While they did not specifically request the meeting of the P, given the likely brevity of the evening meeting, it seemed opportune to amend the agenda and receive this 15 minute presentation on Tuesday night. Settle, and Mayor Dave Romero PLEDGE OF ALLEGIANCE PROCLAMATION GRAND JURY AWARENESS MONTH. (ROMERO — 5 MINUTES) APPOINTMENT Al. APPOINTMENT TO THE BICYCLE ADVISORY COMMITTEE. (ASHBAUGH/MARX— 5 MINUTES) RECOMMENDATION: Appoint Christopher Black to the Bicycle Advisory Committee (BAC) to serve an unexpired term ending on March 31, 2010. PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total) The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City Clerk prior to the meeting. Cl. MINUTES OF THURSDAY, JANUARY 15, 2009. (HOOPER) RECOMMENDATION: Waive oral reading and approve as presented. C2. 2009 LEGISLATIVE ACTION PLATFORM. (LOWELL) 2 Council Agenda Tuesday, rebruary 3, 2009 RECOMMENDATION: 1. Adopt a resolution establishing a Legislative Action Platform for 2009. 2. Appoint the Mayor and City Attorney to act as the primary legislative liaisons between the League of California Cities and the City of San.Luis Obispo. C3. SETTING DATE FOR PUBLIC HEARING ON SLO TRANSIT FARE MODIFICATION. (WALTERNVEBSTER) RECOMMENDATION: Approve the date set for a public hearing on possible SLO Transit fare modifications. PUBLIC HEARING PH1. PROPOSED NIGHT SKY ORDINANCE TO MITIGATE THE NEGATIVE EFFECTS OF OUTDOOR LIGHTING. (MAN DEVILLE/DAVID — 30 MINUTES) RECOMMENDATION: As recommended by the Planning Commission and Architectural Review Commission, introduce an ordinance to amend the Municipal Code to include new Chapter 17.23 governing night sky preservation. BUSINESS ITEM B1. CONTINUED CONSIDERATION OF GOAL-SETTING FOR 2009-11. (STATLER— 1 HOUR) RECOMMENDATION: Continue consideration of goals for 2009-11 from the January 31 budget workshop, if needed. COUNCIL LIAISON REPORTS (not to exceed 15 minutes) Council Members report on conferences or other City activities. Time limit-3 minutes. COMMUNICATIONS (not to exceed 15 minutes) At this time, any Council Member or the City Administrative Officer may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council Policies and Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
