Walter, Director of Public Works IE Prepared By: Manny Guzman, Engineer II SUBJECT: MONTEREY STORM DRAIN REPLACEMENT,A MEASURE Y— 1/2 CENT SALES TAX FUNDED PROJECT,SPECIFICATION NO. 91036 RECOMMENDATIONS 1. Approve plans and specifications for the Monterey Storm Drain Replacement Project, a Measure Y- '/s cent sales tax funded project, Specification No. 91036. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of$350,000. DISCUSSION A large portion of the City's storm sewer pipeline infrastructure is comprised of corrugated metal pipe (CMP). In the 1970s and 1980s CMP was the industry standard due to its inexpensive material cost and ease of installation. Since then, CMP has proven to have a design life of 20 to 30 years. CMP typically fails by friction, corrosion or both. Once the integrity of the pipe has been compromised, the pipe's surrounding soil becomes susceptible to piping (soil picked up by flowing water and carried away) and the pipe will eventually collapse. The proposed project will remove CMP at various locations on Monterey Street from Toro to California. The CMP will be replaced with either polyvinyl chloride(PVC) pipe or High Density Polyethylene (HDPE) pipe. The existing CMP being replaced has been identified by City staff as being at the end of its useful life. Also included in this project is the replacement of storm drain grates located within the project's work limits. Six grates were identified as roadway obstacles for the bicycle community because the open grid of the grate can catch a narrow bicycle tire.These grates will be replaced with more bicycle-friendly grates to prevent this from occurring. Thirteen catch basins will also be replaced with current City-standard catch basins. Existing catch basin are typically top opening structures with metal grates that tend to clog or are undersized for the current water runoff. The new catch basins are sized appropriately for the current drainage requirements and are side-opening structures that are more free-flowing and easier to negotiate for bicycles and pedestrians. No. 91036 Page 2 CONCURRENCES This project is exempt from environmental review and a Notice of Exemption has been filed through the Community Development Department. FISCAL IMPACT There is currently $666,668 in the Master CMP Replacement account to support this request for $350,000. At the time of contract award, a Budget Amendment Request will be generated to transfer funding from the Master CMP Replacement account to the Monterey Storm Drain Replacement project's account for construction. This project will be 100% funded through Measure Y, the half-cent sales tax measure approved by the City's residents.
