SUBJECT:
Consideration of Plans and Specifications for a Parking Structure on the Easterly Comer of
Marsh and Chorro Streets, City Plan No. M-41D.
CAO RECOMMENDATION:
By motion approve plans and specifications and authorize City Clerk to advertise for bids
following Building Division and Staff approval of final project details.
DISCUSSION:
As designed, the Marsh Street Structure is a four-level building with 276 parking spaces. The
ground floor will be occupied by about 15,000 square feet of commercial space and 4,000 square
feet of office space. Riley's Department Store wishes to occupy this commercial space for
expansion of its store; the office space is designed to meet the needs of City Parking
Management staff.
On March 1, 1988 the City Council reviewed preliminary plans for the Marsh Street Parking
Structure and directed staff to pursue preparation of working drawings for this building as
approved by the Architectural Review Commission and Planning Commission. The plans have been
prepared and the Architectural Review Commission has approved the building color, awnings,
medallions, signage and lighting as shown on current plans.
if the Council approves the plans and specifications as proposed at this time, the project will
be advertized for bids in January 1989. Bids would be opened in February 1989 and probably
awarded in March 1989. Construction would proceed within 30 days of awarding the bid. The
start of construction early in the year may allow one level of parking to be available for
public use by the beginning of the 1989 holiday shopping season and minimize the impacts of
construction on downtown. The total construction time is estimated to be 15 months and the
building should be built and all levels of parking and office/commercial spaces usable by
June 1990.
FISCAL IMPACT:
The parking fund balance (including bond proceeds) is adequate for construction of the Marsh
Street Parking Structure. After completion of this project the fund is expected to have a
balance of more than $800,000 exclusive of required reserves. This balance would be available
for future projects or meeting unanticipated expenses.
The bonds require an annual debt service of approximately $928,000 to be paid from the parking
fund. Revenues include revenues from meters, parking structures, fines, in-lieu fees, and a
retail lease. Estimated revenue for 1991 (first full year of operation of the Marsh Street
Structure) is expected to exceed $1,100,000.

PREVIOUS REVIEW
On June 1, 1987 the Architectural Review Commission considered the site of this structure
and made recommendatons for a preliminary design. It granted schematic approval on
September 14, 1987 and continued its review on January 4 and January 18, 1988. Final
approval was granted on February 29, 1988. Project details including refinements to
building colors, awnings, lighting and signing were approved on December 12, 1988.
The Cultural Heritage Committee reviewed plans for this project on September 9, 1987 and
January 7, 1988 and found it to be compatible with the historical and architectual context
of downtown. The group cited no potential adverse impacts on the environment resulting
from its construction or from the demolition of the existing shed (used by Riley's parking
attendants).
The Planning Commission considered a request for a use permit on October 14, 1987 and
December 2, 1987. At the latter date, the Commission confirmed the Community Development
Director's Determination of a negative declaration on environmental impact and granted
approval of the use permit.
The City Council considered a recommendation by the Planning Commission to expand the
structure on January 5, 1988 and reaffirmed its previous decision to construct the
structure as designed. On March 1, 1988 the Council directed staff to pursue preparation
of working drawings.

ALTERNATIVES
Option 1. Review current plans and authorize City Clerk to advertise for bids once
Building Division and staff detail reviews have been completed. Construction
would probably begin in March 1989 and be complete by June 1990. One level of
parking might be made available for public use during the Christmas season of
1989.
Option 2. Revise building plans to reduce costs. This will delay bidding and the start
of construction and, consequently, could preclude the contractor's ability to
provide a level of parking for public use prior to the Christmas season of
1989. Meanwhile, construction costs could increase, thus further diminishing
the cost effectiveness of design changes. Issuance of bond funds requires
commitment of funds by May of 1989. Delays beyond this date could result in
loss of available bond funds.
CONSEQUENCE OF NOT TAKING THE RECOMMENDED ACTION:
Delays in advertising, opening of bids and start of construction would result. Such
delays would make it more difficult to provide a level of parking for the public in the
structure during the 1989 holidays as well as the possible loss of available bond funding
as noted above.
ACTION RECOMMENDED:
Review current plans and authorize the City Clerk to advertize for bids as soon as final
Building Division and staff approvals are granted.
