Walter, Director of Public Works JOW Prepared By: Manny Guzman, Engineer II SUBJECT: WATER RECLAMATION FACILITY: CLARIFIER 1 AND PAINTING PROJECT; SPECIFICATION NO. 90908 RECOMMENDATIONS 1. Approve the plans and specifications for "Water Reclamation Facility: Clarifier 1 & Painting Project, Specification No. 90908" and authorize staff to advertise for bids. 2. Authorize the City Manager to award the contract if the lowest responsible bid is within Engineer's Estimate of$150,000. DISCUSSION This project involves maintenance painting of five areas at the Wastewater Reclamation Facility (WRF). More specifically, work will involve cleaning, surface preparation, and recoating of: 1. Clarifier 1; 2. Filter building piping; 3. Equalization tanks piping; 4. Cooling tower station; and 5. Head works station This project must occur during a time when flows at the facility are at its lowest. During low- flow periods, one of the two final clarifiers can be taken out of service and the plant can still process incoming flows and remain compliant with discharge requirements. Flows at the facility are lowest during the summer months when the California Polytechnic University is out of session and the City's population is reduced. For this reason most WRF projects are scheduled to occur during this time period. Clarifier No. 1 Coating Clarifier No. I was originally constructed in 1941 as part of a major upgrade to the WRF. The clarifier equipment and internal mechanisms were replaced in 1982 as part of an enlargement project. No major work or recoating has occurred on this clarifier since this time. After 29 years of service, the protective coatings on the walls and equipment are showing signs of deterioration. The deteriorated coatings need to be replaced to protect the underlying surfaces from deterioration and structural damage that would require costly repairs or replacement. Sacrificial anodes will be installed to provide added protection to the submerged mechanical equipment. This project also includes sealing of cracks between the clarifier tank and the perimeter gutter and smoothing of the clarifier walls to better prepare the surface for coatings. C4-1 a WRF Clarifier 1 and Painting Project (90908) Page 2 Facility Maintenance Painting The WRF has been constructed in phases over the years with major expansions and upgrades occurring in 1941 and most recently in 1994. Facility piping and equipment can be anywhere from 16 to 70 years old. Much of this equipment is showing signs of rust and corrosion. This is not surprising due to the somewhat corrosive environment of the facility. Routine cleaning and recoating of the facility is essential to slow the rate of corrosion and deterioration of the structures and prevent costly replacement work. Recognizing this, WRF staff implemented an annual maintenance painting program to provide routine painting of these facilities. Areas in need of painting have been identified and prioritized by WRF staff. Four areas were taken care of in last year's maintenance painting project. Five additional areas will be addressed with this project. CONCURRENCES The Utilities Department has reviewed and approved this project. Also a notice of exemption has been filed through the Community Development Department. FISCAL IMPACT The Clarifier No. 1 coating and the maintenance painting projects are identified in the 2009-11 Financial Plan, Appendix B, pages 3-133 to 3-137. In the 2010-11 project list, $120,000 is identified for cleaning, repairs and recoating of Clarifier No. 1 and $100,000 is identified for maintenance painting for a total budget of$220,000. Funding is available in the WRF Major Equipment Replacement Master account, which has a current available balance of$1,295,257.
