SUBJECT: EMERGENCY OPERATIONS PLAN (EOP) FOR THE CITY OF
SAN LUIS OBISPO
RECOMMENDATION
Approve Emergency Operations Plan (EOP) for the City of San Luis Obispo.
DISCUSSION
The current City of San Luis Obispo Emergency Operations Plan was originally adopted by
Resolution 8275 in March 1994. It is not completely compliant with the California Standardized
Emergency Management System (SEMS-1996), the National Incident Management System
(NIMS-2006) or the National Response Framework (NRF-2008). The City Fire Chief is
responsible for updating the City's emergency plans. Work on updating the City's Emergency
Operations Plan started under Fire Chief John Callahan in 2008 to bring the City in compliance
with the various State and Federal plans mentioned above.
This new City Emergency Operations Plan is in the same format and consistent with the San Luis
Obispo County Emergency Operations Plan. This Plan is an extension of the State Emergency
Plan and is written to be compliant with the California Standardized Emergency Management
System (SEMS), the National Incident Management System (NIMS) and the National Response
Framework (NRF). This plan provides policy and practical guidance for the coordination of
planning efforts involving City Departments, County and State government and related
organizations that will serve the citizens and visitors of San Luis Obispo during an emergency or
disaster.
The new EOP is considered our "Basic Plan" made up of 5 parts with a number of smaller
individual hazard specific plans, called "Annexes", that make up the complete Plan. Parts 1
through 5 contain San Luis Obispo City specific information, where possible, to allow for a
custom plan based on the profile of San Luis Obispo, its infrastructure, its resources and its
hazards and threats.
There is a wealth of information in this new EOP that reads like a textbook and should be
thought of as one for those in the City who need information for planning and training during
non-emergency times. However, during times of emergency response and recovery, the EOP will
be very helpful when all crucial information can be found in one location to assist in the
emergency management effort.

Parts 1 through 3 contain information on emergency management systems, mutual aid, continuity
of government, extended response operations and in depth information on Emergency Operations
Center activation for the City with roles and responsibilities for City staff that fill positions in the
Emergency Operations Center.
Part 4 of the new EOP is dedicated to disaster recovery and has important information about
Local Emergency and State of Emergency declarations, disaster assistance programs and their
requirements and explains the application processes.
Part 5 of the new EOP includes the following individual hazard specific plans: Earthquake,
Nuclear Power Plant, Hazardous Materials, Storm-Flood, Wildland Fire, Information Technology
Recovery Plan and the Multi-Casualty Incident Plan. These plans are not new to the City and
many of them are currently under revision to include a connection to the new EOP and to update
references to the recently approved changes in the City Municipal Code, Section 2.24 —
Emergency Services.
CONCURRENCES
The Police Chief, Public Works Director and Utilities Director concur with the recommendation.
FISCAL IMPACT
There is no fiscal impact associated with this action.
ALTERNATIVES
Do not approve the new Emergency Operations Plan, which is not recommended, as the current
plan is not compliant with the California Standardized Emergency Management System (SEMS-
1996), the National Incident Management System (NIMS-2006) or the National Response
Framework (NRF-2008).

LETTER OF PROMULGATION
To the Citizens, Visitors,Employees, and Officials of the City of San Luis Obispo:
The preservation of life, property and the environment is an inherent responsibility of
local, state, and federal government. The City of San Luis Obispo has prepared this
Emergency Operations Plan to help ensure that responsibility is met.
While no plan can completely anticipate all events, good plans and procedures carried out
by knowledgeable and trained personnel can minimize losses. This plan provides policy
and guidance for the coordination of planning efforts involving the many City emergency
and related organizations which serve the citizens of, and visitors to the City of San Luis
Obispo.
This Emergency Operations Plan is an extension of the State Emergency Plan and is
written to be compliant with the National Incident Management System (NIMS) and the
National Response Framework. It will be reviewed and exercised periodically and revised
as necessary to meet changing conditions. Experiences based upon and gained from
emergency drills and exercises, actual emergencies or other incidents, or lessons learned
from other sources, can result in a need to change or update this Emergency Operations
Plan and/or related documents. As a result, changes to the Plan which do not result in
changes of policies made and/or approved by the City Council can be made by the City's
Disaster Preparedness Officer (City Fire Chief) and/or other agencies, as appropriate;
however such changes can be reviewed by the County Office of Emergency Services
(OES) to verify uniformity with the San Luis Obispo County Emergency Operations
Plan. It may also be modified if responsibilities, procedures, laws, rules, or regulations
pertaining to emergency management and operations change.
The Council gives its full support to this plan and urges all officials, employees and the
citizens, individually and collectively, to do their share in the total emergency
preparedness effort of the City of San Luis Obispo:
This letter promulgates the City of San Luis Obispo Emergency Operations Plan,
constitutes the adoption of the City of San Luis Obispo Emergency Operations Plan, and
the adoption of the Standardized Emergency Management System by the City of San
Luis Obispo. This emergency operations plan becomes effective on approval by the City
of San Luis Obispo Council on the date indicated below.
