(15 MINUTES) PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total) The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City Clerk prior to the meeting. At this time, you may address the Council on items that are not on the agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights (Gov. Council Agenda Tuesday; March 1, 2011 CONSENT AGENDA The Consent Agenda is approved on one motion. Council Members may pull consent items to be considered after Business items. The public may comment on any item on the Consent Calendar. C1. MINUTES. (CODRON/CANO) RECOMMENDATION: Waive oral reading and approve as presented. C2. ADOPTION.OF AN_ORDINANCE AMENDING THE ZONING MAP FROM MANUFACTURING (M1 TO HIGH-DENSITY RESIDENTIAL (R-4) FOR PROPERTY LOCATEDAT 313-SOUTH STREET; R 35-10. (MAN DEVILLE/RI CCI) RECOMMENDATION: Adopt Ordinance No. 1558 (2011 Series) which amends the zoning designation of the site from Manufacturing (M) to High-Density Residential (R-4) for the property located at 313 South Street. PUBLIC HEARING 1. CONSIDERATION.OF 2011 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING RECOMMENDATIONS. (MAN DEVILLE/COREY—(30 MINUTES) RECOMMENDATION: 1. As recommended by the Human Relations Commission (HRC), adopt a resolution to approve funding recommendations for$647,517 of CDBG funds for the 2011 Program Year for projects proposed by CAPSLO, City of San Luis Obispo and Habitat for Humanity. 2. Reallocate $6,205 of unexpended 2006 and 2007 CDBG funds from completed projects for the City of San Luis Obispo ADA Corrections City Facilities, Prado Day Center Improvements and Anderson Hotel Fire Sprinkler System Upgrade to the City of San Luis Obispo Property Acquisition for Affordable Housing (313 South). BUSINESS ITEMS 2. AFFORDABLE HOUSING FUND AWARDS FOR HABITAT FOR HUMANITY.AND_ ROEM CORPORATION. (MANDEVILLE/COR.EY— 30 MINUTES) RECOMMENDATION: Adopt a resolution approving Affordable Housing Fund awards for Habitat for Humanity (3212 Rockview) and ROEM Corporation (313 South). 3. 2010-11 MID-YEAR BUDGET REVIEW. (LICHTIG/BRADLEY/MALICOAT/THOMPSON — 1 HOUR) RECOMMENDATION: Review and discuss the City's financial condition and status of City goals at the mid-point of fiscal year 2010-11. 2 Council Agenda Tucsday, March 1, 2011 4. BUDGET COMMUNICATIONS PLAN. (LICHTIG/CODRON —30 MINUTES) RECOMMENDATION: Endorse the proposed Budget Communications Plan, which includes guidelines and recommendations to improve the flow of information between the City, the public, and the media. STUDY SESSION 5. DISCUSS ALTERNATIVES FOR A FORMAL COMMUNICATION PLAN TO ADDRESS PROPERTY OWNERS OF HISTORIC PROPERTIES AND WITHIN HISTORIC DISTRICTS. (MANDEVILLE/MURRY— 30 MINUTES) RECOMMENDATION: Consider the discussion items and provide direction to staff. COUNCIL LIAISON REPORTS (not to exceed 15 minutes) Council Members report on conferences or other City activities. Time limit-3 minutes. COMMUNICATIONS (not to exceed 15 minutes) At this time, any Council Member or the City Manager may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council Policies and Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
