Walter, Director of Public Works 9DW Prepared By: Manny Guzman, Engineer II SUBJECT: JOHNSON WATERLINE AND PAVEMENT REPAIR PROJECT; SPECIFICATION NO. 91042 RECOMMENDATIONS 1. Approve the plans and specifications for "Johnson Waterline and Pavement Repair Project, Specification No. 91042" and authorize staff to advertise for bids. 2. Authorize the City Manager to award the contract if the lowest responsible bid is within Engineer's Estimate of$168,000. DISCUSSION On May 31, 2010 a 16-inch diameter waterline in Johnson between Iris and Lizzie broke. Utilities Staff, Public Works Staff and a Private Contractor temporarily repaired the waterline and pavement in the area. When the waterline broke, French Hospital water service was disrupted for some time and areas of Johnson Avenue were undermined which are now showing signs that the asphalt is starting to fail. This project will replace approximately 350 linear feet of 16" cast iron waterline with a more durable and stronger ductile iron pipe. Unstable areas of the roadway have been identified by deflection testing and will be removed and replaced with a standard base section and a new asphalt deep lift. The remaining portion of Johnson Avenue between his and Lizzie will receive a new asphalt surface. Additionally, a redundant water service for French Hospital has been designed and will be constructed with this project so that in the future if another waterline failure occurs, French Hospital water service will be less likely to be disrupted. Funding for this design and construction work of the redundant water service has been provided by French Hospital under a separate reimbursement agreement. The start of construction for this project is scheduled to coincide with the summer session of the San Luis Obispo High School. Staff anticipates that by completing construction during the summer, the project will be completed faster and with less inconvenience to the public. CONCURRENCES The Utilities Department has reviewed and approved this project. A notice of exemption has been filed through the Community Development Department, consistent with the requirements of the California Environmental Quality Act(CEQA). CM Johnson Waterline and Pavement Repair Project Page 2 FISCAL IMPACT The Johnson Waterline and Pavement Repair are not specifically identified in the 2009-11 Financial Plan. A key assumption of the Water Distribution System Improvements project is that actual project priorities may shift due to circumstances that were unforeseen at the time of budget development. At times, this can result in deferral of another project to allow for a higher priority need to be addressed. Fortunately, due to favorable bids on recent water projects, funding is available to add this project. Funding for this project to replace a portion of the waterline and repair the damaged pavement is available in the Water Distribution System Improvements Master Account which has an available balance of$634,885, after accounting for the Waterline Replacement Project 2010-11 (total project estimate $1,003,435) that was approved by Council on April 5, 2011. Separately, reimbursement from French Hospital to the City is currently estimated at $12,000. A Budget Amendment Request will be processed to transfer funding from the Master account to the project construction account at time of bid award.
