SPECIFICATION NO. 91035
RECOMMENDATIONS
1. Approve plans and specifications for the Highland Storm Drain Repair and Replacement
Project,a Measure - `/z cent sales tax funded project, Specification No. 91035.
2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is within the Engineer's Estimate of$355,000.
DISCUSSION
Background
A large portion of the City's storm sewer pipeline infrastructure is comprised of corrugated metal
pipe (CMP). In the 1960s and 1970s CMP was the industry standard due to its inexpensive material
cost, ease of installation and projected 50-year design life. In the City's experience, CMP has
proven to have a design life of 20 to 30 years. CMP typically fails by friction from the action of
flowing water with rocks'and sediment, corrosion or both. Once the integrity of the pipe has been
compromised, the pipe's surrounding soil becomes susceptible to piping(soil picked up by flowing
water and carried away) and the pipe will eventually collapse.
The proposed project will address a failing CMP drain system on Highland and in easements
over private property at 549 and 557 Highland. The proposed project will abandon and relocate
portions of the existing storm drain system that runs through the 549 and 557 Highland private
property into the public Right of Way on Highland, Cuesta and Felton, as well as slip line other
portions. The new storm drain system will connect into an existing drainage channel near 492
Felton. A hydraulic analysis has been done to ensure that the channel on Felton has the capacity
to accept the additional drainage. .
The new storm drain system includes the installation of one catch basin and approximately 900
linear feet of 18 and 24-inch storm drain pipe. The rerouting will allow the removal of public
drainage facilities from beneath private property. The existing easements are inadequate to get
construction equipment into to do pipeline replacements, and should the drains fail completely,
the property improvements could be impacted. Abandonment of the existing CMP will be done
by plugging the ends and filling the pipe with slurry. This is a common technique used in the
industry to abandon CMP and prevent any future settlements of the ground surface above the
pipe. After construction is complete staff will pursue an agreement from each affected property
owner to abandon the current drainage easements.

CONCURRENCES
This project is exempt from environmental review and a Notice of Exemption has been filed
through the Community Development Department.
FISCAL IMPACT
There is currently $300,828 in the Master CMP Replacement account to support this request for
$438,750. Additional funding of$350,000 is proposed in the 2011-13 Financial Plan to continue
CMP replacements. If approved, this additional funding will bring the total funding available to
$650,828.
The project will not be awarded until after the start of the new fiscal year, 2011-12. By the time
bids are received, Council will have concluded the budget process. If Council has funded the
2011-13 Master CMP Replacements Capital Improvement Project at the time of contract award,
a Budget Amendment Request will be generated to transfer funding from the Master CMP
Replacement account to the Highland Storm Drain Replacement project's account for
construction. If the Council has not funded at least $150,000 for CMP replacements in the 2011-
13 Financial Plan, staff will return to Council with an alternative funding recommendation for
the amount needed to award, or recommend the rejection of all bids.
This project will be 100% funded through Measure Y, the half-cent sales tax measure approved
by the City's residents.
