RECOMMENDATION: Approve a revised lease agreement with AT&T for a
telecommunications facility at Santa Rosa Park.

2. CONSIDERATION OF A GENERAL PLAN AMENDMENT AND REZONING
FOR THREE PROPERTIES LOCATED ON THE NORTH SIDE OF CALLE
JOAQUIN, BETWEEN LOS OSOS VALLEY ROAD AND HIGHWAY 101 (GP/R
ER 70-10; 1445, 1443 AND 1433 CALLE JOAQUIN). (MAN DEVILLE/RICCI —
30 MINUTES)
RECOMMENDATION: 1) Adopt a resolution approving a Mitigated Negative
Declaration (ER 70-10) and an amendment to the General Plan Land Use Element map
to change the land use designation of 1445, 1443 and 1433 Calle Joaquin from Tourist
Commercial to Services and Manufacturing, based on findings, and subject to
mitigation measures; 2) Introduce an ordinance approving an amendment to the Zoning
Map for 1445, 1443 and 1433 Calle Joaquin from Tourist-Commercial (C-T) to Service-
Commercial with Special Considerations overlay zone (C-S-S), based on findings and
subject to mitigation measures and conditions.

3. INTRODUCTION OF NIGHTTIME CURFEW ORDINANCE. (LINDEN/GILLHAM

RECOMMENDATION: Introduce an ordinance adding Chapter 9.50 to the San Luis
Obispo Municipal Code prohibiting minors under 18 years of age from being in public
places from 11:00 p.m. to 5:00 a.m. daily unless engaged in certain types of activities
(Nighttime Curfew).
4. RAILROAD SAFETY TRAIL AND PREFUMO CREEK BRIDGE PROJECT
UPDATES. (WALTER/MANDEVILLE/VAN BEVEREN — 45 MINUTES)

RECOMMENDATION: 1) Direct staff to continue its efforts on the alternative alignment
designs for the Railroad Safety Trail, pursing approval from the State of California and
utilizing City right-of-way where possible; 2) Direct staff to begin preparation of plans
and specifications for the Los Osos Valley Road alternative for the Prefumo Creek
Bridge Safe Route to School project.

Al. APPOINTMENTS TO THE PROMOTIONAL COORDINATING COMMITTEE
(PCC) AND THE TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD
(TBID)- (CARTER/SMITH —5 MINUTES)
RECOMMENDATION: 1) Appoint Dave Cox to the Promotional Coordinating
Committee effective April 19, 2011, and expiring on March 31, 2015. This term would
be for a four year term; 2)Appoint Nipool Patel to the Tourism Business Improvement
District Board (TBID) effective April 19, 2011, and expiring on March 31, 2012; and
3) Appoint Clint Pearce to the Tourism Business Improvement District Board (TBID)
effective April 19, 2011, and expiring on March 31, 2015.

RECOMMENDATION: Waive oral reading and approve as presented.
C2. EXECUTION OF A MASTER AGREEMENT AND PROGRAM SUPPLEMENTS
FOR STATE FUNDED TRANSIT PROJECTS. (WALTER/WEBSTER)
RECOMMENDATION: 1) Adopt a resolution authorizing the City Manager to execute a
master agreement and program supplements for State funded transit projects; 2)
Authorize the Public Works Director to execute all Program Supplements for State
funded transit projects and any amendments thereto required by the California
Department of Transportation.
C3. JOHNSON WATERLINE AND PAVEMENT REPAIR PROJECT:
SPECIFICATION NO. 91042. (WALTER/GUZMAN)
RECOMMENDATION: 1) Approve the plans and specifications for Johnson Waterline
and Pavement Repair Project, Specification No. 91042 and authorize staff to advertise
for bids; 2)Authorize the City Manager to award the contract if the lowest responsible
bid is within Engineer's Estimate of$168,000.

measures to repeal Charter Sections 1105 and 1107 and provide staff with direction as
to: 1) Whether any changes should be made regarding draft language to be brought
back to Council for consideration for placement on an August 30, 2011, mailed ballot; 2)
Whether Council wishes to consider any modifications to the proposed August 30,
2011, election date.
