited a historical home in San Francisco that made
the house into a haunted mansion for special Halloween tours. She presented the idea to the Jack
House Committee of doing a similar event at the house. However, with the sprinkler installation, the
event had to be postponed until this past fall when the idea was put into action. Maureen headed the
committee, came up with ideas to carry it through, found places that sold dry ice and picked it up,
helped decorate the house, found local high school students to act as ghosts and directed them in their
roles prior to the event. Maureen also stood outside on the two days of the Haunted House and greeted
all the visitors and shared with them a little about the Jack House. If a child became too scared to stay
in the house, Maureen quietly talked them into coming back inside giving them a private tour of the
House showing them where all the"ghosts" lived. No child was left behind! Maureen is a wonderful
asset to the Jack House Docents, always willing to help where she can and always with a great sense of
humor.
• Maureen has been a registered dental hygienist for 28 years. She is a past president of
California Dental Hygienists' Association and has served on the Public Health Council for the
CA Dental Hygienist Association. Maureen practices in two general dentistry offices in San

Director Stanwyck highlighted an area of trail at Laguna Lake Park that had been proposed for
consideration by the PRC to be named in honor of Allen Settle whose 30 years of service on the
Council recently ended. Consistent with City Policy the naming was brought to the PRC for
consideration and recommendation to Council.
The Commissioners very briefly discussed the concept in a positive fashion.
MOTION. (Regier/Havas) The PRC recommends that the San Luis Obispo City Council approve
the naming of the unnamed Laguna Lake Park Trail in honor of former Council Member and Mayor
Allen Settle the "Allen Settle Trail".

Commissioner Hensinger reported on the most recent meeting of the Tree Committee stating there
were six applications for ficus tree removal on Higuera, however only two were approved; this was
in correlation with Council's goals to upgrade the Downtown area. Discussed tree placards.
Commissioner Davis reported there was no meeting of the Youth Sports Association recently.
Commissioner Havas shared recent communications from Natural Resources Manager Neil Havlik
regarding Open Space issues including formulation of the agricultural Master Plan and an area near
the new Target site which will operate as a non-profit providing produce for schools; Mountain
Brook Church to sign lease for trail; new trail at Froom Ranch almost complete; Stenner Springs
skills area still under coordination with CCCMB; PG&E efforts to recable conductors over open
space at Reservoir Canyon..
Commissioner Havas reported on recent attendance at the Bicycle Advisory Committee meeting
during which goals were modified and adjusted to clarify and align more with other committees.
Commissioner Whitener reported on a special meeting of the Joint Use Committee November 30
during which goals of the Committee were finalized and JUC work program for 2011 was reviewed.,
