SUBJECT: PUBLIC HEARING ON THE 2008-09 ARRA PROGRAM OF PROJECTS
FOR FEDERAL TRANSIT ADMINISTRATION SECTION 5307 GRANTS
RECOMMENDATION
1. Conduct a public hearing on the American Recovery and Reinvestment Act (ARRA) 2008-09
Federal Transit Administration Program of Projects.
2. Adopt a resolution authorizing the Public Works Director to file a grant application and execute a
grant agreement with the Federal Transit Administration in the amount of$1,023,660.
DISCUSSION
Background
Since the 1990 census, the City has been classified as an Urbanized Zone Area by the federal
government and is eligible to receive Federal Transit Administration (FTA) grants for transit system
operating and capital assistance. To apply for these grants, the Council must:
L Publish the Program of Projects (POP);
2. Seek approval by the San Luis Obispo Urbanized Zone Area(Area) Technical.Committee;
3. Hold a public hearing on the proposed POP for federal transit assistance;
4. Adopt a resolution authorizing the Public Works Director to file a grant application and execute
the grant agreement; and
5. Forward the approved POP to San Luis Obispo Council of Governments (SLOCOG) for review
and amendment into the Federal Transportation Improvement Program (FTIP).
The 2008-09 ARRA Program of Projects was published in the Tribune on March 28, 2009.
NEW FEDERAL STIMULUS PROGRAM
1. Overview
The American Recovery and Reinvestment Act of 2009 (ARRA) provides new funding for, among
many other categories, public transportation capital projects. This legislation includes three separate
capital investment programs for public transportation. Because of the purposes of the legislation, it
presents both opportunities and responsibilities for those who provide public transportation throughout
the United States.
The ARRA includes a total of$8.4 billion in federal funding for public transportation, appropriated for
three different programs: 1. Transit Capital Assistance, 2. Fixed Guideway Infrastructure Investment,
and 3. Capital Investment Grants (New/Small Starts). The ARRA specifies that funds are to be used

only for capital expenditures. Basis for Formula Apportionment of the $6.9 billion available, $5.44
billion is apportioned to Areas based on 49 U.S.C. section 5336. Different formulas apply to Areas with
population and population densities of 200,000 or more and to Areas with populations less than
200,000. For Areas with 50,000 to 199,999 in population like San Luis Obispo, the formula is based
solely on population and population density. For Areas with populations of 200,000 and more, the
formula is based on a combination of bus revenue vehicle miles, bus passenger miles, fixed guideway
revenue vehicle miles, and fixed guideway route miles, as well as population and population density.
Funding Estimate
Under ARRA, the Federal share of a Transit Capital Assistance grant is up to 100 percent of the net
project cost of capital projects in other words no local match is required. The San Luis Obispo Area
amount ($1,323,660) was posted in the Federal Register(Page 9678/vol.74, No.42) on March 5, 2009.
Development of the Program of Projects
Federal guidelines require a public hearing on the POP using ARRA funds to notify the public how the
Area will spend its federal grants and provide the public an opportunity to comment on those
recommendations. This public hearing is a federal requirement and will allow the Area to receive
federal grant reimbursements up to $1,323,660. According to the adopted MOU, the San Luis Obispo
Urbanized Zone Area Technical Committee has reviewed and approved the proposed POP. The
Committee, comprised of the City of San Luis Obispo, SLORTA, the Air Pollution Control District, and
SLOCOG, met on March 10, 2009 to review, rank, and approve the ARRA 2008-09 grant requests.
San Luis Obispo Transit will receive $1,023,660 of the estimated total apportionment in the San Luis
Obispo Urbanized Zone Area, and SLORTA will receive $300,000 of the apportionment. The San Luis
Obispo Urbanized Zone Area Technical Committee approved the project list in Table 1 below.

ARRA Program of Project Details
The Program-of-Projects (POP) includes the following individual projects:
1. Automatic Vehicle Locator(AVL)-Passenger Access System
This project will replace the existing Efficient Deployment of Advanced Public Transportation
Systems (EDAPTS)pilot project as the SLO Transit bus information locator system. The project
will require retrofitting six buses with Digital Recorders Inc-DR600 or similar equipment, install

retrofitting six buses with Digital Recorders Inc-DR600 or similar equipment, install AVL fixed end
equipment and software including covert alarms. Activate internet passenger access system including real
time bus locations. -Upgrade existing EDAPTS signs to integrate with new system and upgrade bus
equipment as needed. A piggy back procurement opportunity might be available with another transit
agency or municipality such as currently exists with Raleigh, N.C.
2. Preventive Maintenance
Funding used to pay for SLO Transit preventive maintenance expenses in FY 2009-2010
3. GFI Electronic Farebox Upgrade
Project will fund partial or full upgrade for SLO Transit revenue vehicles with GFI Odyssey model
validating fareboxes and will allow expanded fare media including smart cards. As both SLO Transit and
SLORTA have similar projects this ultimately will result in a uniform county farebox system to better
integrate fare collections and passenger media for the RTA and SLO Transit system and include new
computers for the transit facility and software upgrades as needed.
4. Transit Facility Improvements
Project will include Transit facility improvements to equipment such as bush wash, overhead doors,
signs, parking lot, etc. Also new equipment installation such as security cameras, automatic gate.
5. GFI Electronic Farebox Project. The federal share of this project is $300,000. This project will install
new electronic recording farebox equipment including the necessary software in the SLORTA fleet and
maintenance facility. The impact of this project is to update SLORTA,bus farebox equipment consistent
with SLO Transit farebox equipment for more accurate collection and reporting capabilities.
6. Runabout Vehicle
This project will replace one existing SLORTA ADA runabout vehicle with a new model.
Other ARRA Funding
There is also a possibility for additional ARRA related funding through FTA Section 5309 "New Starts"
applications as well as Prop 113 and we intend to submit an application for a SLO Bus Rapid Transit (BRT)-
signal priority project. In addition Department of Energy (DOE), State Air Resource Board (ARB) and Prop
113 are expected to provide funding for capital projects. We intend to submit additional capital project
applications such as bus replacements, bus radios, bus stop improvements, and a transit facility fuel tanks
installation as funding becomes available.
FISCAL IMPACT
There is no impact on the SLO General fund and the use of ARRA funds do not require any local match.
All projects will be funded by using 100% ARRA FTA Section 5307 Grants.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
AUTHORIZING THE FILING OF THE 2008-09 FEDERAL ARRA CAPITAL GRANT
APPLICATION WITH THE FEDERAL TRANSIT ADMINISTRATION
WHEREAS, the Federal Transit Administration has been delegated authority to award
federal financial assistance for a transportation project; and
WHEREAS, a grant of federal assistance will impose certain obligations upon the City of
San Luis Obispo; and
WHEREAS, the City of San Luis Obispo has or will provide all annual certifications and
assurances to the Federal Transit Administration required for the project; and
WHEREAS, a grant of federal assistance will impose certain obligations upon the San Luis
Obispo Regional Transit Authority and
WHEREAS, the San Luis Obispo Regional Transit Authority has or will provide all annual
certifications and assurances to the Federal Transit Administration required for the project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. The City of San Luis Obispo and San Luis Obispo Regional Transit Authority
are eligible recipients as defined by 49 U.S.C.5307, 5336j, and 5340.
SECTION 2. The Public Works Director is authorized to execute and file an application for
federal assistance on behalf of the City of San Luis Obispo with the Federal Transit
Administration for federal assistance authorized by 49 U.S.C. Chapter 53, Title 23, United States
Code and other federal statutes authorizing a project administered by the Federal Transit
Administration.
SECTION 3. The Public Works Director is authorized to execute and file with the
application the annual certifications, assurances, and other documents the Federal Transit
Administration requires before awarding a federal assistance grant.
SECTION 4. The Public Works Director is authorized to execute grant agreements with the
Federal Transit Administration on behalf of the City of San Luis Obispo.
