COMMISSION MEMBERS PRESENT FOR THE 6:30 P.M. MEETING.

2. HRC FUNCTIONS AND STAFFING (ROSS/1047 - 60 min. )
Consideration of the Human Relations Commission functions and
staffing (continued from 5/19/88) .
RECOMMENDATION: 1) Reaffirm the role of the Human Relations
Commission as advisory to the City Council; 2) redirect all service
programs with the exception of Grants-in-Aide to existing
organizations which have the ability to assume program
responsibilities; 3) reaffirm the determination to limit advisory
bodies to seven members; 4) direct staff to prepare a budget and
staffing plan to implement City Council policy direction, including
ordinance changes if necessary; and 5) request the HRC and staff to
determine the scope and objectives for a Human Needs Assessment to be
considered for the 1989-1991 Financial Plan..
COMMUNICATIONS
During the balance of this meeting, any Councilmember or the City
Administrative Officer may informally update the City Council of written
or oral communications and ask for comment and/or discussion. State law
provides that Council take action only on such matters which have been
noticed at least three days in advance of the meeting unless special
circumstances are found to exist. Formal action or approval is not
preferred and such items should be continued to the next regular meeting.
