HomeMy WebLinkAbout05/05/2009, B3 - SEWER SYSTEM MANAGEMENT PLAN couna L T1 oog — acjEnoA Repot CITY OF SAN LUIS O B I S P O FROM: Carrie Mattingly, Utilities Director Prepared By: Jennifer Metz,Utilities Projects Manager SUBJECT: SEWER SYSTEM MANAGEMENT PLAN RECOMMENDATION Adopt a resolution approving the Sewer System Management Plan (SSMP) and authorize the Utilities Director, as the City's authorized representative, to file a Notice of Completion with the State Water Resources Control Board(SWRCB). DISCUSSION Background On May 2, 2006, the SWRCB adopted Statewide General Waste Discharge Requirements (GWDR) for publicly owned sanitary sewer systems. The GWDR requires the development and implementation of a system-specific local SSMP that documents a comprehensive program for sewer system operation, maintenance and repair. The regulations also include provisions that the agency's governing body approve, at a public meeting, the final SSMP by August 2, 2009. The regulations require a public agency that owns or operates a sanitary sewer system to develop and implement a sewer system management plan and report all Sanitary Sewer Overflows (SSOs) to the State Water Board's online SSO database. SSOs have been identified as a major threat to public health and water quality because of the pathogens, toxic pollutants and nutrients they contain and have been a focus of State Water Quality Regulators over the past several years. Public agencies that own or operate a sanitary sewer system that is comprised of one mile or more of pipeline which transports sewage to a treatment facility must file a Notice of Intent (NOI) to comply with the requirements. The program has two major components including reporting all SSOs in the statewide spill reporting database and development of the SSMP. On July 13, 2006 the City submitted its NOI and began using the statewide spill-reporting database on May 2, 2007. In October 2007, the City Council approved the development plan and schedule for the preparation of the SSMP. The preparation, Council adoption and implementation of the City's SSMP fulfills the remaining requirement of the State Order. Plan Highlights The SSMP compiles the City's existing and planned programs to provide proper and efficient management, operation, and maintenance of its sanitary sewer system, including a spill response plan to ensure a standard and effective response to SSOs. The Plan has eleven sections, described below. D '� Sewer System Management Plan Page 2 1. Goals. The City's SSMP includes ten goals in order to reduce and prevent sanitary sewer overflows and mitigate any overflows that may occur. 2. Organization. This section identifies the responsible City representatives for implementing specific measures in the SSMP including the chain of communication for reporting sanitary sewer overflows. 3. Legal Authority. This section describes the authority the City has to implement the provisions of the SSMP from the Municipal Code. It also describes the City's agreements to provide wastewater collection services to satellite agencies (Cal Poly and the San Luis Obispo County Airport). 4. Operation and Maintenance. This section summarizes the City's preventive and area in programs, CCTV inspections, lift station maintenance, the computerized maintenance management system, collection system mapping, on- going training required for the Wastewater Collection staff to comply with State Regulations in order to minimize and prevent sanitary sewer overflows and maintenance equipment and replacement part inventories. 5. Design and Performance Provisions. This section describes the City's standards for installation, rehabilitation and repair of the collection system and inspection and testing requirements for new and rehabilitated facilities. 6. Overflow Emergency Response Plan. This section details the history of stoppages and overflow events in the City and how Wastewater Collection staff responds to overflow emergencies. 7. Fats, Oils and Grease Control Program. This section describes the City's FOG program including requirements for grease removal devices and efforts to educate facilities on the disposal of fats, oils and grease. 8. System Evaluation and Capacity Assurance. This section summarizes past and planned efforts related to capacity assessment and enhancement, identifies future wastewater collection system capital projects and describes the City's voluntary service lateral program. 9. Monitoring, Measurement and Program Modifications. This section describes how the City will monitor and measure its performance through the implementation of the Plan and make necessary modifications to improve the management of the City's collection system in the future. Indicators are identified that will be use to measure the performance of its wastewater collections system and the effectiveness of its SSMP. 10. Program Audits. This section outlines the process that the City will follow to evaluate the effectiveness of the SSMP to identify updates that may be needed for 83�v� Sewer System Management Plan Page 3 a more effective program. Audits are proposed to be conducted on an annual basis. I.I. Communication Program. This section describes how the City will communicate with the public and satellite agencies on the performance of the SSMP. Examples of past communication from the Utilities Department's Resource publication are provided. As described in the SSMP, the plan will undergo an internal audit by staff each year, and will require recertification and approval by Council every five years. Staff proposes to bring an updated SSMP back to Council for approval in April 2014. Updated Notification Protocol After the City's March I" sewage_spill staff received several concerns from residents who were not adequately notified of the health risks and impacts to their property. County Environmental Health has been the agency that is responsible for the notification of sewage spills, but after the spill it became apparent that a change to the notification process was warranted. To address this, City and County staff, working together, have developed a more comprehensive and proactive notification process. This process will allow City staff to post warning signs along the creek and door tag effected residences. City staff walking neighborhoods, posting, door tagging and speaking to residents will provide a significantly improved and more effective level of notification to residents. The City will also utilize its GIS mapping system to ensure staff properly covers the area. This will eventually become a county-wide protocol for citizen notification of sewage spills. Summary Development of this SSMP was performed by City staff to ensure an accurate, comprehensive document that not only meets State regulations, but serves as a useful guide that will complement existing procedures and policies for the ongoing maintenance and operation of the City's wastewater collection system. With the support of Council, many required activities and program elements for this regulation are currently being performed by the Wastewater Collection and Industrial Waste sections. FISCAL IMPACT There is no fiscal impact related to the adoption of the SSMP. Funding for the programs and projects documented in the SSMP will be included in the 2009-11 Financial Plan for Council's consideration. (2009 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ADOPTING THE SEWER SYSTEM MANAGEMENT PLAN WHEREAS, the State Water Resources Control Board adopted Statewide General Waste Discharge Requirements (GWDR) for publicly owned sanitary sewer systems requiring the development and implementation of a system-specific local Sewer System Management Plan that documents a comprehensive program for sewer system operation, maintenance and repair. The regulations also include provisions that the agency's governing body approve, at a public meeting, the final SSMP by August 2, 2009. WHEREAS, the Sewer System Management Plan shall be periodically reviewed at least once every five years, and that the City shall make any amendments or changes to its Plan which are indicated by the review; and WHEREAS; the Sewer System Management Plan must be adopted, after a public hearing, and a Notice of Completion shall be filed with the State Water Resources Control Board; and WHEREAS, The City has therefore prepared for public review a draft Sewer System Management Plan, and a property noticed public hearing regarding the Plan was held by the City Council on April 21, 2009; and WHEREAS, the City of .San Luis Obispo did prepare and shall file a Notice of Completion after the adoption of the Sewer System Management Plan with the State Water Resources Control Board. BE IT RESOLVED by the Council of the City of San Luis Obispo that the Sewer System Management Plan, consisting of text with tables and figures, presented to the Council on April 21, 2009, on file in the City Clerk's Office, is hereby adopted.
