Backeround French Brothers Investments has submitted an application to the Community Development Department requesting that the city: 1. Amend its Land Use Element and extend the urban reserve line to include a 350-acre site on Broad Street, east of the Buckley Road intersection. 2. Prezone the site for residential and service commercial/light industrial use; 3. Annex the site. The applicant has simultaneously submitted a similar request to the County Planning Department to amend the San Luis Obispo Area Plan and to allow the project in the county. The applicant states that a specific plan for the property is being prepared. Data Summary Applicants French Brothers Investments Representative: RRM Design Location: Broad Street, east of south Aero Loop Drive and Buckley Road intersections. Site Area: 350 acres Current Land Use: agricultural grazing City LUE Designation: most territory is beyond the urban reserve and designated "Conservation/Open Space;" northwestern corner of the site is within the urban reserve and designated "Rural Industrial." County LUE Designation: "Agriculture" Airport Area Concept Plan: part of the site within the planning area is designated "Agriculture;" eastern portion of site beyond the planning area boundary. Page 2 -- Obispo Del Sur Annexation Proposed Land Uses The attached maps show the location of the property and the proposed land use concepts. A more detailed report is available in the City Council's office. Major features of the proposal include: 1. 275 single family homes on 6,000 square foot lots in the northeast quadrant of the property. This development would be connected to residential subdivisions inside the city in the Edna Area. 2. Six "Business Park" clusters separated by open space corridors. Based on the anticipated lot coverage (15 to 25%), the clusters could accommodate between 1.0 and 1.8 million square feet of service commercial/light industrial development. 3. Open space corridors separating each business park. 4. Common amenity areas with child care and recreation opportunities for workers in the business parks. Staffs Recommended Processine Strateev It is appropriate that the applicants identify their land use preferences for the site since the city and county are updating their Land Use Elements. A specific plan is also being prepared for the airport area. However, it is not timely for the city to process specific general plan amendment and prezoning application for such a large area outside the urban reserve and outside the Airport Area Specific Plan area. Staff feels that a superior strategy is to consider the basic land use proposal (and others like it) in the larger context of updating the city's general plan. In this larger context, the community's needs for basic land use designations, concerns for agricultural preservation, city expansion and phasing, rural cluster development, circulation impacts, the jobs/housing balance, and the creation of a green belt can be better addressed. Also, the environmental analysis of changes to the general plan and their cumulative impact on resources can best be addressed at the general plan level. More focused environmental studies should be done at the specific planning stage after basic land use policy decisions have been incorporated into the general plan. Unless the City Council indicates otherwise, the Community Development Department will postpone processing this general plan amendment and prezoning application separately. Staff will consider this proposal as part of its work on updating the Land Use Element.
