OPERATION) OF THE SAN LUIS OBISPO MUNICIPAL CODE
EXPANDING OPERATIONS TO INCLUDE SUNDAY
RECOMMENDATION
Introduce an ordinance amending Chapter 10.52.030(Time of operation)of the San Luis Obispo
Municipal Code expanding operations to include Sunday.
DISCUSSION
Pursuant to the City Council's direction regarding parking revenue enhancements on April 5, 2011,
and the 2011 Parking Fund review on June 14, 2011, staff is bringing forward recommended
changes to Chapter 10.52.030 (Time of operation) of the San Luis Obispo Municipal Code to
expand parking services to include Sunday from 1:00 pm to 6:00 pm. Expanding parking meter
rates to include Sundays requires modification by ordinance pursuant to California Vehicle Code
section 22508.
Downtown parking has been free on Sundays. Downtown business hours have changed
dramatically since parking meters were installed approximately 60 years ago when most businesses
were closed on Sunday to most now remaining open. By expanding parking services to include
Sunday, the fixed costs to operate and maintain these parking spaces are equitably paid for by all of
the users. Currently these costs are covered by those paying for parking from Monday to Saturday;
essentially subsidizing free Sunday use.
CONCURRENCES
Prior to the April 5, 2011 Council meeting, staff presented the staff recommendation to the
Downtown Association Parking & Access Committee. The Committee and the Downtown
Association Board of Directors voted to support Sunday parking.
FISCAL IMPACT
Staff estimates the following revenues and expenses associated with charging for parking on
Sunday.

ORDINANCE NO. (2011 Series)
AN ORDINANCE OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AMENDING SECTION 10.52.030 (TIME OF OPERATION) OF THE SAN LUIS
OBISPO MUNICIPAL CODE EXPANDING OPERATIONS TO INCLUDE SUNDAY
WHEREAS,the parking program needs to continue to be self-sufficient for its financial
commitments; and
WHEREAS,the City needs to financially support the operation and debt service of the
next City parking structure; and
WHEREAS, the Council has considered parking revenue enhancements which included
charging for parking on April 5, 2011 and directed staff to return with an enabling ordinance; and
WHEREAS,the Council has considered the staff report and considered charging for
Sunday parking at a public meeting.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Section 10.52.030 (Time of Operation) of the San Luis Obispo Municipal
Code is hereby amended as follows:
The provisions of this chapter relating to the operation of parking meters shall be effective
between the hours of nine am. and six p.m. every Monday to Saturday and one p.m. to six p.m.
every Sunday;provided, that for good cause and upon a finding that such action will not
jeopardize meter revenues as a necessary source of revenue for payment of outstanding bonded
indebtedness, the council by resolution may temporarily suspend the parking meter operating
provisions of this chapter for any or all of the city's parking meters. (Ord. 1099 § 2, 1987: prior
code § 3213.2)

Well, we're a retired couple who won't shop in SLO on Sundays any more.
The losers will be the clothing stores and the food establishments.. We
went every Sunday for fun. But paying parking kills the fun. We'll
just go to the malls and maybe the new Target.

1. Establishing fees for residential parking permits (proposed at$10 per permit issued
annually).
2. Charging for parking on Sundays from 1:00 pm to 6:00 pm
3. Changing the time of operation of loading zones to include Sundays and extending time
of passenger loading zones to 10 minutes.
4. Increasing on-street parking meter rates from $1.25 to$1.50 an hour in a downtown
"super core-zone.
Staff reports are available on line(www.slocitv.org)for your review. If approved the ordinances
will have second readings on July 19 and will go into effect no sooner than 30 days later and after
any necessary signage is in place. Once we know the date we will start charging for parking on
Sundays, we will contact the downtown churches, the Downtown Association, and the Chamber
as well as notify the media and post notices in an effort to get the word out.

I understand on Tuesday you will be considering charging for parking on Sundays.
I would like to suggest that you are not likely to collect enough money to mitigate the
effect and bad will.
People's behavior is not static.
It is probable that if one is charged for parking, one would consider going to Morro Bay
or Pismo for lunch instead.
