B1. SANTA ROSA SKATE PARK MASTER PLAN. (KISER —45 MINUTES)
RECOMMENDATION: 1. Approve the Santa Rosa Skate Park Master Plan. 2.
Consider the next steps for development of the Skate Park as part of the 2009-1.1
Financial Plan process, including funding options and strategies that do not involve the
General Fund.

RECOMMENDATION: 1. Receive a report on the City's Community Garden Program,
including ideas for expanding the program and adjusting rental fees. 2. Receive a
presentation by Kathy Kelly on the non-profit organization Urban Farming. 3. Consider
the information shared during the Study Session as part of the goal-setting and budget
process for the 2009-11 Financial Plan.
SS2. CITY OWNED ADOBES. (STANWYCK/ELKE — 30 MINUTES)
RECOMMENDATION: Receive a report on the three adobes owned by the City of San
Luis Obispo.

Consent Agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not
on the agenda,except that members of the Council or staff may briefly respond to statements made or questions posed by
persons exercising their public testimony rights(Gov. Code Sec. 54954.2). Staff may be asked to follow up on such items.
Staff reports and other written documentation relating to each item referred to on this agenda are on file in the City Clerk's

RECOMMENDATION: Waive oral reading and approve as presented.

RECOMMENDATION: Adopt a resolution setting policies for the sale or lease of
surplus property.
PUBLIC HEARING
PH1. APPEAL OF THE TREE COMMITTEE'S DECISION TO ALLOW
HOMEOWNERS AT 1256 SYDNEY AND 1268 SYDNEY TO REMOVE STREET
TREES AND REPLACE WITH NEW TREES. (WALTER/PELLEMEIER—30
MINUTES)
RECOMMENDATION: 1. Adopt a resolution denying the appeal of the Tree
Committee's decision to allow the removal of one Shamel Ash (Fraxinus Uhdei) tree at
1256 Sydney Street, thereby authorizing removal of the tree. 2. Adopt a resolution
denying the appeal of the Tree Committee's decision to allow the removal of one
Shamel Ash (Fraxinus Uhdei) tree at 1268 Sydney Street, thereby authorizing removal
of the tree.
BUSINESS ITEMS
62. 10-YEAR PLAN TO END HOMELESSNESS IN SAN LUIS OBISPO COUNTY..
(STANWYCK/ELKE — 30 MINUTES)
RECOMMENDATION: 1. Receive the 10-Year Plan to End Homelessness, as
prepared under the guidance.of the countywide San Luis Obispo Leadership Council.
2. Endorse the Guiding Principles that underlie the 10-Year Plan, as approved by the
Leadership Council. 3. Utilize the 10-Year Plan and the Guiding Principles as a point of
departure in our future efforts,'both within cities and among the regional partners, to
address and prevent homelessness in the County of San Luis Obispo. 4. Appoint a
City Council Liaison to serve on the newly established governing board to oversee the
implementation of the 10-Year Plan to End Homelessness in San Luis Obispo County.
133. UPDATE ON THE UNREINFORCED MASONRY HAZARD MITIGATION
PROGRAM, ACKNOWLEDGE FLEXIBILITY IN-DEADLINE COMPLIANCE
AND ACKNOWLEDGE POTENTIAL PENALTIES FOR NOWCOMPLIAN_ CE.

RECOMMENDATION: 1. Receive report and discuss status of Unreinforced Masonry
Hazard Mitigation (URM) Program. 2. Acknowledge use of existing enforcement tools
by the Chief Building Official as outlined in this staff report. 3. Acknowledge potential
use of penalties in the event building owners fail to comply.

COMMUNICATIONS (not to exceed 15 minutes)
At this time, any Council Member or the City Administrative Officer may ask a question for clarification,

staff to report back to the Council at a subsequent meeting concerning any matter, or take action to
